Department of Tourism Government of Kerala has decided to prepare a comprehensive Master plan for the Sustainable tourism development of Ashtamudi Back water region in Kollam District. Administrative sanction was accorded by the Govt. of Kerala vide GORt No. 5152/2013/TSM dated 24-6-2013. The details are elucidated in the scope of works given elsewhere in the document. 2. The Department of Tourism, Government of Kerala invites bids from Consultants/ Consortiums who have the minimum qualifications given below for carrying out consultancy services for the study and preparation of the comprehensive Master plan for sustainable development of tourism in the Ashtamudi Backwater region adopting the Principle of QCBS selection process. 3. The minimum eligibility criteria for short listing are : (i) Should have minimum five years experience in Tourism consulting and Preparation of Tourism Vision and Development Plans. (ii) Should have worked in the role of lead consultant for the preparation of at least 5 Nos. of Major Destination development master plans with macro and micro level detailing, during the last 5 years. (iii) Should have annual turnover of minimum `. 100.00 lakhs/year for the last 3 years. (iv) Should have a renowned architectural agency with office in Kerala as consortium partner or named sub consultants who are capable of conceptualization of development of similar region or destination in high standards. (v) Should have sufficient Consultants of various disciplines, Architects, Town Planners and Engineers, to prepare ready to implement development project reports. 4. Consultants, either individually or jointly (consortium and/or joint venture) shall submit Technical and Financial Proposals, under separate sealed covers, as per the Standard Bid Forms given in Section 4 and 5 of the RFP document. Bidders shall make a detailed presentation of their technical capability, their methodology, action plan and concept sketches of the destination, giving a broad outline of the developments proposed, before a Selection Committee set up for this purpose by the government, if required. 3 5. The bid document (Request for Proposal) can be downloaded from the Department’s website, htpp//www.keralatourism.org. 6. The selection will be based on the principles of Quality and Cost Based Selection (QCBS) procedure, described in the RFP document. 7. The bid document consisting of the Technical portion and Financial portion are to be submitted in separate sealed covers, named as Cover No.1 and Cover No.2, as described below : Cover No. 1 Technical Proposals (TP) to be submitted by the Consultants shall contain the following: Part 1 : Proforma & Details for Technical Proposal (see Section 4 of RFP) Part 2 : Information and Instructions to the Consultants Part 3 : Terms of Reference (TOR) Cover No. 2 Financial Proposals (FP) to be submitted by the Consultants shall contain: Performa and details for Financial Offers (see Section 5 of RFP) 8. In case bid documents are sent by the consultants through courier or post, consultants are required to make sure that the same is delivered before the bid closing time. Bids received after the closing time and date will not be entertained. 9. The proposals in Sealed Cover I & Cover II, put together in another Cover III sealed and super scribed the name of the job, shall be submitted to the office of the undersigned on or before 3.00 PM on 6-1-2014. The technical bid (Cover I only) will be opened at 4.00 PM on the same day. After evaluation the consultants who obtain the minimum qualification will be short listed and called for making a presentation. After detailed evaluation of the Technical bid and the presentation the final short listing will be done by the committee based on the Technical score. Agencies that achieve a minimum technical score of 60% will be finally short listed and their financial bid, opened at a specified date and time after intimating individually. DIRECTOR DEPARTMENT OF TOURISM GOVERNMENT OF KERALA 4 SECTION. 2 TERMS OF REFERENCE for preparation of Comprehensive Master plan for the Sustainable Development of Tourism in Ashtamudi Back water Region in Kollam District 1.0 Background Government of Kerala has recognized Tourism as one of core competent sectors, which can substantially contribute to the overall development of the State. Government of India and the State Government have come out with many strategies for tourism development, since tourism not only has economic development and possibilities for foreign exchange earnings, but also has a high multiplier effect directly contributing to the local economy, by creating a large number of direct and indirect job opportunities. It is observed that a very important contribution of tourism development in an area is the specific enhancement of the quality of the environs and the infrastructure in the area, which benefit not only the tourists but also the local population. Ashtamudi is located in Kollam District and extends upto Neendakara where it enters into the sea. Kollam an old sea port town on Arabian coast is the major urban centre in the vicinity and regarded as the entry point to this lake circuit. This place is located at only 72 km. from Thiruvananthapuram, the capital city of Kerala in which the nearest International