CATEGORY DATE ADOPTED LAST REVIEW NEXT REVIEW 2 10/13/2015 05/06/2021 05/06/2023 BUENA PARK POLICE DEPARTMENT STANDARD OPERATING PROCEDURES AD200 UNIFORM AND EQUIPMENT SPECIFICATIONS AD200.1 PURPOSE AND SCOPE This procedure clearly defines the uniform and equipment specifications for Buena Park Police Department General Order §1046, Uniform Regulations, to ensure uniformed personnel are readily identifiable to the public through the proper use and wearing of Department uniforms. AD200.1.2 ACCREDITATION STANDARDS This procedure pertains to the following CALEA Standards: 22.1.6, 26.1.1, 41.3.4 This procedure pertains to the following General Orders: 700, 1024, 1044, 1046, 1052 AD200.1.3 REVIEW The Uniform Committee, in conjunction with the Chief of Police or his/her designee, shall review and update this procedure annually. AD200.2 UNIFORM ACCOUTREMENT SPECIFICATIONS Metal Badge The badge shall be a silver-and-gold shield. It shall denote rank or assignment on top ribbon. “Buena Park Police” shall appear in the middle ribbon below the Buena Park City Seal. The employee’s ID number will be displayed on the bottom ribbon, unless at rank of Lieutenant or above, in which case the Chief of Police will have four stars (****) on the bottom ribbon, captains will have two stars (**) on bottom ribbon, and lieutenants will have one star (*) on bottom ribbon. Cloth Badge a) Civilian embroidered badge 1. Affixed to civilian Class ‘A’ and Class ‘B’ uniform shirts or polo-style shirts. i. Top ribbon: Rank or assignment ii. Middle ribbon: “BUENA PARK POLICE” iii. Lower ribbon: “23” or (*) b) Sworn cloth badge 1. Affixed to 5.11 tactical-style battle-dress uniform (BDU) or TDU uniform shirts, tactical vests, or duty jacket. i. Top ribbon: “POLICE OFFICER’ ii. Middle ribbon: “BUENA PARK POLICE” iii. Lower ribbon: “23” AD200 - Uniform and Equipment Specifications 1 CATEGORY DATE ADOPTED LAST REVIEW NEXT REVIEW 2 10/13/2015 05/06/2021 05/06/2023 BUENA PARK POLICE DEPARTMENT STANDARD OPERATING PROCEDURES Cloth badges shall be affixed over the left chest pocket (if present), or on the left chest area, as close to the traditional location as possible. Name Plate/Tape a) Metal name plate: Silver-colored, 2-3/8 inches in width and 1/2 inch in height, with first initial and last name in black block lettering, centered over the right chest pocket with its bottom edge aligning horizontally and touching the top edge of the pocket. b) Cloth name tape: Embossed 1/2-inch white or black block lettering (high contrast with the color of the uniform shirt), with first initial and last name, centered above the right chest pocket with the bottom edge aligning horizontally and touching the top edge of the pocket or, if no pocket, as close to the traditional location as possible. Departmental Shoulder Patches a) The full-size official Buena Park Police Department patches shall be worn on Class ‘A,’ Class ‘B,’ and specialized assignment uniforms as specified in this procedure. b) The patch shall be worn on both right and left sleeves of the uniform shirt. They shall be centered on the sleeve crease 1/2 inch below the shoulder seam. Service Stripes a) The service stripe(s) shall be 2 inches long by 1/4 inch wide. They shall be silver-colored on a black felt backing or directly embroidered onto the sleeve. The service stripe(s) shall be attached on the left sleeve at a 45-degree angle, 3/4 inch above the end of the cuff and in front of the center crease of the sleeve, in block form (e.g., two or more stripes shall be attached in unit, as opposed to each stripe being attached singularly); b) The service stripe(s) shall be worn on the left sleeve of the long-sleeved shirt. Service stripe(s) worn on the duty jacket are optional; c) One stripe may be worn for each five years of service as a sworn California Peace Officer. Officers are authorized to display their next earned stripe six months prior to their law enforcement anniversary date. Personal Award Medals, Ribbons, and Pins. Award neck medals, military-style cloth ribbons, and award pins with no corresponding ribbon, are authorized to be worn on ceremonial Class ‘A’ uniforms. Metal award ribbons and pins are authorized to be worn on non-ceremonial Class ‘A’ and Class ‘B’ uniforms. See Attachment A for a