Survivors of domestic and sexual violence often face housing discrimination because of the violence committed against them. Such discrimination can include being denied admission to, or being evicted from, housing due to acts of violence committed against survivors. This discrimination jeopardizes housing security for survivors and their families who are leaving abusive situations. Survivors of domestic and sexual violence face a number of serious housing problems related to the acts of violence committed against them. Legal services providers have reported hundreds of cases where tenants were evicted because of acts of domestic and sexual violence committed against them. Focusing on defending survivors’ rights to maintain rental housing is particularly crucial because women living in rental housing experience domestic violence at three times the rate of women who own their homes. Further, domestic violence is a leading cause of homelessness among survivors and their families. Thank you for your time and attention. I urge you to support SB-150. NEWSLETTERS KANSAS LEGISLATIVE INSIGHTS NEWSLETTER | JANUARY 17, 2020 2020 LEGISLATURE OPENS The 2020 Legislature had a full agenda as both chambers gaveled into session on Monday afternoon. The session opened slowly with organizational matters, the State of the State Address by Gov. Laura Kelly, and introduction of pre-filed bills and interim proposals. On Thursday, the House Appropriations Committee and Senate Ways and Means Committee had a joint meeting as the Governor’s budget was unveiled. The state’s improving financial picture will make funding new programs like Medicaid expansion an option along with the potential of some tax cuts. The Medicaid expansion compromise agreement between Gov. Kelly and Senate Majority Leader Sen. Jim Denning will improve chances for passage in the Senate despite concerns and opposition by some Republican Senators. House Republican leaders are still opposed and likely to try blocking consideration on the House floor despite support for expansion by a majority of House members. The Senate Public Health and Welfare Committee is holding hearings on SB 252 (see our reference to SB 252 and 246 below). Proponents will be heard on Jan. 23- 24, and opponents will be heard on Jan. 27-28. STATE OF THE STATE ADDRESS On Wednesday, Jan. 14, Gov. Kelly delivered her second State of the State address. Her areas of emphasis included funding education and the need to expand Medicaid. She wants Kansas to become the 37th state to do so. Among other areas highlighted were the need to address a comprehensive transportation plan, fiscal stability, modest tax cuts in specific areas, and a continued need to improve the social safety net.

January 30, 2020 TESTIMONY IN SUPPORT OF SB275 The Senate on Transportation: Chair: Senator Mike Peterson Vice-Chair: Senator Dan Goddard Ranking Minority Member: Senator Pat Pettey Senator Elaine Bowers, Senator Kevin Braun, Senator Randall Hardy, Senator Tom Hawk, Senator Richard Hilderbrand, Senator Ty Masterson, Senator John Skubal and Senator Caryn Tyson Good Morning Mr. Chairman and other distinguished Members of the Committee, thank you for the opportunity to testify in support of Senate Bill 275. A few years ago we passed a law allowing individuals with a suspended drivers’ license to apply for a restricted license and pay a non-refundable fee to drive to work, school, church, court and to doctor appointments while maintaining car insurance and making payments on traffic fines. The Department of Revenue\Driver Control reports that many have applied and received a restricted license and fines were collected in their department and locally. That’s a “Win,Win” situation however, many applications were denied for varies reasons. I began tracking current law and attended a Suspended Drivers’ License Workshop this past summer as a panelist with Wichita Police Chief Gordon Ramsey, attorneys, a staff person with Drivers Control, along with the Racial Profiling Board, who participated over the phone during the workshop to answer questions from almost 300 people in attendance. What we discovered at the workshop, being the main reason that some individuals could not participate in current law and receive a restrictive license, was that they were in a revoked status (Driving while Suspended). I also worked with Peter Ninemire and Melissa Lubbers of the Caring Center of Wichita to try and address this issue.
