Holmes- Alexander Herman Schutz M Y ASSOCIATION with Alex Schutz has been so close over the past forty years that it would be difficult for me to write about him in an impersonal way. Those who have observed our attachment to each other during the years will understand this very well. Alexander Herman Schutz was born in Chicago on March 27, 1894. His father, a merchant, had migrated to this country from East Prussia; and although he always remained a small businessman, he had a fine mind and spoke many languages. For years he wrote his son a weekly card in Hebrew, which he used well and wittily; and I can remember many a passage which Alex read to me . His mother, a native of Rumania, was a charming person wh o spoke French to her son almost constantly. It is not difficult to understand that their son chose to become a philologist. Another talent of his which was thoroughly developed was music. During his early teaching career, Alex continued to be a very good violinist. Alex's principal education was in the Chicago public schools. H e obtained his Ph.B . degree from the University of Chicago in 1915, and after this he was obliged to seek a teaching position. H e went to the University of Mississippi for French and Provençal Lexicography two years as an instructor in French. At the outbreak of World Wa r I, however, he was drafted and served in France with the Arm y Engineer Corps (Railroad Division). Those were trying times for almost everyone; but Alex has a droll sense of humor and his stories of those war years have always been most entertaining. Since he spoke French beauti­ fully, he was in constant employment as an interpreter, meeting people of all kinds. Som e of these individuals appear in a French reading book which he wrote many years later. His division was not assigned to active combat, but he came very close to it on one occasion when German shock troops broke through the American front lines. With the war over, he was given a year of graduate study at the University of Montpellier where his chief mentor and frequent companion was Professor Millardet. It was this association which influenced him greatly in the direction of Provençal. Back in America, he received his master's degree from the University of Chicago in 1920, where his principal teacher was Professor T. A . Jenkins. H e remained in the graduate school without interruption until he was granted the Ph.D . in August, 1922. Another influence from the war years, which he had spent among people in the French provinces, may be seen in his choice of a dissertation topic. It was rather unusual for that time: "The Peasant Vocabulary of George Sand." H e had acquired an interest in the later development of the French language. In those days most of the students wh o were working toward the doctorate in romance languages at the University of Chicago had a study room in the library building which was officially designated as W32. Each occupant had a small writing space with a drawer for papers and a shelf for books. Alexander Herman Schutz There was aflat roof just outside the window which seemed to them admirably suited for an "open air café." For years Alex remained a loyal alumnus of that room, and the stones which centered around W3 2 warmed the hearts of those of us who had never studied there. I knew the room only from several visits in later years. Professor Karl Pietsch of the University of Chicago faculty has a special place in the memor y of his students. His devotion to Old Spanish syntax and the inimitable accent with which he dictated titles of books and articles in his course in Romance bibliography made a deep impression on those who took his course. I have said that the Pietsch accent was inimitable, but Alex Schutz could reproduce it beautifully, always in respectful admiration. Alex's closest friends amon g his fellow students at Chicago were Louis H. Allen, of Toronto, and William S. Hendrix, who was on leave from the Ohio State University. These three "pundits" received their doctorates at the same commence­ ment. Their picture was taken formally together, in cap and gown. Fellow students referred to the photograph as the "Three Wise Men. " Robert Valentine Merrill was another warm friend who continued to play a part in Alex's life. Hisfirst job after receiving the doctorate was at the Iowa State Teachers' College at Cedar Falls, where the head of department was George A. Underwood, who became a warm admirer. H e recognized the younger man's great potentialities and advised him to take a post at a large university as soon as he could. It was then that Alex went to the University of Missouri in the fall of 1923, and it was there that we met and our friendship began. I had been fortunate enough to acquire the rank of assistant professor. Schutz has never had a trace of French and Provençal Lexicography jealousy in his makeup during his whole life; but he did want a promotion very much. I can hear him now saying: "Holmes, I a m not in the profession until I a m an assistant professor." W e mad e great plans together. W e organized all sorts of philo­ logical courses, which, very obligingly, the department at the University of Missouri allowed us to introduce. W e dreamed of a journal (which, just as we wished it, came into existence some thirty-seven years later as Romance Notes, at the Univer­ sity of North Carolina). M y association with him, in those early years, meant much for m y professional competency; I only hope that I benefited Alex Schutz as much as he did me. W e came from different environments, from the University of Chicago and from Harvard University, but each had something to give the other. During the summer of 1925, we were together in Chicago when I received my call to the University of North Carolina. M y acceptance broke forever our daily association, but it was the beginning of a long and fruitful relationship by correspond­ ence. Alex returned that September to Columbia, Missouri; he was promoted and took over all the philological courses in the department, including Old French. During the next two years, his warmest friends were Professor Herman n B . Almstedt, head of the Germa n Department, and Professor W . J. Burner, wh o taught Spanish.

