AD200 UNIFORM AND EQUIPMENT SPECIFICATIONS

AD200.1 PURPOSE AND SCOPE

This procedure clearly defines the uniform and equipment specifications for Buena Park Police Department General §1046, Uniform Regulations, to ensure uniformed personnel are readily identifiable to the public through the proper use and wearing of Department uniforms.

AD200.1.2 ACCREDITATION STANDARDS

This procedure pertains to the following CALEA Standards: 22.1.6, 26.1.1, 41.3.4

This procedure pertains to the following General Orders: 700, 1024, 1044, 1046, 1052

AD200.1.3 REVIEW

The Uniform Committee, in conjunction with the Chief of Police or his/her designee, shall review and update this procedure annually.

AD200.2 UNIFORM ACCOUTREMENT SPECIFICATIONS

Metal

The badge shall be a silver-and-gold shield. It shall denote rank or assignment on top . “Buena Park Police” shall appear in the middle ribbon below the Buena Park City Seal. The employee’s ID number will be displayed on the bottom ribbon, unless at rank of Lieutenant or above, in which case the Chief of Police will have four stars (****) on the bottom ribbon, captains will have two stars (**) on bottom ribbon, and lieutenants will have one star (*) on bottom ribbon.

Cloth Badge

a) Civilian embroidered badge 1. Affixed to civilian Class ‘A’ and Class ‘B’ uniform shirts or polo- shirts. i. Top ribbon: Rank or assignment ii. Middle ribbon: “BUENA PARK POLICE” iii. Lower ribbon: “23” or (*) b) Sworn cloth badge 1. Affixed to 5.11 tactical-style battle-dress uniform (BDU) or TDU uniform shirts, tactical vests, or duty jacket. i. Top ribbon: “POLICE OFFICER’ ii. Middle ribbon: “BUENA PARK POLICE” iii. Lower ribbon: “23”

Cloth shall be affixed over the left chest pocket (if present), or on the left chest area, as close to the traditional location as possible.

Name Plate/Tape

a) Metal name plate: Silver-colored, 2-3/8 inches in width and 1/2 inch in height, with first initial and last name in black block lettering, centered over the right chest pocket with its bottom edge aligning horizontally and touching the top edge of the pocket. b) Cloth name tape: Embossed 1/2-inch white or black block lettering (high contrast with the color of the uniform shirt), with first initial and last name, centered above the right chest pocket with the bottom edge aligning horizontally and touching the top edge of the pocket or, if no pocket, as close to the traditional location as possible.

Departmental Shoulder Patches

a) The full-size official Buena Park Police Department patches shall be worn on Class ‘A,’ Class ‘B,’ and specialized assignment uniforms as specified in this procedure. b) The patch shall be worn on both right and left sleeves of the uniform shirt. They shall be centered on the sleeve crease 1/2 inch below the shoulder seam.

Service Stripes

a) The service stripe(s) shall be 2 inches long by 1/4 inch wide. They shall be silver-colored on a black felt backing or directly embroidered onto the sleeve. The service stripe(s) shall be attached on the left sleeve at a 45-degree angle, 3/4 inch above the end of the cuff and in front of the center crease of the sleeve, in block form (e.g., two or more stripes shall be attached in unit, as opposed to each stripe being attached singularly); b) The service stripe(s) shall be worn on the left sleeve of the long-sleeved shirt. Service stripe(s) worn on the duty jacket are optional; c) One stripe may be worn for each five years of service as a sworn California Peace Officer. Officers are authorized to display their next earned stripe six months to their law enforcement anniversary date.

Personal , , and Pins. Award neck medals, military-style cloth ribbons, and award pins with no corresponding ribbon, are authorized to be worn on ceremonial Class ‘A’ uniforms. Metal award ribbons and pins are authorized to be worn on non-ceremonial Class ‘A’ and Class ‘B’ uniforms. See Attachment A for a detailed list of approved cloth ribbons and ribbon devices. Personal shall be worn in accordance with the following:

a) Neck medals shall be worn with the neck ribbon tucked under the shirt . The ribbon length shall be adjusted so the hangs centered between and level with the shirt pocket flaps.

