Memo Completeness Review: ORAVI application for ROAR Funds Date: March 7, 2019 Presented by: Program Coordinators On January 31, 2019, ODA received via email an application submitted by Jake Jacobs of Oregon Aviation Industries (ORAVI). The attached ROAR application is being sent to you in preparation for the April 4, 2019 board meeting. Due to timing issues, you are receiving these packets concurrently with the Aviation Review Committee (ARC). The ARC will meet on March 29, 2019 to discuss the applications and provide their recommendations. ODA Program Coordinators will provide a staff report for each of the applications with the ARC’s recommendations by close of business April 1, 2019. The aircraft will operate under FAA Part 135 commercial air service regulations utilizing existing operators. An online flight request system will be developed. Travel Bank subsidies funded by ROAR per-seat-flown would enable affordable pricing. A 501(C) (3) non-profit organization will be established to manage matching flight requests to flight operators. Project Purpose and Description * Provide a purpose and description of the project in the space provided below: There are currently 97 public use airports in Oregon, but scheduled air service is available at only 6 of them: PDX, EUG, RDM, MFD, OTH; and a PDT shuttle feeder route to/from PDX. LMT lost scheduled air service and is attempting to restore it. There are more than 4,000 aircraft based in Oregon and some of these are certified for commercial passenger operations. Oregon’s rural communities have been deprived of air service since airline deregulation in 1978 and air travel focus has shifted to hub and spoke systems utilizing large aircraft to a limited number of destinations. We believe that air service to rural Oregon communities is essential for economic development, citizen travel and enhancement of rural airports as local economic engines. Air travel can play a significant role in helping mitigate the urban|rural divide in Oregon. The internet has improved communications, but in-person meetings are essential to maintain personal, business and government connections and relationships statewide. We are a large state geographically, with very few direct roadway routes due to significant mountainous terrain, rivers and lack of a fast freeway system to outlying rural communities. Road travel requires a full day’s travel by road from one side to the other . Air travel can cover the same distances in two hours. Under a structure that ORAVI will create, a number of commercial general aviation aircraft operating under FAA Part 135 commercial regulations will be deployed to serve some of Oregon’s 90 plus public use rural airports. Four elements are required for this to take place. 1. An online system and app for on-demand scheduling. 2. A Provider Pool of qualified aircraft operators. 3. Subsidies per seat flown to keep the price affordable. 4. Cooperating airports and communities. Currently, passenger air service is available at only 6 Oregon airports. Enabling air service at our 97 statewide rural airports will address the deficiency by utilizing our aviation assets to provide transportation for our citizens, businesses and assists in connecting Oregon communities via our airports. And, most importantly, citizens and businesses will use existing facilities to their full economic development and transportation potential now and in the future. • Does the project increase the financial self-sufficiency of the airport? * a Yes No Yes. More fuel will be sold, airport businesses will be more actively used, local aircraft maintenance and service revenues will increase. Businesses will be more inclined to locate at rural airports. Airport related property taxes, fees and other revenues will assist the local communities and will directly benefit the self-sufficiency of the airport. • Does the project have local support? * a Yes No Yes. If yes, provide a short explanation. * Rural air service will make statewide travel quicker, reduce or eliminate many overnight and per diem expenses by enabling trips to be made in a single day. Citizens, businesses, government officials, employees, agencies and tourists will be able to travel efficiently statewide by air versus the long drives over mountains , bridges and gridlocked freeways, to reach their destinations quicker and at less costs. Access to jobs and access to sources of labor will be greatly enhanced with fast air transportation. Road travel across the state will be reduced from 6 hours to 2 hours by air. Shorter distances over terrain will be reduced from 2 hours to half an hour by air. Does the proposed project result in an economic benefit to the state? More efficient transportation, enabling enhanced communications via personal visits by air will eliminate wasted time en route, saving thousands of hours currently spent in unproductive road travel travel time. Reducing travel time, increasing flexibility, making business travel more efficient will provide significant economic benefits to the State of Oregon . Air service will assist in reducing road travel grid-lock. Air service at rural airports will increase the viability of the airport for economic development, business recruiting, jobs and investments. Is the proposed project a critical link connecting elements of Oregon's transportation system that will a Yes No measurably improve utilization and efficiency of the system? If yes, provide a short explanation. * Some rural air service plans of the past have served only 2 or 3 airports, typically with very high cost, large aircraft. This plan is designed to serve ALL of our airports using smaller, lower cost aircraft that are matched to local rural community transportation needs. Our 97 public use airports currently serve private pilots, some charter operators, delivery services and some emergency services such as Life Flight.