In line with the concerns I have consistently expressed in this report, the prices of risky assets have been forced to undergo a correction in response to the increase in U.S. interest rates. The Fed had until recently remained indifferent to this asset price volatility, but it may finally no longer be able to ignore the fluctuations. This is evidenced by the fact that Committee members were forced in December to downgrade their dot plot projections for the entire forecasting period. Market predictions, however, are even more pessimistic than those suggested by the revised dot plot, with some even predicting the end of rate hikes altogether.

Tensions between metropolitans and bishops reflected dissatisfaction among parish clergy and laypeople as well, which in some cases resulted in the formation of new religious movements. As a society experiencing extraordinary social and political upheavals, including new borders, a nationalizing state, industrialization, new communication and transportation networks and new political ideologies, inter-war Romania was a fecund environment for religious innovation. With monasticism in decline and ever higher expectations being placed on both priests and laypeople, two of the most significant new religious movements of the period emerged in regions where monasticism and the monastic approach to spirituality had been strongest. The first, Inochentism, began in Bessarabia just before the First World War. Its apocalyptic belief that the end times were near included a strong criticism of the Church and the state, a critique that transferred smoothly onto the Romanian state and Orthodox Church once the region became part of Greater Romania.

  • Yellow Vests, Carbon Tax Aversion, and Biased Beliefs
    YELLOW VESTS,CARBON TAX AVERSION, AND BIASED BELIEFS* Thomas Douenne and Adrien Fabre† Abstract This paper seeks to understand how beliefs endogenously form and determine attitudes towards policies. Using a new survey and National households’ survey data, we investigate the case of car- bon taxation in France in the context of the Yellow Vests movement that started against it. We find that French people would largely reject a Tax & Dividend policy, i.e. a carbon tax whose revenues are redistributed uniformly to all households. However, they also overestimate the negative impact of the scheme on their purchasing power, wrongly think it is regressive, and do not perceive it as environmentally effective. Using information about the scheme as instrument to identify robust causal effects, our econometric analysis shows that correcting these three biases would suffice to generate majority approval. Yet, we find that people’s beliefs are persistent and their revisions biased towards pessimism so that only a small minority can be convinced. Indeed, if overly pes- simistic beliefs cause tax rejection, they also result from it through motivated reasoning, which manifests what we define as “tax aversion”.     NO. 17 MARCH 2019 Introduction Macron, the Yellow Vests and the National Debate Playing for Time, Not Solving the Political Legitimacy Crisis Ronja Kempin and Paweł Tokarski France’s yellow vests (gilets jaunes) are heterogeneous, make contradictory demands, and refuse to give up. Since November 2018 they have been demonstrating for more purchasing power and greater democracy. Having made financial concessions, Presi- dent Emmanuel Macron is now playing for time. He has initiated a “grand national debate”, in which all citizens were called on to voice their opinions concerning future political issues. This debate is likely to help him win the European Parliament (EP) elections in May and facilitate splintering the yellow vests. To avert further protests that could paralyse the country, delegitimise his government and ensure that his presidency fails, Macron needs to improve the way he communicates his reform agenda. Merely playing for time will not make France reformable and governable for this president, any more than it did for his predecessors. The protests never end. Since 17 November are held by the rural lower-middle class, 2018, people wearing high-visibility yel- including craftsmen and women and shop- low vests have been taking to the streets keepers.     NATO ARMIES AND THEIR TRADITIONS The Carabinieri Corps and the International Environment by LTC (CC) Massimo IZZO - LTC (CC) Tullio MOTT - WO1 (CC) Dante MARION The Ancient Corps of the Royal Carabinieri was instituted in Turin by the King of Sardinia, Vittorio Emanuele 1st by Royal Warranty on 13th of July 1814. The Carabinieri Force was Issued with a distinctive uniform in dark blue with silver braid around the collar and cuffs, edges trimmed in scarlet and epaulets in silver, with white fringes for the mounted division and light blue for infantry. The characteristic hat with two points was popularly known as the “Lucerna”. A version of this uniform is still used today for important ceremonies. Since its foundation Carabinieri had both Military and Police functions. In addition they were the King Guards in charge for security and honour escorts, in 1868 this task has been given to a selected Regiment of Carabinieri (height not less than 1.92 mt.) called Corazzieri and since 1946 this task is performed in favour of the President of the Italian Republic. The Carabinieri Force took part to all Italian Military history events starting from the three independence wars (1848) passing through the Crimean and Eritrean Campaigns up to the First and Second World Wars, between these was also involved in the East African military Operation and many other Military Operations. During many of these military operations and other recorded episodes and bravery acts, several honour medals were awarded to the flag. The participation in Military Operations abroad (some of them other than war) began with the first Carabinieri Deployment to Crimea and to the Red Sea and continued with the presence of the Force in Crete, Macedonia, Greece, Anatolia, Albania, Palestine, these operations, where the basis leading to the acquirement of an international dimension of the Force and in some of them Carabinieri supported the built up of the local Police Forces.