b) Cloth ribbons shall be worn centered on the left shirt pocket flap (as worn), with the top edge of the ribbon rack even with the top seam of the pocket. Ribbons are to be arranged in with the highest award placed inboard and at the top of the ribbon rack. A maximum of three rows, each with three ribbons (total of nine ribbons), may be worn. Bronze, silver, and gold star attachment devices shall be affixed to ribbons to indicate additional awards or milestones. Star attachment devices shall be centered horizontally and vertically on the ribbon. If a ribbon has a device, e.g., “V” or “C,” the first star should be placed 1/8-inch inboard of the primary device. A second star should be placed 1/8 inch to the outboard of the primary device. Subsequent award stars are listed in subsection (d) and a visual example of star placement is included in Attachment A. c) Metal award ribbons shall be worn at the top of the left shirt pocket flap (as worn), with the top edge of the ribbon aligned with the top edge of the pocket and centered on the pocket flap. If an employee has received more than one special award, the pins shall be worn next to each other, centered and aligned with the top edge of the pocket flap. They are to be arranged in order of precedence with the highest award placed inboard. d) Only one device may be worn for each award. For example, a ribbon may not be worn if the corresponding neck medal is worn, and an award pin may not be worn if the corresponding ribbon is worn. e) The following award devices are authorized: 1. Medal of Valor: cloth ribbon with “V” attachment, metal ribbon pin, or neck medal. Cloth ribbon subsequent awards shall consist of 5/16-inch gold stars. 2. Medal of Courage: cloth ribbon with “C” attachment, metal ribbon pin, or neck medal. Cloth ribbon subsequent awards shall consist of 5/16-inch gold stars. 3. Purple Heart: cloth ribbon, metal pin, or neck ribbon. Cloth ribbon subsequent awards shall consist of 5/16-inch gold stars. 4. Award of Merit: cloth ribbon. A 3/16-inch bronze star is awarded for the second through the fifth award of the ribbon; the 3/16-inch silver star will be worn in lieu of five 3/16-inch bronze stars. 5. Award of Distinguished Service: cloth ribbon. A 3/16-inch bronze star is awarded for the second through the fifth award of the ribbon; the 3/16-inch silver star will be worn in lieu of five 3/16-inch bronze stars. 6. Life Saving Award: cloth ribbon or metal ribbon pin. A 3/16-inch bronze star is awarded for the second through the fifth award of the ribbon; the 3/16-inch silver star will be worn in lieu of five 3/16-inch bronze stars. 7. CHP 10851 Award: metal pin. The metal “10851” pin shall be worn centered both horizontally and vertically in the right half of the right shirt pocket flap. Only one of the following may be worn: the CHP “10851” metal pin, the MADD pin, or the K-9 pin. 8. MADD Award: metal pin. The metal MADD pin shall be worn centered both horizontally and vertically in the right half of the right shirt pocket flap. Only one of the following may be worn: the CHP “10851” metal pin, the MADD pin, or the K-9 pin. 9. Manager/Supervisor of the Year: cloth ribbon. A 3/16-inch bronze star is awarded for the second through the fifth award of the ribbon; the 3/16-inch silver star will be worn in lieu of five 3/16-inch bronze stars.

10. Officer of the Year: cloth ribbon. A 3/16-inch bronze star is awarded for the second through the fifth award of the ribbon; the 3/16-inch silver star will be worn in lieu of five 3/16-inch bronze stars. 11. Reserve Officer of the Year: cloth ribbon. A 3/16-inch bronze star is awarded for the second through the fifth award of the ribbon; the 3/16-inch silver star will be worn in lieu of five 3/16-inch bronze stars. 12. Civilian of the Year: cloth ribbon. A 3/16-inch bronze star is awarded for the second through the fifth award of the ribbon; the 3/16-inch silver star will be worn in lieu of five 3/16-inch bronze stars. 13. Volunteer of the Year: cloth ribbon. A 3/16-inch bronze star is awarded for the second through the fifth award of the ribbon; the 3/16-inch silver star will be worn in lieu of five 3/16-inch bronze stars. 14. Top Cop: cloth ribbon. A 3/16-inch bronze star is awarded for the second through the fifth award of the ribbon; the 3/16-inch silver star will be worn in lieu of five 3/16-inch bronze stars. 15. Civilian of the Quarter: cloth ribbon. A 3/16-inch bronze star is awarded for the second through the fifth award of the ribbon; the 3/16-inch silver star will be worn in lieu of five 3/16-inch bronze stars. 16. Marksmanship Medal: Centered horizontally on the left half of the right shirt pocket flap, with the top edge of the qualification bar 1/4 inch below the top seam of the pocket.

