Islington’s new development plan is called the Local Development Framework (LDF). This replaces the existing Unitary Development Plan (UDP).

The Local Development Framework is a portfolio of planning policy documents which are each the subject of a statutory preparation and adoption procedure. The key documents in the LDF are called development plan documents (DPDs) and their preparation includes a sustainability appraisal and an independent examination by a planning inspector. Area Action Plans (AAPs) form a key part of the LDF and are used to provide planning frameworks for areas experiencing development pressures or where significant change or conservation is needed.

Finsbury Park has been identified as a priority area for an Area Action Plan (AAP) due to a need for a clear planning framework to aid the regeneration of one of the most deprived parts of Islington, and one which is currently facing increasing development pressures.

While the area covered by this AAP is contained within Islington, Finsbury Park as a whole also covers part of Hackney and Haringey. The purpose of the AAP, which was prepared jointly with the Finsbury Park Partnership, is to provide a clear framework for the development of the area over the next five to ten years. The AAP will be an important tool to coordinate future change and to promote opportunities for regeneration, employment and business.

The preparation of the Finsbury Park AAP commenced in early 2005. Neither Hackney nor Haringey Councils considered that the AAP would benefit from being prepared jointly by the three boroughs, however officers from Hackney and Haringey have been closely involved with the preparation of the AAP, and had representatives on the AAP steering group.

The process for developing this AAP involved the collection of baseline information such as urban design, transportation and property market analysis of the area, and collecting the views of local business, landowners and community organisations. This information enabled the identification of key issues in the area and possible options for the future. A process of continuous consultation involving meetings, workshops, statutory public consultation has led from the issues and options report through a preferred options report to this Submission Draft of the AAP.

This draft of the Finsbury Park AAP will be submitted to a government-appointed inspector who will examine the plan. You will have a six-week period to propose changes to the plan or support it, and everyone has a right to be heard. The inspector (not the Council) will then make the final decision on what the Finsbury Park AAP should say.  ­­ Finsbury Park Area Action Plan - October 2006

Local context Plan Action Area Park Finsbury

Finsbury Park is located in the north-eastern edge of the borough, about five kilometres north of the City of London. The wider area falls within the administrative boundaries of the London Boroughs of Islington, Haringey and Hackney. It is a vibrant multi-cultural area, with cafés and shops that reflect this diversity. is the busiest transport interchange in London outside Zone 1, providing links to central and north east London on the Piccadilly and Victoria underground lines, and First Capital Connect train services to Kings Cross and the City, and north to Cambridge and Stevenage. The area around the station is unique mix of uses, offering distinctive fashion retail on Fonthill Road, serving as a gateway to the new Arsenal Stadium, and connecting to residential neighbourhoods, predominantly of three to four storey Victorian terrace streets. The areas also benefits from the large open green space of ‘Finsbury Park’ directly to the north east of the station. There were five key potential development sites included in the AAP area. These are shown on the map below. This AAP contains site specific policies for four of these sites. During the course of producing the AAP it emerged that there was no real consensus of what specific policies there should be for the Island site. Therefore it was omitted from the site specific policies, although the general polices elsewhere in this plan do apply. In addition, residential development at the old Arsenal stadium and completion of the new Arsenal Stadium at Ashburton Grove will have an impact on the level of employment, residential and retail land in the borough. Finsbury Park is thus an important area of major change including residential intensification. The aim of the Finsbury Park AAP is to provide a clear vision for the area, covering all relevant planning policy issues including transport, urban design, employment, housing, retail and leisure.

An explicit aim of the Local Development Framework (LDF) system is that it should give a ‘spatial’ dimension to the council’s other policies and strategies, for example housing, regeneration and transport have an impact ‘on the ground’. As well as spelling out how these strategies will impact on the physical environment of the borough, the LDF should also identify the links between them - for example between housing supply and education, employment growth and transport, and the impact of leisure provision on health. The most important document in the LDF is the Core Strategy, which sets down the guiding principles for planning in Islington - and all other planning policy documents, such as the Finsbury Park AAP, must be consistent with it. The policies in the Core Strategy apply to all of Islington including the area covered by this AAP. To progress the LDF, the relevant existing and emerging council strategies have been reviewed to establish relevant links and what planning policies are needed - key linkages involve housing Key potential need, transport, employment, recreation and sustainability. These strategies include the following development sites that are relevant to Finsbury Park:

One Islington ‘Delivering One Islington’ (2005) sets out the corporate plan for Islington for the period 2005-2008. The One Islington vision wishes to make Islington a greener place to live and work, a place where people of all backgrounds are able to achieve their full potential and a borough of safe, thriving and active communities.

Islington Local Area Agreement (LAA) This is a formal agreement between the Islington Strategic Partnership and the Government around the achievement of a set of key outcomes and targets which reflect priorities for change and improvement in Islington. The LAA came into effect in April 2006.

A1 Borough Strategy The A1 Borough project is one of the Council’s flagship projects that will deliver its vision of One Islington. The council has set itself the goal of transforming the A1 corridor within Islington for the benefit of the people who live, work, study and trade in the area.

Community and Neighbourhood Renewal Strategy 2003 The vision is one of better, more integrated public services and a more empowered community.

Sustainability Action Plan This document covers the period 2006 - 2010. It sets out policies and actions, which will contribute towards creating a more environmentally sustainable borough.

Islington Air Quality Action Plan August 2003 This Air Quality Action Plan details the measures that Islington Council is taking and intending to take which improve air quality.

Draft North London Joint Waste Strategy 2004-2020 Finsbury Park Area Action Plan This was agreed in December 2001 by all the partner authorities.

Islington Sustainable Transport Strategy 2006-2016 This document sets out policies and proposals to make travel in Islington safe, accessible, green, efficient, secure and attractive.

Finsbury Park Vision

A vision for Finsbury Park has been developed by the Finsbury Park Partnership, which prior to its cessation was a partner in the Finsbury Park AAP. This vision is that Finsbury Park should become: 1. A better area to live in, by providing improved housing, a cleaner and more attractive environment, open spaces for all to enjoy and better access to transport; 2. An area for local people, by creating a sense of one neighbourhood through a range of initiatives based around community involvement, health, arts and sports; 3. An area for people to learn in, by providing additional access to education and training for residents of all ages; 4. An area for work, by encouraging and supporting new and existing businesses and providing training for local people to meet the employment opportunities created; and 5. A safer area, by improving the safety of those who live in, work in and visit the area by supporting initiatives to reduce crime and drug abuse.

Area Action Plan Objectives

The following key objectives have been developed for Finsbury Park: Objective 1 - Transport: To improve public transport provision and accessibility through a consideration of the street layout, the station, wayfinding signage, and the surrounding sites. Objective 2 - Urban Design: To determine the nature and scale of both potential development and potential street network alterations in order to serve connections to transport, open space and event spaces, and surrounding residential areas. Objective 3 - Retail status: To support and improve the vitality, viability and uniqueness of Finsbury Park's retail offer. Objective 4 - Employment: To determine the demand for and appropriate type of employment opportunities, including light industry, small offices, retail and warehousing, and their respective land demands. Objective 5 - Housing: To determine the suitability of housing uses across the AAP, and to consider amenities for the new housing. Objective 6 - Leisure, Community and Open Space: To consider opportunities for potential leisure and community facilities in light of both the area's past provision and future growth and to improve orientation to existing open spaces and event spaces. Objective 7 - Implementing and monitoring the AAP: To develop an AAP which responds to the local and strategic context and to ensure it represents an up-to-date statement of community aspirations for the local area.
