There is a final supplementary question and a final answer from the Minister� I ask Members to adhere strictly to that so that we get through as many questions as possible� 12/12/2018A00550Bus Services 12/12/2018A006001� Deputy John Lahart asked the Minister for Transport, Tourism and Sport his views on the delay between the implementation of the BusConnects network redesign and the planned roll out of the new core bus corridors and lanes� [52436/18] 12/12/2018A00700Deputy John Lahart: I thank the Acting Chairman for the riding instruction� What are the Minister’s views on the delay between BusConnects phase 2, which relates to the bus spines and new corridors that we, on this side of the House, strongly support, and the implementation 572 12 December 2018 of phase 1, which relates to the network changes? 12/12/2018A00800Minister for Transport, Tourism and Sport (Deputy Shane Ross): As the Deputy is aware BusConnects is one of the flagship investments to be delivered under Project Ireland 2040 and the ten year national development plan, NDP� The programme is made up of a num- ber of different components, namely, building a new network of improved bus and cycle lanes; redesigning and expanding the network of bus services; introducing simpler fare structures and new ticketing technology; implementing a new bus livery; providing new and improved bus stops and shelters and new park and ride sites; and, importantly, transitioning the entire urban PSO bus fleet to low emission technologies. The objective of these proposals under BusConnects is to improve bus journey times that will benefit many millions of passenger journeys each year; provide a bus service that is easier to use and understand; enable more people to travel by bus than ever before; and also provide a network of cycling infrastructure that will enable more people to cycle across the city� Each of the components is significant in its own right while collectively they have the poten- tial to transform how we use the bus in Dublin and in the other cities when rolled out there� The Deputy’s question seems to suggest discord where none exists. All significant investment pro- grammes such as BusConnects are made up of different components which can be progressed at different times and at different speeds. With BusConnects Dublin, the National Transport Authority, NTA, has been running the con- sultation phase on two distinct components, first, the network redesign - this is about configu- ration of all the bus services that will run for passengers - and, second, the proposed new bus lanes� These are the dedicated road infrastructure that will form the 16 main corridors into the city on which the bus services, and cycleways, will run� We all know of the significant public consultation that has taken place

She grew up in Bray, Co. Wicklow and was educated at the local Loreto school and by the Sacred Heart nuns in Mount Anville, Goatstown, Co. Dublin. She obtained an arts degree from University College Dublin and went on to run a successful language school along with her business partner Maureen Concannon from 1963 to 1974. She is married to Dermot (Derry) Hussey and has one son and two daughters. Gemma Hussey has a strong interest in arts and culture and in 1974 she was appointed to the board of the Abbey Theatre serving as a director until 1978. As a director Gemma Hussey was involved in the development of policy for the theatre as well as attending performances and reviewing scripts submitted by playwrights. In 1977 she became one of the directors of TEAM, (the Irish Theatre in Education Group) an initiative that emerged from the Young Abbey in September 1975 and founded by Joe Dowling. It was aimed at bringing theatre and theatre performance into the lives of children and young adults.

The authors I list provide details of women's representation in different political arenas, before proceeding to identify the principal determinants ol women's willingness to seek ollice — socialisation, domestic constrain Is and access lo appropriate educational and professional qualifications — and the institutional barriers they encounter. Two features of particular relevance in Ireland are the impact of Roman Catholicism on political culture and the role of localism in parly politics. So long as ihese retain their hold there is little prospect of a drama lie increase in women's political representation. I INTRODUCTION ery few women achieve high political office in Ireland. This Vfact may be familiar but the reasons are less so. Yet the relative absence of women from the public political arena is likely to be of considerable consequence for the representation of their interests as well as constituting an important feature of the (male dominated) Irish political system. In this article we shall point to some of the key determinants of women's political participa­ tion, of their willingness to stand for office and of their chances of success. Such an analysis should contribute to a better understanding of how women have been excluded from the public political domain. To date specifically Irish source materials are in limited supply (but see Barnes, 1975; Manning, 1978; Carty, 1980; Laffan, 1981; Tansey, 1984; Smyth, 1985).

    LAURENCE KELLY THE OIREACHTAS: EXAMINATION OF THE PROCEEDINGS OF TWO COMMITTEES OF THE 27TH DAIL AND THEIR IMPACT ON THE FUNCTIONS OF PARLIAMENT May, 1998 ABSTRACT This dissertation set out to review the array of Oireachtas Select and Joint Committees created at the start of the 27th Dail in 1993 and reestablished following the change of government in 1995 and to explore their impact on the functions of parliament. To begin with, secondary literature relating to tasks associated with parliaments is discussed drawing on Irish experiences and practices where possible. The many debates on Oireachtas reform over the past twenty years are examined, primarily with a view to learning the views of parliamentarians regarding the specific use of committees. A range of factors which it is felt have a critical impact on the operations of parliamentary committees and their members in a number of countries are presented for consideration. An overview of the Oireachtas committees in existence in 1996 illustrating such features as the role of women, payments to chairpersons and extent of membership by deputies and senators is offered. Two case studies relating to the operations of the Select Committee on Legislation and Security and the Joint Committee on Foreign Affairs examine the detailed activities of both these committees for the period 1993 - 1996, highlighting the degree of involvement by members, workload, observations of participants and main players over time, difficulties encountered and a number of observations are presented regarding their operations. The study concludes that the committees offered parliamentarians, government and interest groups a unique opportunity to unleash, enkindle and fuse talents and knowledge from sources hitherto largely removed and uninvolved in detailed public policy formation.