City Service, Military Service, and American Flag Ribbons and Pins. Service ribbons are military-style cloth ribbons that should be worn on the ribbon rack with personal awards authorized for wear on the ceremonial Class ‘A’ uniform. Service pins may be worn on Class ‘A’ and/or Class ‘B’ uniforms.

a) Service ribbons shall follow award ribbons and be arranged in order of City Service first, followed by Military Service. 1. City Service Ribbon or Pin (years of service): cloth ribbon or metal pin. When the City Service Ribbon is worn, one 3/16-inch bronze star shall be affixed to the ribbon for every five years of service, from ten to twenty-five years. One 3/16- inch silver star will be worn in lieu of five 3/16-inch bronze stars. When the City Service Pin is worn, it shall be centered both horizontally and vertically in the right half of the left shirt pocket flap. The most recent City-awarded Service Pin may be worn. 2. Military Service Ribbon or Veteran Pin: The Veteran pin shall be worn centered both horizontally and vertically in the left half of the left shirt pocket flap. Any Department employee currently serving or honorably discharged from the armed services of the United States (including the U.S. Coast Guard) is eligible to wear the Military Service ribbon. Any Department employee who has been honorably discharged from the armed services of the United States is eligible to wear the City Veteran pin.

3. American Flag Pin: Centered both horizontally and vertically in the left half of the left shirt pocket flap. Either the American Flag pin or the Veteran pin may be worn, not both.

Assignment or Specialty Ribbons and Pins. Assignment ribbons are military-style cloth ribbons that should be worn on the ribbon rack with personal awards and service ribbons authorized for wear on the ceremonial Class ‘A’ uniform. Assignment pins may be worn on Class ‘A’ and/or Class ‘B’ uniforms.

a) Assignment ribbons shall follow service ribbons and be arranged in order of assignments worked, with the most recent assignment taking precedence. b) Employees must be currently assigned to or have successfully completed an assignment to qualify for the assignment ribbon. Successful completion includes completing the prescribed term of the assignment or reassignment due to promotion or the needs of the Department. Collateral assignments without term limits have minimum time-in- assignment requirements as listed below;

1. Community Impact Team / Problem Oriented Policing Team Ribbon. 2. CNT Ribbon: three years. 3. Color Guard Ribbon: one year. 4. Communications Training Officer Ribbon: one year. 5. Drug Recognition Expert Ribbon: one year. 6. Field Training Officer Ribbon or Pin: one-year minimum for cloth ribbon. The FTO Pin shall be worn centered horizontally on the right half of the right shirt pocket flap, with the top edge of the pin 1/4 inch below the top seam of the pocket. 7. Gang Unit Ribbon. 8. Investigations Ribbon. 9. K-9 Ribbon or Pin: three-year minimum for cloth ribbon. The K-9 pin shall be worn in lieu of cloth ribbon if actively assigned to the K-9 Unit. When worn, the K- 9 pin shall be centered both horizontally and vertically in the right half of the right shirt pocket flap. On non-ceremonial class “A” or class “B” uniforms, only one of the following may be worn: the K-9 pin, the CHP “10851” pin, or the MADD pin. 10. Mounted Ribbon or Pin: three-year minimum for cloth ribbon, The Mounted pin shall be worn in lieu of the cloth ribbon if actively assigned to the Mounted Team. When worn, the Mounted pin shall be centered above the nameplate and SWAT pin (if eligible), above the right shirt pocket, with the bottom edge of the pin 1/8 inch above the nameplate or SWAT pin. 11. Professional Standards Unit Ribbon. 12. Regional Team / Task Force (RNSP/OCATT). 13. School Resource Officer Ribbon. 14. SWAT Ribbon or Pin: five-year minimum for cloth ribbon. The SWAT pin shall be worn in lieu of the cloth ribbon if actively assigned to the SWAT Team or after ten years of cumulative service on the team. The SWAT pin shall be worn centered above the nameplate, above the right shirt pocket, with the bottom edge of the pin 1/8 inch above the nameplate. Former members with ten or more years of

service on the SWAT Team may wear the SWAT pin on their ceremonial and non-ceremonial class ‘A’ uniforms only. 15. Traffic Unit. 16. Training Unit Ribbon: two years assigned to the unit, or five years as a Department-authorized instructor. 17. UAS Team: one year. 18. Vice and Narcotics Unit Ribbon.

