Call to The regular meeting of the Sussex County Council was held on Order Tuesday, January 13, 1976 at 10:00 A. M. with the following members present:

The meeting was opened with the repeating of the Lord's Prayer and the Pledge of Allegiance to the flag.

The Council agreed that a copy of the above correspondence will be referred to the Planning and Zoning Commission.

N. C. Vasuki, Director of Division of Environmental Control. Re: A Public Hearing to be held on February 5, 1976 at 7:30 P. M. in the Center and South Conference Rooms of the Highway Building in Dover, Delaware regarding the designation of all of Kent County and the rest of Sussex County as 208 plan­ ning areas and the recommendation that the Sussex County Council or the Kent County Levy Court be named as the planning agency. The Council agreed that Mr. Conaway, County Administrator, should contact Mr. Vasuki and ask him to appear before the Council to explain the details and answer any questions re­ garding the above correspondence.

Delaware Society of Professional Engineers, Inc. Re: The annual engineers dinner to be held on February 17, 1976 at the John M. Clayton Hall of the University of Dela­ ware.

Kent County Levy Court. Re: Submitting information regarding the Milford Library.

Copy of a letter from the Town of Fenwick Island to the Town Councils of Bethany Beach, Dewey Beach, Lewes, Ocean View, Rehoboth Beach, and South Bethany Beach. Re: Suggesting a unified request to the County Council to immediately release the YOH appraisals for implementation in this upcoming year.

Call Mrs. Givens, Acting Civil Defense Director, reported to Board the Council that during the year of 1975 there were 1,161 Report fire calls, 5,750 ambulance calls, and a total of 16,093 calls which was an increase of 1,469 over the year of 1974; also, the helicopter was used nine times during the past six months.

Nursing Mrs. Givens, Acting Civil Defense Director, reported to the Hornes in Council on the number of nursing homes in Sussex County re­ Sussex garding whether monitors for alarm systems of nursing homes County should be installed in the Call Board.

Fire Chiefs' Mrs. Givens, Acting Civil Defense Director, reported to the Meeting Council that the County Fire Chiefs' meeting will be held on January 15, 1976 at Bethany Beach, Delaware.

Firemen's Mrs. Givens, Acting Civil Defense Director, reported to the Association Council that the County Firemen's Association meeting will Meeting be held on January 27, 1976 at Blades, Delaware.

Radio It was agreed that the radio in the car of Mr. Benson will be transferred to the car of Mr. Cannon, President.

Civil Mrs. Givens, Acting Civil Defense Director, reported to the Defense Council that sand has again piled up at the Civil Defenseoffibe in Lewes, Delaware and the State Highway Department has been contacted to push it back.

Civil Mrs. Givens, Acting Civil Defense Director, reported to the Defense Council that during four days that she will be out of the State Mr. Cauffiel Reed has been assigned to replace her in case of emergency or disaster.

M 020 76 A Motion was made by Mr. Benson, seconded by Mr. Hill, that Employment Leonard E. Winder be employed as an additional custodian at the salary of $5,628.00 per year, and that Norman Cirwithian be employed as a Security Guard, replacing Randolph Rowley, at the salary of $5,628.00 per year. Proposed The following proposed resolutions were read by Mr. Betts, Resolutions County Solicitor:

R 006 76 BE IT RESOLVED that Gerald L. Esposito be hired as an unclassified employee of Sussex County for the position of Cartographic/Graphic Technician with the Coastal Sussex 208 Waste Treatment Management Planning Program at an initial salary of $11,000.00 per year for the period beginning 1 February 1976 and lasting until termination of 100% federal funding of the 208 Program. It is hereby understood that Mr. Esposito serves at the pleasure of the Sussex County Council and will be eligible for all benefits normally con­ ferred upon unclassified employees with the exception of being exempt from the provisions of the Sussex County Em­ ployee Pension Plan.

R 007 76 BE IT RESOLVED that William J. Williams be hired as an unclassified employee of Sussex County for the position of Public Participation Coordinator with the Coastal Sussex 208 Waste Treatment Management Planning Program at an initial salary of $11,000.00 per year for the period beginning 1 February 1976 and lasting until termination of 100% federal funding of the 208 Program. Nanticoke Mr. Conaway, County Administrator, reported to the Council River on the status of the Nanticoke River dredging project. Dredging

O.E.D. Mr. Conaway, County Administrator, submitted to the Council copies of the O.E.D. Executive Committee minutes of January 5, 1976.

Cumberland Mr. Conaway, County Administrator, reported to the Council Airlines on the status of negotiations with Cumberland Airlines for an operation of an air service at the Airport. Cumberland Airlines is now operating an air ~reight business at the Air­ port.
