Cabinet Office Proactive release of information about management of ministerial conflicts of interest 1 October 2016 – 30 September 2017 Explanatory note 1 The table below is a summary of actions taken by Ministers during the period 1 October 2016 to 30 September 2017 in order to manage actual or potential conflicts of interest. It includes transfers of responsibility to other Ministers and standing arrangements not to receive Cabinet papers. Other steps for managing conflicts of interest set out at paragraph 2.74 of the Cabinet Manual (such as declarations of interest, and ad hoc or short term arrangements not to receive papers) are not included. 2 The Office of the Ombudsman has reviewed this summary and confirmed that it is consistent with the more detailed record held by the Cabinet Office. 3 The actions listed in the table are standing arrangements, and may cover multiple instances when responsibility was exercised by another Minister or papers were not received. It is also possible that there have been no such instances, because the particular issue has not arisen in practice. The table only includes new arrangements put in place in the period 1 October 2016 to 30 September 2017, and is not a full summary of all transfers of responsibility and arrangements not to receive papers that have been made or are currently in place. 4 The nature of each actual or potential conflict of interest is described using the following categories: • Pecuniary: relating to a Minister’s personal financial interests such as assets, debts and gifts • Personal: relating to a Minister’s non-financial personal interests, such as family, whānau or close associates, former employment and business activities, and (in certain limited circumstances) current and past involvement with specific organisations • Portfolio: relating to different aspects of a Minister’s official responsibilities • Constituency: relating to a Minister’s role as a member of Parliament. -

88 POLITICAL COMMENTARY Reflection on the 2014 election: Implications for women SUE BRADFORD This has not been a good election for women, unless perhaps you’re white, wealthy and suf- ficiently lacking in empathy to believe that John Key and his mates are going to do a good job for us all over the next three years. Whether considering the gender makeup of Parliament and Cabinet, the likely consequences of a National government for women and children over the next few years, or the melancholy fate of the parties of the left, the aspiration of pre-election initiatives like the Women’s Election Agenda appear somewhat dimmed by reality. Parliament A noticeable feature of the 51st Parliament is the reduced number of women elected, down to 37 out of 84, meaning that women make up slightly under 32% of MPs. The 2011 Parliament had 39 women MPs. High hopes that the maturation of MMP and the legacy of the Helen Clark era would mean a steady increase in the numbers of women entering Parliament have clearly not been met. Apart from the Greens, it is hard to identify much success among the major political parties in achieving greater gender balance among their elected representatives. Just 34% of Labour’s MPs are women (11 out of 32), meaning that their goal of reaching 45% women MPs by this election has fallen sadly short. Turning to the makeup of the power holders in National’s third term Cabinet, a pitiful six out of 20 full Ministers are women, with the highest ranked being Paula Bennett at number five. -

März in einen der weltweit härtesten „lockdowns“ zur Eindämmung der Covid 19-Pandemie, mit dem Ergebnis, dass man aktuell nahezu von einer Eliminierung des Virus auf der anderen Seite der Welt sprechen kann. Die Premierministerin und die von ihr geführte Labour Party erfreuen sich großer Popularität, während die Umfragewerte der oppositionellen National Party alarmierende Tiefen annahmen, woraufhin diese ihren Spitzenkandidaten im Mai austauschte. Niemand konnte ahnen, dass der neue Vorsitzende der National Party bereits nach 53 Tagen im Amt zurücktreten würde und damit die Krise der Partei offenbarte. Judith Collins, Politikveteranin der National Party, wurde am 14. Juli zur neuen Vorsitzenden gewählt; sie wird alles daransetzen, ihrem Spitznamen „Crusher Collins“ gerecht zu werden und Krisenmanagerin Jacinda Ardern bei den Parlamentswahlen am 19. It has been a week in which she has looked less like a leader than she has at any time so far in her time as head of the Labour Party and then Prime Minister. Jacindamania is fading. The tough reality of weekly politics is taking over. The Party apparatus has dropped her in it – but she seems powerless to get rid of the source of the problem, because while she is Prime Minister, she’s not in charge of the party. The party seems to have asserted its rights to do things its own way, even if this means keeping the PM in the dark about a sex assault claim after an alleged incident at a party function. Even a Cabinet Minister knew and didn’t tell her. This made Ardern look powerless. Her coalition partner, Deputy Prime Minister and Foreign Minister Winston Peters also led her a merry dance this week over the Russia Free Trade agreement the two parties agreed to pursue as part of their coalition agree- ment. Peters unfortunately chose a week in which Russia was accused of a deadly nerve agent attack on one of its former spies in Britain to up the ante on pushing the FTA forward. -

Article No. 8509 Available on www.roymorgan.com Roy Morgan New Zealand Electorate Profiles Measuring Public Opinion for over 75 Years Tuesday, 1 September 2020 Labour support drops in August but still maintains huge lead of 19.5% over National In August support for Prime Minister Jacinda Ardern’s Labour Party was at 48%, down 5.5% since July, but well ahead of National on 28.5% (up 2%), with just over a month to go before the rescheduled election in mid-October. If an election were held today Labour could govern with the support of current partners the Greens. Interviewing for this survey in August encompassed the period including the enforcement of Stage 3 restrictions across Auckland following the renewed outbreak of COVID-19 in the city and the decision E to postpone the election by four weeks. E The renewed outbreak of COVID-19 and the re-imposition of restrictions in Auckland and around the country has clearly proved frustrating to many and the subsequent drop in support for Labour in August has narrowed the lead to 19.5% points between the two major parties. Although this is the smallest lead for Labour since March it still represents a huge advantage to Ardern’s Government as it seeks re-election in mid-October. This latest New Zealand Roy Morgan Poll on voting intention was conducted by telephone – both landline and mobile – with a NZ-wide cross-section of 897 electors during August. Of all electors surveyed 5.5% (up 1.5%) didn’t name a party. Electors were asked: “If a New Zealand Election were held today which party would receive your party vote?” Support for the Labour/NZ First/Greens coalition remains strong at 62% in August In August 62% of electors supported the Labour/NZ First/Greens governing coalition, down 1% since July.