Undershirt. Cotton or 5.11 style, moisture-wicking, short- or long-sleeve, crew neck, with no visible markings. The color of the undershirt – black or white –will be as specified in this procedure. An undershirt shall be worn with all Class ‘B’ uniforms and Class ‘C’ uniforms with polo-style shirts.

Trouser Belt. A single-tongue, black-leather, basket-weave pattern with silver-colored buckle, or a black-leather basket-weave pattern with Velcro, or a black nylon belt with black buckle shall be worn with the duty belt, or as specified for a particular assignment. All belts are to be 1½” wide.

Duty Belt

a) Standard Leather: The standard leather Sam Browne, 2-1/4-inch wide, basket-weave pattern, with trouser belt, keepers, and flat-black two-prong or flat-black snap buckle. All equipment on the Sam Browne shall be carried in black basket weave holders. The use and color of snaps or Velcro closers shall also be standardized on each individual officer’s duty belt. All visible hardware affixed to, or suspended from, or otherwise attached to any belt shall be black. The standard leather Sam Browne can be worn with all classes of uniform. b) AccuMold: The AccuMold Sam Browne, 2-1/4-inch wide, basket-weave pattern, with trouser belt, keepers, and flat-black two-prong or flat-black snap buckle. All equipment on the AccuMold belt shall be carried in holders consistent with the AccuMold design. The use and color of snaps or Velcro closers shall also be standardized on each individual officer’s duty belt. All visible hardware affixed to, or suspended from, or otherwise attached to any belt shall be black. The AccuMold Sam Browne can be worn with all classes of uniform. c) Nylon Duty Belt: The black nylon belt shall be manufactured of nylon, 2-1/4-inch wide, with trouser belt, keepers, and flat-black two-prong or flat-black snap buckle. The use and color of snaps or Velcro closers shall also be standardized on each individual officer’s duty belt. All additional equipment on the nylon belt shall be carried in black nylon holders. The nylon duty belt cannot be worn with a Class ‘A’ uniform.

Duty Belt Equipment. All duty belt equipment, including the holster, shall be of the same kind- and-style as the Duty Belt (i.e., all standard leather basket-weave pattern, all AccuMold basket- weave pattern, or all matching the nylon duty belt).

a) Handcuff case and handcuffs b) Magazine pouch, with or without flaps, and magazines c) Radio holder and radio d) TASER® holster and TASER® e) Baton and baton, or expandable-baton pouch and baton f) Keepers (if applicable for duty belt) g) Optional equipment: 1. OC spray pouch and spray 2. Mini-flashlight holder and flashlight 3. Flashlight ring and flashlight 4. Key keeper 5. Digital Audio Recorder (DAR) may be worn on belt if in a holder.

Holster

a) Duty Weapon 1. Class ‘A’: Leather or hardened nylon, black, basket-weave pattern only, hip- mounted or swivel with a drop. The swivel holster must not exceed a 6-inch drop.

2. Class ‘B’: Leather or hardened nylon, black, basket-weave pattern only, hip- mounted or swivel with a drop. The swivel holster must not exceed a 6-inch drop. The tactical holster, secured to the thigh, can only be worn as specified in this procedure. b) TASER® 1. Class ‘B’: Hardened nylon, black, plain, hip-mounted. The tactical TASER® holster, secured to the thigh, cannot be worn. 2. Class ‘C’: Soft nylon holster permanently attached to a tactical vest carrier.

Baton. The following weapons may be carried with the approval of and certification by the Department-approved Impact Weapons Instructor:

a) Expandable baton b) Wooden baton c) Side-handled baton (PR 24)

If the officer carries an expandable baton, the officer shall also have with him/her a wooden baton or side-handled baton for riot-type incidents.

