Local Elections in Taraclia County On 23 January, local elections were held in Taraclia County. The former , which con- tains a substantial Bulgarian minority, boycotted the May 1999 local elections after the district was in- cluded in . To ease tensions in south- ern Moldova, the government created Taraclia County in October 1999, and elections were set for January 2000. The Communist and Agrarian Par- ties captured many of the seats in the county and local councils.

IFES also continued its participation in the Electoral School, hosted by the Moldovan NGO Stars of Europe. Vladimir Botnarenco, Chairman of the Stars of Europe, expressed his appreciation for IFES’ par- ticipation in the School and requested IFES’ assis- tance in creating an administrative school.
