1. PURPOSE This provides Mesa Police Department (MPD) members with guidelines for wearing patches, badges, pins and ribbons.

2. PATCHES 2.1 Insignia Shoulder Patches A. MPD patches shall be worn on both sleeves of all shirts, jackets, or sweater. The top of the patch will be sewn 1/2-inch below the shoulder seam and centered on the sleeve crease. 1. All uniformed members shall use the full-size regulation patch. 2. Patches are obtained through uniform vendors. 3. Civilian uniformed members listed below shall wear a separate assignment title rocker panel above the regulation patch. a. Crime Scene specialist. b. Detention. c. Cadet. d. Municipal Security. e. Service Officer. 2.2 Civilian uniform insignia patches shall be worn as follows: A. The rocker panel will be on the shoulder seam and centered on the sleeve crease. B. Department patch will be worn 1/4-inch below the rocker panel as measured from the bottom middle of the rocker to the top of the middle point of the patch and centered on sleeve crease. C. Field Training Officer (FTO) patch will be worn 1/4-inch below Department patch and centered on sleeve crease. 2.3 Special Assignment Patches A. The following special assignment patches have been approved by the Uniform Committee: 1. Gang Investigations Section. 2. SWAT. 3. Air Support Unit. 4. Organized Crime Section. 5. 1. On the unit uniform shirt, jacket, sweater, jumpsuit, or outer vest carrier, centered above or below the member’s name plate/cloth name tag, and within the upper right quadrant of the garment. 2. Specialty assignment patches are to be removed once the member leaves the specialty assignment. 3. Specialty assignment patches shall not exceed 3.5 inches in diameter. 2.4 Chevrons A. MPD chevrons shall be worn on both sleeves of all shirts, jackets, or sweaters and sewn 1/2-inch below the shoulder patch, centered on sleeve crease. 1. Sergeant – Three chevron patch. 2. FTO – Single chevron patch with “Field Training Officer” embroidered below. 3. Civilian Supervisor – 3/4-inch silver three chevron pin worn on . 2.5 Service Stripes A. Service stripes will be worn on left sleeve of long sleeve shirts, jackets, or sweaters and sewn one-inch above the cuff along the inside center sleeve crease. B. Each stripe indicates four years of service with the MPD. 1. Additional stripes may be applied indicating years of service with other law enforcement agencies. (For example: sworn MCSO Deputy two years, MPD service six years would allow for two service stripes.) 2. Members with service must be off probation with MPD to apply appropriate service stripes. 3. This does not include any time served in the military. 2.6 Name Plate A. The top edge of the name plate will be aligned and centered with the top seam of the right pocket. B. Police Recruiter name tag can be worn in place of other name tag during assignment as a Police Recruiter. 2.7 Cloth Name Tags A. Cloth name tags shall be worn on jackets. 1. The tag shall be sewn above and centered on the right pocket. 2. The tag shall be black with your last name embroidered in white, block lettering.

2.8 Cloth A. Cloth badge shall be worn on jackets and sewn centered over the left pocket covering the badge holder. 1. All uniformed members shall use full size regulation patch. 2.9 Civilian Shirt Badges A. Civilians in uniform only (e.g.; Municipal Security Officers, Detention Officers, Teleserve Officers, Police Service Officers). B. Civilian badges are issued silver in color and inside the section title rocker on the top (e.g.; Municipal Security Officer, Detention Officer, etc.). Members may continue to wear their previously issued gold badges. 2.10 American Flag Patch & American Flag Blue Line Patch A. Class D Uniform only: 1. The American Flag patch or the American Flag Blue Line patch can be worn on the external vest carrier of the Class “D” uniform. 2. If worn, the American Flag patch or American Flag Blue Line patch shall be worn on the right upper chest just above the name tag. 3. The American Flag patch and American Flag Blue Line patch will be approximately 2” H x 3” W. 4. The stars on the patch shall be on the right side. 5. The American Flag patch will either be full color red, white, and blue with a white border or silver and black subdued color. 6. The American Flag Blue Line patch will be silver and black subdued color with a blue line through the middle of the flag.

