  • Responses to Questions About the East Bay Bus Rapid Transit Project and Draft Locally Preferred Alternative (LPA)
Item 12 - Attachment 6 Attachment B1-E Responses to Questions about the East Bay Bus Rapid Transit Project and Draft Locally Preferred Alternative (LPA) Following is a list of questions about the East Bay BRT Project and the City of Berkeley’s staff proposal for a draft LPA compiled from written comments received through November 9, 2009 and questions submitted by the Willard Neighborhood in September 2009. Questions and answers are arranged into the following subject areas: 1. Traffic Impacts 2. Parking Impacts 3. Pedestrian and Bicycle Impacts 4. Land Use, Economic and Business Impacts 5. Transit Ridership/Demand 6. Route and Stops 7. Project Costs 8. Local Bus Service 9. Transit Fare 10. Other Questions 1. Traffic Impacts 1.1 What are the potential traffic mitigations that could be implemented in the Willard neighborhood? [Response from AC Transit.] To ensure an effective BRT project, consideration of trade- offs related to the movement of persons in the corridor is required. Dedicated use of a travel lane for the BRT system will likely result in traffic diversion from Telegraph onto local streets. To understand the likelihood, magnitude and specific locations of this effect, neighborhood traffic analysis will be conducted as part of the FEIS/R. To address potential adverse effects to local streets, AC Transit is considering implementing a neighborhood traffic protection program. The neighborhood protection program would assist in paying for the installation of devices to reduce traffic volumes or reduce traffic speeds on local streets, should they be adversely affected by the BRT project. AC Transit and the cities will need to establish criteria for when a local street is considered adversely affected and action is warranted.

  • Experience the Difference It’S 2020, and Something Remarkable Is Happening in Oakland, California
EXPERIENCE THE DIFFERENCE IT’S 2020, AND SOMETHING REMARKABLE IS HAPPENING IN OAKLAND, CALIFORNIA OVERVIEW More than 120 new businesses have opened in the neighborhood since 2009, and the momentum is still going strong. This market is no longer just about rent- weary residents from San Francisco eyeing Oakland in greater numbers but it is now about the fantastic lifestyle and experience that Oakland provides. In the midst of this trend is Uptown Station, a creative office and retail building with a great location and fascinating history. It sits directly on top of a BART station, increasing the transportation of choice for active city-dwellers. Surrounding the building, NorCal’s newest entertainment hub continues to thrive by constantly welcoming new restaurants, bars and cultural events. • Do You Have Any Other Comments About Upper Solano Avenue?
Do you have any other comments about Upper Solano Avenue? # Response Date Response Text 1 Sep 12, 2010 8:39 PM Need wider sidewalks for outdoor seating and street trees Definitely change the restaurant permit limit issue. It makes restaurants less competitive; if you have a permit, you stay because new ones can't come in and compete. It discourages staying current 2 Sep 12, 2010 9:04 PM and investment in older restaurants, and once the restaurant business get lazy, then the whole street loses it's competitive edge. Look at Oakland. They are doing something right. Please don't let the NIMBYs and "Party of No" stop 3 Sep 12, 2010 11:06 PM improvements! 4 Sep 13, 2010 12:28 AM Signal at The Alameda should be made pedestrian safer. Upper Solano has INSUFFICIENT PARKING. That's what keeps 5 Sep 13, 2010 3:27 AM me away. I only go there as often as I do to go to La Farine bakery on Sunday mornings. It's a bit staid. I drive to Oakland to go to dinner on Telegraph (e.g. Pizzaiola, Dona Tomas) or Piedmont Ave (e.g. Dopo) rather than 6 Sep 14, 2010 3:17 AM going to Solano. Needs more cafes with outdoor seating. Needs more life in the evening. Could use a place like Oakland's Bakesale Betty's to draw traffic. I would like to see a variety of businesses on Solano that would provide local shopping for residents. An increase in the number of restaurants would not accomplish this goal.
