SALT RESUME OF AIPAC ACTIVITIES FOR THE FIRST NINE MONTHS OF 1970

1. The National Emergency Conference on Peace in the Middle East, held in Washington in January, was sponsored by the Conference of Presidents of Major American Jewish Organizations. AIPAC played a key role, briefing delegates, arranging appointments with Congressmen and circulating pertinent material.

2. Early this year, AIPAC again helped circulate a Congressional declaration favoring direct Arab-Israel peace negotiations and U.S. military support for Israel. It was endorsed by 70 Senators and 281 Representatives.

3. AIPAC printed a press pamphlet demonstrating widespread editorial support for Israel’s peace proposals.

Mr. Kenen again participated in the annual ADA convention, helping to win a plank urging the Administration to strengthen Israel.

5- Late in May, AIPAC helped to secure strong endorsements for a Congressional appeal to the Administration to approve Israel’s request for planes — endorsed by 79 Senators and 239 Representatives. Later, AIPAC supported the Jackson Amend­ ment to the Defense Procurement Act, which will enable the Administratinn to pro­ vide military credits for Israel.

6. AIPAC opposed amendments to the Military Sales Act which might have made it more difficult for Israel to secure planes.

7- AIPAC criticized a Senate resolution rescinding the Eisenhower Middle East Doctrine because its adoption at this time would have been construed by Arab leaders as a step towards disengagement. The resolution was put aside.

8- AIPAC’s annual policy conference in May brought more than 100 Senators and Representatives and 200 national and community leaders to a luncheon on Capitol Hill celebrating Israel’s 22nd birthday and honoring Israel Ambassador Yitzhak Rabin. This function was addressed by Senators Hugh Scott and Edmund S. Muskie and House Leaders Carl Albert and Gerald R. Ford. Delegates also attended a briefing at the Department of State and a luncheon the following day with 10 Senators.

9- The statement of policy adopted by the AIPAC conference was sent to all candidates for Congress throughout the country along with questionnaires requesting their views on military and economic aid for Israel.

10- AIPAC’s Washington and New York offices continue to be information centers responding to many inquiries from all over the country on policy developments and propaganda issues.

Representatives of AIPAC are invited to address many meetings. Messrs. Kane and Kenen meet with officials of the Department of State from time to time. TheY visited Israel for a fortnight in January, holding 43 meetings with Israel leaders and with officials of the American Embassy.

In May, Mr. Kane was the guest of honor and delivered three lectures at the Biennial Congress of the South African Jewish Board of Deputies, including a briefing on Near East issues. In recent weeks, Mr. Kenen testified on American policy before the House Committee on Foreign Affairs, and was engaged in platform confrontations with pro-Arab speakers at the American Enterprise Institute, the Middle East Institute, Georgetown University School for Strategic Studies, the Georgetown University Forum of the Air, the Co-operative Forum and Station WETA-NET in Washington.

Staff: Mr. Al Mellman, former Director of Community Relations, left AIPAC to join the Community Relations Council staff in Los Angeles. He has been succeeded by Mr. Steven V. Sklar, Baltimore attorney and member of the Maryland State Legislature.

FUNDRAISING AIPAC is supported by hard-to-get non-deductible contributions from in­ dividuals. There were some notable increases in cities where local AIPAC leaders sponsored special meetings and campaigns.