    The Gendered World of the Chanson de Guillaume Patricia Black California State University, Chico The Chanson de Guillaume remains a problematic epic when viewed against the influential Oxford Roland, not to mention other chansons de geste. Though it is one of the earliest epics extant, it nevertheless fails to conform to the "early epic" criteria. Doubly double, it not only repeats the same events already narrated, it has a sequel qua repeat known as Aliscans. In the doubled narration of the Chanson de Guillaume itself, the repeated material emphasizes the scenes between William and Guibourc as well as the battles. The prominent role she plays may or may not define the epic norm, according to which critic one follows.1 At any rate, Guibourc has no counterpart in the Oxford Roland. However, in the Chanson de Guillaume, Guibourc is not alone: Blancheflor, the kings wife, also plays a brief but important part in the action. Though Guibourc and Blancheflor never meet, they nevertheless have a relationship which bears on the problematic nature of this epic. A convert to Chris- tianity, Guibourc helps turn the tide against the Saracens and save the city of Orange. Their strategies include William's journeying to King Louis' court for the express purpose of enlisting aid; unfortunately, Guibourc and William will finally not be able to de- pend on their sovereign for more than a token gesture. Louis is influenced by Blancheflor, his wife and 21, 3-4 42 Patricia Black Williams sister. She resists giving help to William out of animosity toward Guibourc. The clash between these two incarnations of medieval women ends by revealing fundamental attitudes toward women in an epic context and makes the Chanson de Guillaume an important work in specifically tracing attitudes to- ward gender in the medieval period.

In the past, it was the language of the state and literature. However, Occitan dialects have been in a slow decline, beginning with the Ordinance of Villers-Coterêts in 1539 which banned the use of Occitan in state affairs. While this did little to affect the daily life and usage of Occitan, it established a precedent that is still referred to in modern arguments about the use of regional languages (Costa, 2). In the beginning of the 21st century, the position of Occitan dialects in Midi is precarious. This thesis will investigate the current use of Occitan dialects in and around Montpellier, France, particularly which dialects are most commonly used in the region of Languedoc-Roussillon (where Montpellier is located), the environment in which they are learned, the methods of transmission, and the general attitude towards Occitan. It will also discuss Occitan’s current use in literature, music, and politics. While the primary geographic focus of this thesis will be on Montpellier and its surroundings, it should somewhat applicable to the whole of Occitan speaking France.

    ENGLISH translation of the response of the Public Ministry, Prosecutor’s Office Attached to the High Court of Cassation and Justice (…)By way of the ordinances no. 18/P/2018 of 27.08.2018, 11.09.2018 and 20.09.2018, the Prosecutor’s Office attached to the High Court of Cassation and Justice – Section of Military Prosecutor’s Offices ordered the extension of criminal investigation, continuation of the criminal investigation respectively, against several persons in leadership positions within the General Directorate of Gendarmerie of Bucharest City (DGJMB), the General Inspectorate of Romanian Gendarmerie and the Ministry of Internal Affairs in relation to: - the offense of aiding and abetting, laid down in art. 269 of the Criminal code, consisting in the failure to take measures so that, prior to the execution of the mission of 10th August 2018, in the Piața Victoriei area of Bucharest, all gendarmerie soldiers should wear helmets with identification numbers corresponding to the position they had in the battalion, detachment and intervention group, as well as in drawing up inaccurate official documents, in which no mention was made as to the identity of the soldiers wearing protective helmets the identification numbers of which had been covered with adhesive tape during the intervention in order to prevent or hinder the investigations in the case with regard to the acts of violence exerted during the intervention; - the offense of forgery, laid down in art. 321 of the Criminal code, consisting in the fact that, in the official documents drawn up by the structures of the Romanian Gendarmerie, the data representing the identification numbers assigned by the individual equipment records were knowingly omitted, which made it impossible or difficult to identify the gendarmerie soldiers who committed acts of violence; - the offense of use of false documents, laid down in art.
