When we face economic uncertainty we prepare prudently without sacrificing essential needs. Most Arkan- sans I know would rather extend the life of an old truck or eat out less rather than just stop paying their mortgage. Unfortunately, the Obama administration seems to lack Arkansas common sense. Re- cently, they were faced Tom with modest spending Cotton reductions of $85 bil- United States lion from a $3.8 trillion Congressman budget. These spending reductions, known as the sequester, cut the Federal Aviation Adminis- tration budget by about 5 percent. In response to this modest spending reduc- tion, the FAA announced it would close 149 local airport contract control towers. Contract towers are air traffic control towers operated by a private company but funded by the FAA. In Arkansas, we have four contract control towers, two of which will be closed because of seques- ter. These towers are important for the safety of the flying public and for local economies. This past week I visited Texarkana airport, one of the two slated for closure. I toured the control tower and learned more about their daily operations and how the FAA’s actions will impact the 4th district and all Arkansans. Texarkana and all contract towers serve as a gateway to distant markets for local businesses, as a primary link between rural communities and the larger aviation network, and as a criti- cal backup to some of our country’s busiest airports. A look at the facts suggest that President Obama is playing politics with air safety, just like he shut down White House tours to punish visit- ing school children, rather than require some belt-tightening among his own staff. For example, the FAA’s budget after the sequester is $15.3 billion, which is $100 million more than the $15.2 billion requested in the president’s own budget. And that budget did not call for any contract tower closures. Similarly, the FAA in the last year spent $500 million for consultants and $200 million for sup- plies and travel. It seems to me that they could cut back on a few consultants and conferences before closing down the Texarkana airport and 148 other airports around the country. Rather, it seems that these closures are just another sen- sationalist attempt to browbeat rural Americans into supporting the president’s demands for more spending and more taxes. Before the FAA proceeds with cuts to essential programs like air-traffic control towers, they should carefully examine their actual operating costs and priori- ties, with proper oversight from Congress. In early March, I led 45 of my colleagues in a letter asking the FAA for more information re- garding how it will implement sequester-related spending cuts. We called on the FAA to explain how ending the contract tower program would affect our aviation infrastructure’s structural integrity, to provide a detailed list of alternative cuts that were considered, and to provide a de- tailed list of all FAA-funded conventions, confer- ences and trips for the next two years. I look forward to their response to my inquiry. Once the FAA answers our questions, we in Congress will explore whether it’s prioritizing service to the American people, or just following the Obama administration game plan of hysteria and hyperbole about modest spending reduc- tions.
