Aus den Krefelder Kulturtagen wurde am 19. August 1978 das Folklorefest. Helmut Kauert, der damalige Leiter des Kulturamts, rief es als nachbarschaftliche Begegnung zwischen der deutschen und der aus unterschiedlichsten Ländern zugewan- derten Bevölkerung Krefelds ins Leben.