3. SWORN MEMBER BADGES 3.1 General Regulations A. One shirt badge and one wallet badge will be issued to all sworn members. 1. The one shirt badge issued can be an officer shirt or detective shirt badge. 2. A sworn member can purchase their wallet badge and/or a flat badge at their own expense. 3.2 Shirt Badge A. Gold Badge 1. You will be awarded a gold badge once you have twenty years of cumulative service with the MPD. 2. Members can continue to wear their silver badge if they desire; however, only one shirt badge will be issued to the member. The member may purchase one of the badges at their own expense. 3.3 Wallet Badge A. All new sworn members, or promoted sworn members, will be issued a new wallet badge upon availability. B. All other sworn members are authorized to carry the wallet badge in the old badge . C. Wallet badges are the only exception where a sworn member can carry a badge in the old badge style. D. No gold wallet badges will be issued. E. NOTE: Civilians are not issued wallet badges. 3.4 Mourning Band on the Badge A. Black or black with thin blue line mourning bands shall be worn on a law enforcement badge only in the following circumstances: 1. Upon the line of duty death of a law enforcement officer (LEO) in the state of Arizona. a. The mourning band should be worn for the period of time from the time of death until the end of the funeral burial service. 2. Arizona Law Enforcement Memorial, first Monday in May, which is the same date as the MPD Memorial Service. 3. During National Peace Officers Memorial Week in May. 4. The day of any memorial service your agency has honoring your department’s LEOs who have died in the line of duty (first Monday in May). 5. When there is a national event where LEOs have been killed in the line of duty and the President of the United States orders the Nation to lower the American flag to half-staff. The mourning band will be worn from the date of death and removed at the conclusion of the final funeral burial service. 6. Active sworn member, non-line of duty death; mourning bands will be worn over the badges of all uniformed members only on the day of the funeral service. 7. Flags at police facilities will be flown at half-staff the day of the funeral for active sworn, non-line of duty death. 8. At the direction of the Chief of Police.

A. Department members can wear: 1. pins only if they were earned while working at MPD. 2. A specialty assignment pin earned during or after leaving the specialty assignment. 3. No more than one specialty assignment pin, one American Flag pin, one memorial pin, one awareness pin, or one division pin worn at a time. 4.2 American Flag Pin A. The American Flag pin can be worn in place of a memorial pin. B. Standard Uniform: 1. Wear pin on lower left portion of the right breast pocket flap, positioned one inch from the left edge of the flap and 1/2 inch above the bottom of the flap. 4.3 Awareness Pins A. Pins for special projects or health (medical) issues (e.g.; breast cancer, autism, special needs, Torch Run, etc.) can only be worn during the applicable month of the event or awareness campaign. The approval to wear an awareness pin on the uniform must be renewed (obtained) each year from the Chief of Police or designee as the approval will not be automatic. 1. Location/placement of the pin is as follows: a. Worn on the right breast pocket. B. The pin can be worn on a lanyard when not in uniform year-round. 4.4 Patrol Division Pins A. Pin is the division logo, circular in design, one inch in diameter. 1. Will be worn directly 1/2 inch above the name plate or ribbons and centered on the right pocket. 2. Members may only wear a patrol division pin while assigned to the specific patrol division. 4.5 Special Assignment Pins A. If worn, the following special assignment pins will be directly 1/2 inch above the name plate or ribbons and centered on the right pocket. 1. Sterling silver motor wings or winged wheel. 2. Silver canine (K-9). 3. Bomb or E.O.D. pin = sterling silver with flaming bomb set off with lightning bolts. 4. Hostage/SWAT. 5. Firearms Instructor pin = blue with silver lettering. 6. 7. Honor Guard pin. 8. Gang Investigations Section pin. 9. Gang Liaison Officer pin. 10. Phoenix-Mesa Gateway Airport (PMGA) Unit pin. 11. Organized Crime Section pin. 12. Street Crime Unit (SCU) pin. 4.6 Special Award Pins A. The special award pin will be worn directly 1/2 inch above the name plate or ribbons and centered on the right pocket, with the exception of the Service Pin, which will be worn directly underneath the name plate. 1. F.B.I. National Academy pin = silver FBINA pin. 2. Shooting badge. 3. Service Pin (“Serving Since”) = is matte brushed silver in color. This pin is optional for all uniformed members and can be worn with other award pins, ribbons, and badges. 4.7 Memorial Pins A. The Chairperson of the Uniform and Equipment Committee has a list of authorized pins and an example of each. B. Standard Uniform: 1. Wear pin on the lower left portion of the right breast pocket flap, positioned one inch from the left edge of the flap and 1/2 inch above the bottom of the flap. C. Silver “In Memory” pin to commemorate the passing of any MPD officer.

5. RIBBONS 5.1 General Regulations A. Ribbons can be worn centered directly above the name plate. B. Class “A,” Class “B” and uniforms: 1. All ribbons earned can be worn. 2. When more than one row of ribbons is displayed, appear from highest to lowest starting on top row. C. Class “D” or other specialty uniform: 1. A. Ribbons are to be displayed from highest award on the left with lesser awards in order to the right as follows. Refer to DPM 1.9.21 Uniform Ribbons Diagram. 1. of Honor. 2. Purple Heart. 3. Medal of Distinction. 4. Lifesaving Medal. 5. Medal of Excellence. 6. Community Partnership. 7. Teamwork Citation. 8. Unit Citation. 9. Commendation. 10. Physical Fitness. 11. Complaint Free Service (discontinued). B. A star attached to the ribbon designates the receipt of additional awards of the same type. C. A 3/16-inch silver star designates an additional award besides the ribbon. D. A 5/16-inch gold star designates the accumulation of five or more of the same award. E. Cannot wear a combination of gold and silver stars on any single ribbon.
