Bei den Butler Bulldogs übernahm er nach Kurzeinsätzen in seinem Freshman Jahr schon als Sophomore die Rolle des Starting Quarterbacks. Seitdem steigerten sich seine Leistungen und vor allem seine Touchdown-Ausbeute. Bereits 2011 als Junior, in seinem dritten Jahr, sorgte Riley Ferguson mit 3.345 Passing Yards und 48 Touchdowns national für Schlagzeilen. In seiner Senior Saison schaffte er es dann zu soliden 2.173 Yards und 25 Touchdowns. In seiner Zeit bei den Butler Bulldogs gewann er zwei State Titel und den QB MVP Award im Athens Nike Camp, was zu dieser Zeit für einen Underclassman undenkbar war. Schließlich wurde er aufgrund seiner herausragenden Leistungen als 4 Sterne Rekrut und 7. bester Quarterback des Landes in der 2013er Klasse geranked. Bei Tennessee war er zu dieser Zeit neben Justin Worley (FA), Nathan Peterman (Buffalo Bills) und Joshua Dobbs (Pittsburgh Steelers) der 4te Quarterback im Kampf um die Rolle als Starter.
