INTRODUCTION From 10 to 12 June 2013, HOPE held its Agora in The Hague (Netherlands), concluding the 32nd HOPE Exchange Programme, a 4-week training period intended for hospital and healthcare professionals with managerial responsibilities. “Patient safety in practice. How to manage risks to patient safety and quality in European healthcare” was the topic of HOPE Exchange Programme 2013. The final evaluation meeting of the HOPE Exchange Programme was preceded by a conference on this theme on 11 June, organised by the Dutch Hospitals Association (NVZ) and the Dutch Federation of University Medical Centres (NFU), in collaboration with HOPE. -

227 HOOFDSTUK II De stranding Hoe het CDA de verkiezingen, de macht en de kroonprins verloor Diep in de nacht van donderdag 7 op vrijdag 8 april loopt Frits Wester in de wandelgangen van de Tweede Kamer zijn collega Jan Schinkelshoek tegen het lijf. Zijn voormalige baas, nu pers- voorlichter van minister Hirsch Baum, heeft een vraag. 'Waar benje morgen?' 'Thuis', antwoordt Wester. Op vrijdag verga- dert de Kamer niet, en hij wil een vrije ochtend nemen. 'Houje maar liever beschikbaar', zegt Schinkelshoek. 'Er staat misschien iets vervelends te gebeuren; ik kanje alleen niet vertellen wat.' Het is geen toeval dat de twee voorlichters op dat tijdstip nog in de Kamer zijn. Vanaf twee uur 's middags heeft het parlement gedebatteerd over de IRT-zaak, waarbij zowel Hirsch Ballin als minister Van Thijn zware kritiek te verduren kregen. In de loop van de avond is een motie van afkeuring ingediend tegen Hirsch BalEn. Hij is als minister vanjustitie medeverantwoordelijkvoor de falende controle op het Interregionale Recherche Team, waarover inj anuari nogal wat commotie ontstond. Het is nu drie uur. Zojuist heeft de Kamer die motie verworpen. De CDA-frac- tie heeft serieus overwogen haar te steunen en Hirsch Ballin te laten vallen, maar heeft daar op het laatste moment van afgezien. Wel komt er een parlementair onderzoek naar de opsporingsme- thoden die de recherche gebruikt in de strijd tegen de zware mis- daad, omdat er ernstige twijfel is gerezen over de toelaatbaarheid daarvan. Toen Hirsch BalEn en Van Thijn twee weken eerder, Op zi maart, een onderzoeksrapport over de IRT-zaak ontvin- gen, was meteen al duidelijk dat deze zaak ernstige politieke con- sequenties kon hebben. -

Titus∗∗ U.S. Environmental Protection Agency Vijay Narayanan Technical Resources International Abstract. The United Nations Framework Convention on Climate Change requires nations to implement measures for adapting to rising sea level and other effects of changing climate. To decide upon an appropriate response, coastal planners and engineers must weigh the cost of these measures against the likely cost of failing to prepare, which depends on the probability of the sea rising a particular amount. This study estimates such a probability distribution, using models employed by previous assessments, as well as the subjective assessments of twenty climate and glaciology reviewers about the values of particular model coefficients. The reviewer assumptions imply a 50 percent chance that the average global temperature will rise 2°C degrees, as well as a 5 percent chance that temperatures will rise 4.7°C by 2100. The resulting impact of climate change on sea level has a 50 percent chance of exceeding 34 cm and a 1% chance of exceeding one meter by the year 2100, as well as a 3 percent chance of a 2 meter rise and a 1 percent chance of a 4 meter rise by the year 2200. The models and assumptions employed by this study suggest that greenhouse gases have contributed 0.5 mm/yr to sea level over the last century. Tidal gauges suggest that sea level is rising about 1.8 mm/yr worldwide, and 2.5-3.0 mm/yr along most of the U.S. -

This article is published with open access at Springerlink.com Abstract Targets are widely employed in environmental governance. In this paper, we investigate the construction of the 2 °C climate target, one of the best known targets in global environmental governance. Our paper examines this target through a historical reconstruction that identifies four different phases: framing, consolidation and diffusion, adoption, and dis- embeddedness. Our analysis shows that, initially, the target was science-driven and predomi- nantly EU-based; it then became progressively accepted at the international level, despite a lack of broader debate among governments on the policy implications and required measures for implementation. Once the 2 °C target was endorsed atthe level of the United Nations, the nature of the target changed from being policy-prescriptive to being largely symbolic. In this phase, the target became a disembedded object in global governance not linked to a shared agenda nor to coordinated and mutually binding mitigation efforts. The 2015 Paris Agreement marks the last stage in this development and may have further solidified the target as a disembedded object. In the final part of the paper, we suggest ways to overcome the current situation and to develop the 2 °C target into a fully fledged global environmental governance target. The programme was set up in 2007 to explore the consequences of climate change for the Netherlands and how they should be managed. To that end, an independent foun- dation was established with the objective of “promoting evidence-based and practi- ce-driven knowledge about climate in the public interest, including making that know- ledge available to the public…” (Section 2 of the deed establishing the foundation). The foundation has achieved that objective, together with stakeholders, by organising and funding research and encouraging the processes of knowledge dissemination and application.
