The Obesity Governance project focuses on public-private partnerships (PPP) around manufactured food as a means to counteract obesity and overweight in Europe. The project is a health promotion project funded by the Health and Consumer Protection Directorate General (DG SANCO) of the European Commission. The main objective of the project is to study innovative approaches, such as industry involvement and public-private partnership initiatives, to counteract obesity and overweight in Europe, particularly through reformulation of manufactured food. The aim of Work Package 4 (WP4) is to identify and analyse national and local initiatives in reformulation of manufactured food in the EU27 and Norway, with the main focus on governance; the relationship between the political authorities on the one hand and the initiatives by the food industries and retailers on the other. The overview will also aim at identifying promising cases of public-private partnetships that will be selected for further analysis of best practices from a governance perspective (WP5). Obesity and overweight have grown in Europe. According to the report Health at a Glance: Europe 2010 1, the rate of obesity has more than doubled over the part 20 years in most EU countries, and over half of the adult population in EU are now overweight or obese. On average, 15.5% of the EU adult population is obese. The lowest rates are found in Romaina (7.9%), Italy (9.9%), Norway (10.0) and the highest in UK (24.5%), Ireland (23.0%) and Malta (22.3%). A study of food and nutrition policies in Europe (21 participating countries) showed that most of the countries have intersectorial food and nutrition policies (all 21 countries reported having a specific food and nutrition policy except Greece, Poland and Portugal, which reported having nutrition-related programs).2 All countries reported that they have included prevention of obesity in their policies. In the case of counteracting obesity and overweight the role of industry and trade organisations has increasingly been attracting attention and at the pan-European level the European Platform for Action on Diet, Physical activity and Health has become a central focus of activity. There is a growing acceptance, confirmed at the Istanbul Ministerial Summit, that wider factors need to be taken into account if effective promotion of healthy eating is to be achieved. Public health experts have mostly been sceptical about the role that industry could play in supporting healthier eating habits. London:Earthscam Obesity Governance D5 7 Overview of National cases Support for closer involvement of stakeholders including NGOs, civil society and the private commercial sector can be found in policy papers on nutrition and healthy eating from the EU and WHO. Both governments and food trade associations have launched initiatives and policy papers on corporate nutritional responsibility and partnership approaches to healthy eating.4 The main private actors are the food industry and retailers, but also non-governmetal organisations (NGOs) play an important role. In some countries public authorities are regarded as the driving force in regaulation, while corporate involvement and self-regaulation is more predominant in others. Policy outcomes include initiatives aimed at improving healthy eating, such as product innovation, public and private labelling schemes, campaigns and education programmes and marketing programmes (for example, code on food

    Do Overweight and Obesity Prevalence Rates Converge in Europe? September 13, 2018 Abstract We exploit recently published data to evaluate the long-term evolution of overweight and obesity rates among European economies between 1975 and 2016. We find that overweight rates for both females and males converge in Europe. In particular, the convergence is driven by the nations in the EU. This fact is consistent with food patterns as well as trade, agricultural, and health policies that are common among EU members. Across our model specifications, the steady-state average over- weight rate ranges between 60% and 77% for European females and lies above 82% for their male counterparts. Confidence intervals suggest that such gender differences are statistically significant. In the EU, the point estimates of these rates are 62% and 91% respectively. Obesity prevalence in Europe would reach long-term rates of 39% and 45% for females and males respectively, whereas these rates would be similar in the EU (approximately 28%). Keywords: obesity prevalence rates, overweight, dietary convergence, European Union. 1 1 Introduction Overweight and obesity are associated with adverse health consequences (type 2 diabetes, cardiovascular diseases, and increased cancer risk, among others) and negative economic outcomes at the individual and aggregate levels (e.g., lower wages, lower probability of employment, and large external costs related to increased healthcare utilization).1 Estimated trends in Europe, for example, indicate that the average overweight (obesity) prevalence has reached 54% (24%) in women and around 66% (23%) in men (NCD Risk Factor Collaboration 2017; henceforth referred to as NCD-RisC; see also Table 1).2 In spite of the substantial heterogeneity in Europe, recent evidence suggests that such economies converge in terms of their average BMIs (Duncan and Toledo, 2018).

The combined prevalence of overweight and obesity has rapidly increased worldwide during the last two decades, especially in some developing countries where obesity is reaching levels on a par with some industrialized countries, or even higher. This fast growth has occurred especially in countries in the midst of rapid social-economic transitions. Most international comparisons focus on the adult population while analyses focusing on the child population are more limited. Using the methodology developed by Phillips and Sul, this paper studies the worldwide evolution of children’s body mass index (BMI), overweight and obesity prevalence for a large sample of countries during the period 1975–2016. Our results indicate that the figures for BMI or the prevalence of obesity in different countries do not converge, while the opposite is the case for overweight prevalence in children. Furthermore, there is a non-linear relationship between obesity and income or human capital, indicating that low and middle-income countries require a strong initiative for health policies targeting obesity prevention.

    2018 Global Nutrition Report Shining a light to spur action on nutrition EXECUTIVE SUMMARY 1 ENDORSEMENTS Danny Sriskandarajah, Secretary General, CIVICUS: World Alliance For Citizen Participation and SUN Movement Lead Group member This report underlines two priorities that I see as key: breaking down silos and investing in new data. We are not going to make progress on nutrition or indeed wider sustainable development goals unless we address these two issues. I hope that those of us involved in the SUN Movement, especially the civil society networks, will use this valuable data and analysis in the report. Dominic MacSorley, Chief Executive Officer, Concern Worldwide Malnutrition is one of the biggest threats to human and economic progress, but it is both preventable and treatable. While the recent rise in global hunger is extremely worrying, evidence of its concentration in fragile and conflict-affected states motivates us to work harder in these contexts. Understanding the problem better equips us to identify more solutions and to improve our learning. Concern values the Global Nutrition Report as a unique resource that synthesises data from a vast range of sources and at multiple levels to guide us towards evidence-based action, and enables greater accountability for efforts undertaken by donors, governments and ourselves as civil society. The report shows us that even though progress against malnutrition has been slow, it is very much possible.