Socks. Black socks shall be worn will all uniforms listed in this procedure.

Footwear. Boots or shoes shall be leather or combination leather/synthetic, plain, round-toed center lace-style, receptive to maintaining a high-gloss shine. All footwear shall be black unless otherwise stated in this procedure.

Duty Jacket. Patrol-style or parka-style, flat black, waist or hip length. No metal accoutrements.

a) Cloth badge b) Cloth name tape c) Cloth shoulder patches d) Rank insignia on sleeves or collar (collar insignia shall be embroidered) e) Service stripes (optional)

Mourning Band. Plain black elastic to be worn centered horizontally across the metal badge.

Mourning bands for embroidered or cloth badges shall have a matte/flat black, 2.3-inch by 0.63- inch metal pin bar centered horizontally across the badge. The mourning pin bar can be displayed from the first notification of the death of a California law enforcement officer, or other person designated by the Chief of Police, until end of shift on the day of the funeral or memorial service.

Service Cap (Cover). Navy blue fabric, with a round crown, a stiff wire grommet, and silver P- buttons. Service cap may be worn with Class ‘A’ uniform only.

a) Chief of Police and captains will have a black felt visor at a 45-degree angle, a silver metallic cloth band, and rank-appropriate oak leafs embroidered in silver on the visor.

b) All other personnel will have a black vinyl high-gloss visor at a 45-degree angle and a black vinyl high-gloss band. c) A rank-appropriate cap badge is to be affixed to all service caps.

Tie. The tie shall be black in color, of plain pre-tied cloth material, and shall be equipped with a clip-on breakaway device. The bottom of the tie shall not exceed 3 inches from the top of the duty belt and not extend beyond the top of the belt buckle of the duty belt.

Tie Bar. A 3/8-inch silver-plated, plain tie bar shall be utilized. The tie bar shall be worn centered on the tie, positioned in a horizontal line in line with the bottom of the chest pocket flaps and secured to the shirt front.

Inclement Weather Gear

a) Cap: Shall be a Department-approved plain, navy blue, baseball-style cap with “Buena Park” in light-blue script writing over “POLICE” in white block lettering on the front forehead portion of the cap. The cap may be worn in a professional manner during inclement weather with the Class ‘B’ or Class ‘C’ uniform only, and with Field Supervisor or Watch approval. b) Beanie: Shall be a Department-approved plain, knit, black skull-cap design. The beanie may be worn in a professional manner during inclement weather only with the Class ‘B’ or Class ‘C’ uniform with Field Supervisor or Watch Commander approval. c) Turtleneck: Cotton short- or long-sleeve, black, no visible markings and not visible outside of the uniform shirt. d) Rain gear: Yellow or black two-piece nylon-type material. If both pieces are worn, they must match in color. The word “POLICE” will be stenciled on the back in white block lettering 3 inches high by 1/2 inch wide.

Riot Helmet. The riot helmet will be black and as provided by the Department.

AD200.2.1 SWORN OFFICER INSIGNIA OF RANK

a) Chief of Police 1. The insignia for the Chief of Police shall be four silver stars. 2. The stars shall be worn on each side of the shirt collar. The bottom star shall be aligned with the stitching of the collar. b) Police Captain 1. The insignia for the rank of Captain shall be two connected silver bars. 2. The bars shall be worn on each side of the shirt collar. The bars shall be worn horizontally with the bottom edge of the lowest bar aligned with the stitching of the collar and 1-1/4 inch from the outermost edge of the collar. c) Police Lieutenant 1. The insignia for rank of Lieutenant shall be one silver bar.