detailed list of approved cloth ribbons and ribbon devices. Personal awards shall be worn in accordance with the following: a) Neck medals shall be worn with the neck ribbon tucked under the shirt collar. The ribbon length shall be adjusted so the medal hangs centered between and level with the shirt pocket flaps. AD200 - Uniform and Equipment Specifications 2 CATEGORY DATE ADOPTED LAST REVIEW NEXT REVIEW 2 10/13/2015 05/06/2021 05/06/2023 BUENA PARK POLICE DEPARTMENT STANDARD OPERATING PROCEDURES b) Cloth ribbons shall be worn centered on the left shirt pocket flap (as worn), with the top edge of the ribbon rack even with the top seam of the pocket. Ribbons are to be arranged in order of precedence with the highest award placed inboard and at the top of the ribbon rack. A maximum of three rows, each with three ribbons (total of nine ribbons), may be worn. Bronze, silver, and gold star attachment devices shall be affixed to ribbons to indicate additional awards or milestones. Star attachment devices shall be centered horizontally and vertically on the ribbon. If a ribbon has a device, e.g., “V” or “C,” the first star should be placed 1/8-inch inboard of the primary device. A second star should be placed 1/8 inch to the outboard of the primary device. Subsequent award stars are listed in subsection (d) and a visual example of star placement is included in Attachment A. c) Metal award ribbons shall be worn at the top of the left shirt pocket flap (as worn), with the top edge of the ribbon aligned with the top edge of the pocket and centered on the pocket flap. If an employee has received more than one special award, the pins shall be worn next to each other, centered and aligned with the top edge of the pocket flap. They are to be arranged in order of precedence with the highest award placed inboard. d) Only one device may be worn for each award. For example, a ribbon may not be worn if the corresponding neck medal is worn, and an award pin may not be worn if the corresponding ribbon is worn. e) The following award devices are authorized: 1. Medal of Valor: cloth ribbon with “V” attachment, metal ribbon pin, or neck medal. Cloth ribbon subsequent awards shall consist of 5/16-inch gold stars. 2. Medal of Courage: cloth ribbon with “C” attachment, metal ribbon pin, or neck medal. Cloth ribbon subsequent awards shall consist of 5/16-inch gold stars. 3. Purple Heart: cloth ribbon, metal pin, or neck ribbon. Cloth ribbon subsequent awards shall consist of 5/16-inch gold stars. 4. Award of Merit: cloth ribbon. A 3/16-inch bronze star is awarded for the second through the fifth award of the ribbon; the 3/16-inch silver star will be worn in lieu of five 3/16-inch bronze stars. 5. Award of Distinguished Service: cloth ribbon. A 3/16-inch bronze star is awarded for the second through the fifth award of the ribbon; the 3/16-inch silver star will be worn in lieu of five 3/16-inch bronze stars. 6. Life Saving Award: cloth ribbon or metal ribbon pin. A 3/16-inch bronze star is awarded for the second through the fifth award of the ribbon; the 3/16-inch silver star will be worn in lieu of five 3/16-inch bronze stars. 7. CHP 10851 Award: metal pin. The metal “10851” pin shall be worn centered both horizontally and vertically in the right half of the right shirt pocket flap. Only one of the following may be worn: the CHP “10851” metal pin, the MADD pin, or the K-9 pin. 8. MADD Award: metal pin. The metal MADD pin shall be worn centered both horizontally and vertically in the right half of the right shirt pocket flap. Only one of the following may be worn: the CHP “10851” metal pin, the MADD pin, or the K-9 pin. 9. Manager/Supervisor of the Year: cloth ribbon. A 3/16-inch bronze star is awarded for the second through the fifth award of the ribbon; the 3/16-inch silver star will be worn in lieu of five 3/16-inch bronze stars. Reserve Officer of the Year: cloth ribbon. A 3/16-inch bronze star is awarded for the second through the fifth award of the ribbon; the 3/16-inch silver star will be worn in lieu of five 3/16-inch bronze stars. 12. Civilian of the Year: cloth ribbon. A 3/16-inch bronze star is awarded for the second through the fifth award of the ribbon; the 3/16-inch silver star will be worn in lieu of five 3/16-inch bronze stars.
