AMAKHALA EMOYENI Wind Farm AMAKHALA EMOYENI Wind Farm The Amakhala Emoyeni Wind Farm is a 134.4 MW wind farm comprising 56 Nordex N117 P91 turbines. The Department of Energy approved the project in Round 1 of the REIPPPP. It is situated on farmland between the towns of Cookhouse and Bedford in the Eastern Cape province and has been fully operational since June 2015. The wind farm’s primary areas of community economic development are in the towns of Cookhouse, Bedford, Adelaide and Somerset East. The project committed 1.5% of its total revenue towards socio-economic development and 0.6% to developing local enterprises. Two community trusts each hold 2.5% of the shares in the project company. COMMUNITY BENEFITS COMMUNITY BENEFIT CREATED TO-DATE HIGHLIGHTS • Assistance with the improvement of teaching and learning of mathematics and science in local High Schools ART/CULTURE • Drivers license programme for EDUCATION unemployed youth • Provision of Business development training for invasive alien plant clearing and rehabilitation company • Establishing of Community-run recycling project • Sponsorship of sport events HEALTH COMMUNITY OWNERSHIP The Amakhala Emoyeni Bedford Community Trust and the Amakhala Emoyeni Cookhouse Community Trust each hold 2.5% of the total shares in the wind farm project company. The beneficiaries of the trust’s activities are the residents of the towns of Bedford and Cookhouse. TSITSIKAMMA COMMUNITY Wind Farm The Tsitsikamma Community Wind Farm is a 95 MW wind farm comprising 56 Nordex N117 P91 turbines. The Department of Energy approved the project in Round 1 of the REIPPPP. It is situated on farmland close to the town of Humansdorp in the Eastern Cape province and has been fully operational since June 2015. The wind farm’s primary areas of community economic development include the communities and towns located within a 50km radius. The project committed 1.5% of its total revenue towards socio-economic development and 0.6% to developing local enterprises. A community trust holds 2.5% of the shares in the project company. The beneficiaries of the trust’s activities are the residents of the surrounding towns and villages, including Wittekleibosch, Doriskraal, Nuweplaas, Snyklip, Clarkson, Ekuphumleni, Eerste Rivier, Woodlands, Kwaaibrand and Kareedouw. DORPER Wind Farm The Dorper Wind Farm is a 100 MW wind farm comprising 40 Nordex 2.5 MW N100 turbines. The Department of Energy approved the project in Round 1 of the REIPPPP. It is situated on farmland between the towns of Sterkstroom and Molteno in the Eastern Cape province and has been fully operational since August 2014. The wind farm’s primary areas of community economic development are in Sterkstroom and Molteno. The project committed 1.5% of its total revenue towards socio-economic development and 0.6% to developing local enterprises. A community trust holds 10.24% of the shares in the project company. WEST COAST 1 Wind Farm The West Coast 1 wind farm is a 94 MW wind farm comprising 47 Vestas V90 2.0 MW turbines. The Department of Energy approved the project in Round 2 of the REIPPPP. It is situated on farmland close to the town of Vredenburg in the Western Cape. and has been fully operational since June 2015. The wind farm’s primary areas of community development are in Vredenburg and specifically the Louwville township, but also Saldanha Bay, St Helena Bay and Veldrift. The project committed 1.5% of its total revenue towards socio- economic development. A community trust holds 2.5% of the shares in the project company. KOUGA Wind Farm Kouga Wind Farm is an 80 MW wind farm comprising 32 Nordex 2.5 MW N90 turbines. The project is one of 28 Round 1 REIPPPP project to be approved by the DoE. It is situated on 28 hectares of farmland between St Francis Bay and Oyster Bay and has been fully operational since March 2015. The wind farm’s primary areas of community economic development are Sea Vista and Umzamowethu. The wind project committed 1.09% of its total revenue towards socio-economic development.     46 STRATEGIC MILITARY COLONISATION: THE CAPE EASTERN FRONTIER 1806–1872 Linda Robson* and Mark Oranje† Department of Town and Regional Planning, University of Pretoria Abstract The Cape Eastern Frontier of South Africa offers a fascinating insight into British military strategy as well as colonial development. The Eastern Frontier was for over 100 years a very turbulent frontier. It was the area where the four main population groups (the Dutch, the British, the Xhosa and the Khoikhoi) met, and in many respects, key decisions taken on this frontier were seminal in the shaping of South Africa. This article seeks to analyse this frontier in a spatial manner, to analyse how British settlement patterns on the ground were influenced by strategy and policy. The time frame of the study reflects the truly imperial colonial era, from the second British occupation of the Cape colony in 1806 until representative self- governance of the Cape colony in 1872. Introduction British colonial expansion into the Eastern Cape of Southern Africa offers a unique insight into the British method of colonisation, land acquisition and consolidation. This article seeks to analyse the British imperial approach to settlement on a turbulent frontier. The spatial development pattern is discussed in order to understand the defensive approach of the British during the period 1806 to 1872 better.     Fish to Sundays Internal Strategic Perspective CHAPTER 2 - OVERVIEW OF THE ISP AREA 2.1 INTRODUCTION This ISP area has very little water of its own and the underlying geology also results in much of this being of very poor quality. The Kat and Koonap rivers, and to a lesser extent the Tarka River, are the only tributaries with significant own resources. The Orange-Fish-Sundays scheme, implemented in the 1970s, moves over 600 million m3 of water each year out of the Orange River Basin, primarily for irrigation in the Fish and Sundays catchments but with water going as far as Port Elizabeth. The hydrology, water balance and economy of the Fish-Sundays system are completely dominated by this imported water. A further allocation of 38 million m3 of water for the irrigation of an additional 4 000 ha of land by resource-poor farmers has been added to the region, but this allocation must still be implemented (26). There are very significant losses through the transfer of water through the system, and saline return flows pose a serious problem for downstream users. Our knowledge of these losses, and the necessary releases and compensations that must be made, is poor, and is further complicated by the variable natural yield of the Fish and Sundays systems. Very significant work is required to improve our knowledge if this system is to be efficiently managed. Areas removed from the main rivers are mainly supplied from groundwater. 2.2 PHYSICAL FEATURES 2.2.1 Locality For practical reasons the Fish to Tsitsikamma WMA was divided into two ISP areas, the Fish to Sundays area, which is the subject of this report, and the Tsitsikamma to Coega area which is covered in DWAF report P WMA 15/000/00/0304.
