Ministry for Vulnerable Children, Oranga Tamariki

The Ministry Oranga Tamariki works to advance the wellbeing and positive long-term outcomes of children and young people. We support families and whānau to provide a safe, stable and loving home for their children. We protect children and young people who are not having their needs met at home and address the impact of any harm they have experienced. Oranga Tamariki prevents and responds to offending by young people and addresses the rights and interests of victims of offending. We support care-experienced young people to successfully transition to adulthood.

We develop strategic partnerships with others, particularly and Māori organisations, to help realise this vision. We ensure a common approach with our partners to understanding the return on investment from our activities.

Purpose of role The purpose of this role is to lead the development and implementation of the Ministry’s investment strategy and approaches, including the operation of an actuarial function. This role is also responsible for creating and maintaining the evidence base, including both data and analytics to create insights that will inform service delivery, practice, service design and policy.

Key Accountabilities  Develop the Ministry’s evidence capabilities including data, analytical and research and evaluation functions will enable evidence-informed strategic and operational decision-making, service design and performance monitoring  Lead the development of an investment strategy and operating framework and development and implementation of an actuarial model  Using an actuarial model determine return on investment in services provided and advise on the development and commissioning of services to maximise positive outcomes  Lead quantitative and qualitative research and evaluation to deliver an evidence based foundation to inform the design and development of services  Ensure data and analytics provides robust information on the needs, well-being, experiences and voices of children and their families  Work in collaboration with the GM Funding and Performance to ensure financial resources are directed appropriately based on data and evidence

Key internal partners  All DCE groups to ensure the principles that underpin the investment approach are embedded and data and analytics provide robust information to inform client services  Tamariki Advocate for service design , client insights and feedback  GM Funding and Performance  GM Māori

Key external partners  Treasury and other central agencies  Statistics , Ministry of Business Innovation and Employment and the SuPERU  Ministry of Social Development – to ensure shared data is managed and utilised appropriately  Lead Actuary  Social, economic and academic research communities in New Zealand and overseas  Iwi and Māori interest groups  International and overseas government agencies and organisations with social policy interests

Specific skills and experience  Experience developing and leading an investment approach in a public sector organisation  Understanding of investment logic and actuarial models  Understanding of analytical concepts and application of these in a social policy or similar area  Experience developing and leading data and analytics and research and evaluation functions in a service organisation