Air port is located. Places close to Kollam city include the calm and scenic Thirumullavaram and Thangasseri Beaches. Ashtamudi means eight branches (Ashta = eight, mudi = branch). This name is indicative of the lake’s topography, a lake with multiple branches. Ashtamudi is one of the largest wetland eco systems in Kerala. The arms coverage into a single outlet at Neendakara near Kollam to enter into the Lakshadeep sea. The Ashtamudi wetland encompassing an area of 61,400 hectares is among the three areas from Kerala which were included in the list of wetlands of international importance in August 2002 as defined by the Ramsar Convention (1971) for the conservation and sustainable utilization of wetlands. The Ramsar Convention is an international treaty for the conservation and sustainable utilization of wetlands, ie. to stem the progressive encroachment on and loss of wetlands now and in the future recognizing the fundamental ecological functions of wetlands and their economic, cultural, scientific and recreational value. 5 The major river discharging into the Ashtamudi lake is the Kallada river, formed by the confluence of three rivers viz. the Kulathupuzha the Chendurini and Kalthuruthy. The Kallada river originates from the western ghats. It traverses through Virgin forests and finally falls into the Ashtamudi wetland after traversing a distance of about 120 km. It is the second largest wetland in the Kerala State and deepest among all the estuaries of Kerala with a maximum depth of 6.4 m. at confluence zone. The Ashtamudi lake stretching across 16 kms in length is generally, regarded as the gateway to Kerala’s backwaters, hence its importance in being developed in a sustainable manner will have a salutary effect on its recreational and tourist potentials. 1.1 Bio diversity Flora : The WWF has noted that the wetland supports around 43 marshy and mangrove species. Fauna : The lake supports 57 species of avifauna of which 6 are migratory and 51 resident species, 97 species of fishes and unique copepod species. It is also a congenial habitat for all species of pen acid and palacmonid prawns edible crabs, black clams and a variety of fish. 1.2 Present Scenario A beautiful calm water spread exists with enchanting greenery on the banks. The Ashtamudi lake and its shores are not developed to utilize the optimum potential of the water body and its shores for Tourism. The backwater at present faces the threat of pollution which affects the water quality adversely. This results in serious degradation of Natural habitat. The water body is also facing threat of reclamation. The water pollution is caused by • Oil spills from thousands of fishing boats. • Industries such as paper mills, Aluminium Industries and ceramics. • Coconut husk retting. • Disposal of huge quantities of untreated sewage from Kollam city, direct disposal of human excreta from hanging latrines. In addition natural habitat faces serious degradation including reclamation of the estuary. The whole area requires development controls and total development of existing facilities with optimum utilization of tourism resources, with a vision to make it a world class tourism destination in the near future. 6 2.0 Objective To prepare the development scheme on principle of water based tourism experience to make Ashtamudi lake and surrounding areas into a high class tourism destination with various key centres of development selected based on tourist attractions and possibility of giving varied Tourism experiences. These destination points could be developed depending on the availability of land for various cultural / recreational activities. The Ashatamudi basin presents geography of vast diversity and topographic beauty in the form of islands, freshwater rivers, lagoon formations and rocky outcrops. The diversity of landforms can be effectively integrated with the proposed scheme and by proper marketing they can become the USP of the scheme.

Information about the coastal marine algae of Ta mil Nadu (Subharamaih at al., 1979), Gujarat (Desai, 1967; Sreenivasa Rao et a/., 1964; Chauhan and Krishna Muriy, 1968; Bhanderi, 1974; Bhanderi and Trivedi, 1975; Chauhan and Mairah, 1978). Physicochemical characteristics of water and sediment, productivity, plankton count, coliform count and correlation coefficients of various parameters were analysed for a period of one year from June 1999 to May 2000. It showed that the water characteristics such as conductivity, turbidity, colour, pH, total alkalinity, chloride, total hardness, silicate, phosphate, nitrate, iron, sodium and potassium; primary productivity, plankton count, and sediment characteristics such as pH, organic matter, potassium and nitrate registered higher values during non-rainy season. Coliform count recorded higher value during monsoon season. From the correlation study, it was inferred that several characteristics of water, sediment and primary productivity were interrelated. Comparison of water characteristics with BIS for drinking and swimming water showed that the pond water was mainly contaminated with coliform bacteria. However, the physico-chemical characteristics indicated that it could be used as a potential water source for drinking, swimming and for secondary production after proper treatment.