2. The bar shall be worn on each side of the shirt collar. The bar shall be worn horizontally with the bottom edge of the bar aligned with the stitching of the collar and 1-3/4 inch from the outermost edge of the collar. d) Police Sergeant 1. The insignia for the rank of Sergeant shall be cloth chevrons, three inverted V- bars, silver on a black backing with mitered edges. 2. Sergeants having received their POST Supervisory Certificate shall wear three inverted V-bars with a rocker, silver on a black backing with mitered edges. 3. Sergeant chevrons shall be of single-unit construction and worn 1/2 inch below the patch on both sleeves of the long- or short-sleeved shirts. 4. Sergeant chevrons with rocker shall be worn the same as chevrons with no rocker. If the uniform sleeves do not accommodate these measurements, the sleeves may be lengthened, or patch adjusted accordingly, to fit the sleeve. e) Corporal 1. The insignia for the Corporal shall be cloth chevrons, two inverted V-bars, silver on a black backing with mitered edges. 2. Corporal chevrons shall be of single-unit construction and worn 1/2 inch below the patch on both sleeves of the long- or short-sleeved shirts. f) Advanced POST Certificate 1. The insignia for having earned an Advanced POST Certificate shall be a cloth chevron, one inverted V-bar, with one “*” under the ‘V’ of the chevron, silver on black backing with mitered edges. 2. Advanced POST Certificate chevron shall be of single-unit construction and worn 1/2 inch below the patch on both sleeves of the long- or short-sleeved shirts. g) Intermediate POST Certificate 1. The insignia for having earned an Intermediate POST Certificate shall be a cloth chevron, one inverted V-bar, silver on black backing with mitered edges. 2. Intermediate POST Certificate chevron shall be of single-unit construction and worn 1/2 inch below the patch on both sleeves of the long- or short-sleeved shirts.

AD200.3 SWORN OFFICER UNIFORM SPECIFICATIONS

LAPD-Certified Specifications are defined as follows:

Class ‘A’ Shirt

a) Patch pocket; flat pocket with a three-point flap b) Cloth badge holder with two black metal eyelets

Class ‘B’ Shirt

a) 65% Dacron Polyester/35% Avril Rayon or 100% wool b) Plain, rounded corner pockets

Pants will have six plain pockets without flaps; two front, two back, two sap.

Safety Glasses: Clear safety glasses or Department-approved sunglasses shall be worn when operating a motorcycle if not utilizing the helmet face shield.

Jacket: All civilian employees assigned to a position in which their primary functions are conducted inside the Department may wear the following jacket instead of the duty jacket. If their primary function is outside, then they shall wear the duty jacket.

The service stripe(s) shall be embroidered on the left sleeve at a 45-degree angle, 3/4 inch above the end of the cuff and in front of the center crease of the sleeve, in block form (e.g., two or more stripes shall be embroidered consecutively in the same manner). b) The service stripe(s) shall be worn on the left sleeve of the long-sleeved shirt. Service stripe(s) worn on the duty jacket are optional. c) One stripe may be worn for each five years of full-time service within a law enforcement agency. PSO Traffic Aide and Parking Control Specialists shall wear a black basket-weave trouser belt with radio holder and radio, and may carry OC spray and holder after having attended Department-approved training. The PSO Traffic Aide and Parking Control Specialists are authorized to wear the optional Blauer-brand outer vest carrier. The carrier must match the color and have a similar appearance of the underlying class ’B’ uniform shirt.

Class ‘C’ Uniform: Investigative Aides and Detective Aide PSO only.

COURTROOM ATTIRE. Refer to BPPD Policy § 348, Court Appearance and Subpoenas, for the required courtroom attire.

TRAINING ATTIRE. Employees of this Department should look professional when attending training classes. BPPD employees shall wear business casual or casual attire when attending on- site and off-site training. The only exemption to this will be at the direction of the training facilitator.

Business Casual and Casual Attire

a) Collared shirt (button-up or polo style) b) Slacks or Dockers-style pants c) Jeans and T-shirts are permissible, providing they are in good condition.

No tattered or torn clothing. No provocative or unprofessional logos. Employees shall not wear sweatpants, short pants, short skirts, open-toed shoes, or sandals while attending training, nor shall employees wear inappropriate attire, distracting attire, or attire not conducive to a classroom setting.

MATERNITY ATTIRE. BPPD employees should look professional at all times, no matter which assignment they are working. BPPD employees working a modified duty status due to pregnancy shall wear business casual attire consisting of the following:

a) Collared long- or short-sleeve shirt (button-up or polo style), or conservative maternity smock b) Dress slacks, Dockers-style slacks, or maternity slacks c) Closed-toe shoes d) Jacket (optional)

The employee may request modification of these standards based on practicality, or due to medical or health considerations. The employee’s supervisor may grant these modifications as appropriate.
