Members to Declare any Interests If you have a Disclosable Pecuniary Interest in a matter to be considered at the meeting and that interest is on your Register of Interests you must not speak or vote on the matter. If you have a Disclosable Pecuniary Interest in a matter to be considered at the meeting and that interest is not on your Register of Interests you must declare that interest at the meeting and not speak or vote on the matter. In either case you may remain in the room where the meeting is taking place. If you consider that it would be inappropriate in the circumstances to remain in the room, you may leave the room while the matter is dealt with. If you do not have a Disclosable Pecuniary Interest you may nevertheless have an Other Interest in a matter to be discussed if it affects • your well being or financial position • that of your family or close friends • that of a club or society in which you have a management role • that of another public body of which you are a member to a greater extent than others in your ward. The Chairman said that Mr Bracey was due to retire as a Broadland District Councillor before the next meeting of the Joint Committee. In view of the fact that Mr Bracey was unable to attend today’s meeting because he was unwell the Chairman agreed to thank him personally on behalf of all Members of the Joint Committee for all his hard work and to wish him a speedy recovery. 2 Minutes The minutes of the previous meeting held on 8 January 2015 were confirmed by the Joint Committee and signed by the Chairman. 5 3 Declarations of Interest Mr D Buck declared an “Other Interest” in that in that he was in receipt of a bursary from the Friends of Norwich Museums towards his PhD studies. 4 Matters of Urgent Business There were no matters of urgent business. 5 Reports of Area Museums Committees (a) Breckland The annexed report of the Breckland Area Museums Committee meeting held on 19 February 2015 was presented by Mr P J Duigan who referred to the Voices from the Workhouse Project which was successfully underway with completion of the first elements of the project expected by the summer of 2015. It was pointed out that the Area Museums Committee meeting was followed by a tour of Swaffham Museum (an independent museum) that included material related to local heroes such as Howard Carter and the discovery of the Tomb of Tutankhamen in 1922. It was RESOLVED to note the report. (b) Great Yarmouth The annexed report of the Great Yarmouth Area Museums Committee meeting held on 27 March 2015 was presented by Mr R Parkinson-Hare. It was RESOLVED to note the report. (c) King’s Lynn and West Norfolk The annexed report of the King’s Lynn and West Norfolk Area Museums Committee meeting held on 16 March 2015 was presented by Mrs E Nockolds. In introducing the report, Mrs Nockolds referred to the forthcoming temporary exhibitions and events at the Lynn Museum and to the work of the Service with school contacts to develop relevant projects to meet recent changes in Key Sages 1 and 2 of the national curriculum. It was RESOLVED to note the report. (d) Norwich The annexed report of the Norwich Area Museums Committee meeting held on 10 March 2015 was presented by Mr B Price. In introducing the report, Mr Price referred to the success of the Homage to Manet 2 6 exhibition which during its short run from 31 January 2015 and 19 April 2015 had attracted record visitor numbers making this exhibition one of the most successful exhibitions ever held at the Castle Museum. It was RESOLVED to note the report. 6 Collections for Rationalisation The annexed report (6) by the Head of Museums was received. The Joint Committee received a report that set out the background to the disposal of a jug from the Walsingham Shirehall collections (that was previously considered at the January 2015 meeting of the Joint Committee); and the background to a group of social history items from Gressenhall Farm & Workhouse and Great Yarmouth museums that were outside the NMS Collections Development Policy (and were recommended for deaccessioning by the Area Museums Committees for Breckland and Great Yarmouth). In introducing the report, Members’ attention was drawn to a kitchen chair, painted white, (Item GRSRM : 2009.220) that prior to disposal would be subject to contact being made with the contact donor as the object was only donated to the NMS 5 years ago. Members’ attention was also drawn to a number of items that were intended to be used as object handling material rather than as objects in the main collections. These objects would be offered to other museums via the Museums Journal. It was suggested that the paper seed pockets from R. & A. Taylor (of which identical copies were to be retained by the NMS) could be offered (on request) to local allotment associations, if the options for disposal listed in the report proved to be unsuccessful. The Joint Committee resolved: To approve the letter of agreement transferring ownership of the Hindringham Hall jug to the current owners of the Hall and their successors in title as proposed in Annex 1 to the report. To agree that the objects listed in Annexes 2 and 3 to the report would be deaccessioned.
