The German Military and Hitler
RESOURCES ON THE GERMAN MILITARY AND THE HOLOCAUST The German Military and Hitler Adolf Hitler addresses a rally of the Nazi paramilitary formation, the SA (Sturmabteilung), in 1933. By 1934, the SA had grown to nearly four million members, significantly outnumbering the 100,000 man professional army. US Holocaust Memorial Museum, courtesy of William O. McWorkman The military played an important role in Germany. It was closely identified with the essence of the nation and operated largely independent of civilian control or politics. With the 1919 Treaty of Versailles after World War I, the victorious powers attempted to undercut the basis for German militarism by imposing restrictions on the German armed forces, including limiting the army to 100,000 men, curtailing the navy, eliminating the air force, and abolishing the military training academies and the General Staff (the elite German military planning institution). On February 3, 1933, four days after being appointed chancellor, Adolf Hitler met with top military leaders to talk candidly about his plans to establish a dictatorship, rebuild the military, reclaim lost territories, and wage war. In the following years, however, Hitler gradually established full authority over the military. For example, the 1934 purge of the Nazi Party paramilitary formation, the SA (Sturmabteilung), helped solidify the military’s position in the Third Reich and win the support of its leaders. -

Allied Relations and Negotiations With Spain A. From Spanish "Non-Belligerency" to Spanish Neutrality1 Shortly after the outbreak of the War in September 1939, Spanish dictator General Francisco Franco released an official decree of neutrality in the conflict, despite his open ideological affinity with the Axis leaders who had provided him with critical support in the Spanish Civil War. Nevertheless, he hovered on the brink of intervention on the side of the Axis through much of 1940 and 1941, and even contributed a force of Spanish volunteers estimated to be as many as 40,000, known as the Blue Division, which served as the German 250th Division on the Russian Front from mid-1941 until October 1943. The possibility of Spanish belligerency was premised on an early German victory over Britain and on German agreement to Spanish territorial expansion in Africa into French Morocco and perhaps even in Europe at the expense its neighbors, Vichy France and neutral Portugal. The United States and Britain joined in a continuing effort to keep Franco's Spain out of the War by providing essential exports like gasoline and grain to prop up the Spanish economy, which had been in a state of collapse since the end of the Spanish Civil War. The close ideological and political ties between the Franco dictatorship and those of Germany and Italy were never misapprehended by the United States and Britain. After 1941 Spain drifted gradually from imminent belligerency toward a demonstratively pro-Axis neutrality. Spain cooperated with the Allies in humanitarian efforts, allowing safe passage through Spain of downed Allied fliers, escaped Allied prisoners, and civilian refugees, including Jews.2 The nature of Spain's neutrality in World War II turned in significant measure on Allied and Spanish perceptions of the danger of German invasion. -

President Roosevelt maintained official USneutrality but supported measures like the Lend-Lease Act, which provided invaluable aid to countries battling Axis aggression. After Pearl Harbor and Germany’s declaration of war on the United States, Roosevelt rallied the country to fight the Axis powers as part of the Grand Alliance with Great Britain and the Soviet Union. He became prime minister in May 1940 following a German blitzkrieg (lightning war) against Norway, Denmark, the Netherlands, Belgium, and France. He then played a pivotal role in building a global alliance to stop the German juggernaut. One of the greatest orators of the century, Churchill raised the spirits of his countrymen through the war’s darkest days as Germany threatened to invade Great Britain and unleashed a devastating nighttime bombing program on London and other major cities. In the 1930s, he conducted a reign of terror against his political opponents, including much of the country’s top military leadership. His purge of Red Army generals suspected of being disloyal to him left his country desperately unprepared when Germany invaded in June 1941. -

Hanyok On 17 August 1942, a nationally syndicated columnist wrote that she had received “a very stern letter” about her remarks on the weather, “… and so from now on I shall not tell you whether it rains or whether the sun shines where I happen to be.” The columnist was Eleanor Roosevelt and she was referring to an article in which she had described weather conditions during one of her official visits around the country with her husband, President Franklin Delano Roosevelt, during World War II. That the First Lady would receive such a reprimand reveals much about the nature, scope, and effectiveness of censorship in wartime America. How and why such information restrictions succeeded are the subjects of Michael Sweeney’s history of the Office of Censorship, Secrets of Victory. Wartime censorship is a seldom-mentioned relative of intelligence. Operations Security is the primary method of denying a wartime opponent Op y is the prima y m ying a w e opp access to official channels of information or intelligence. In a robust democracy like the United States, however, public channels of information —whether derived from official or unofficial sources, or developed by investigative techniques—represent an arena of exchange more or less exempt from government restrictions. Controlling the public’s access to information during a war is a controversial proposition.
