MAESTEG TOWN COUNCIL COUNCIL MEETING Minutes of a meeting of the Council held at the Council Chamber, Council Offices, Talbot Street, Maesteg, on Tuesday, 1st August 2017. PRESENT: COUNCILLORS: I A Williams (Mayor) W May, L Beedle, P W Jenkins, D K Edwards, D L Evans, R Collins, C Reeves, L Thomas, P Davies, S B Smith, P White, R Lewis. APOLOGIES for absence received from Councillors G Bevan, R Penhale-Thomas, R Davies and A James. DECLARATION OF INTEREST: Cllrs D K Edwards, P White, P Davies and R Collins declared an interest in items relating to Bridgend County Borough Council, including Development Control. His Worship the Mayor, Cllr I A Williams, declared an interest in items relating to Llangynwyd Middle Community Council. The Clerk made the Council’s Register of Interest available for Members to update. 92 GIDEON INTERNATIONAL The Mayor welcomed Mr Lloyd and a colleague from Gideon’s International to the Council Meeting. Mr Lloyd thanked the Council for the opportunity to present a copy of the Bible once again to its Mayor, and stated that he hoped the Bible would guide the Mayor through his year of Office and extended the best wishes of the Organisation to all Members of the Council. The Mayor thanked the gentlemen for attending and their presentation of the Bible. The Mayor extended best wishes to Mr Lloyd on his forthcoming retirement. 93 THE BATTLE OF PASSCHENDAELE – “THE VALLEY REMEMBERS” Mr R Meredith was welcomed to the meeting. Firstly, the Council were thanked for allowing the Maesteg Branch of the British Legion to use the Council Office Building to stage the Passchendaele Exhibition; a most fitting venue as the Chamber was used to hear WW1 appeals against conscription. Members received a brief history of the 9 Battles fought and a report on the Commemoration Events to date to honour the 32 men from Llynfi Valley who lost their lives. Members noted that the Exhibition to date had received over two hundred visitors. Members thanked Mr Meredith for his commitment and dedication for his research work and in organising the Exhibition on behalf of the Maesteg Branch of the British Legion. 94 POLICE MATTERS Apologies received from the Inspector and Sgt Bradley. Members considered the figures for the month of July 2017, comparing them to the crimes committed in the various categories for 2016. MATTERS ARISING 97 MINUTE 66 RECEIPT OF MEETING DOCUMENTATION The Clerk advised that for clarification an extract from The Governors Good Council Guide advises that: “At least three clear days before each Council or Committee meeting, a summons and agenda should be sent to Councillors. The three clear days is established in law because it is important to be notified of issues to be discussed. The agenda is the list of items to be covered during a meeting. It identifies the “business to be transacted” and forms part of the summons. Three clear days has a specific legal meaning in relation to the issuing of the agenda. It does not include the day on which the agenda was sent out, or the day of the meeting. It also excludes Sundays, bank holidays and the days of the Christmas and Easter breaks.” The Clerk assured Members of the Council, that unless there is unforeseen circumstances, the above will be adhered to. RESOLVED: That the information be noted. 98 MINUTE 67 SPIRIT OF LLYNFI WOODLAND AND CELEBRATION EVENT E-mail received from Llynfi Woodland Group and Natural Resources Wales extending sincere thanks for the Mayor’s attendance at the Capsule celebration event on Saturday, 15th July 2017. The on-going support of Maesteg Town Council for the Woodland Project is greatly valued and both organisations look forward to the Council’s continuing involvement, helping to make this a truly fantastic woodland for both the current and future generations. RESOLVED: To note the information. 99 MINUTE 67 IDENTIFICATION CARDS The cost of the above confirmed at £4 each which will contain photograph, name of Councillor and Maesteg Town Council with Crest. RESOLVED: To note the information. 100 MINUTE 68 EMI PROVISION WITHIN THE LLYNFI VALLEY Information received from Community Engagement Manager, Morganstone, regarding commencement of enabling works to Maesteg Extra Care Residential Scheme. Local residents, businesses, etc. invited to attend a pre-commencement meeting arranged for Thursday, 22nd June from 5.30 pm to 7.30 pm at the Community Hub, Castle Street, Maesteg. The meeting is an informal drop-in event giving the opportunity for members of the local community to discuss the project and meet the team working on the project. In response to a question raised, the Clerk confirmed that on behalf of the Council, she had written to the Head of Adult Social Care, Social Services and Wellbeing Directorate, requesting clarification on EMI provision. RESOLVED: To note the information. 101 MINUTE 79 LOCAL FLOOD FORUM Letter received from Huw Irranca-Davies AM and Chris Elmore MP regarding the above, offering assistance and advice; copy of which sent to Members for information. Several members highlighted the concerns still being expressed by residents with regard to the culverts within the Garth location. It was confirmed that a meeting had been requested with the Leader and Corporate Director of Communities, Bridgend County Borough Council , to discuss this issue and to consider ways of preventing such flooding occurring in the future. It was felt that viewing the CCTV footage in and around these locations would be beneficial. With regard to the setting up of a Local Flood Forum, consultation would be required in the first instance with residents. RESOLVED: To await developments. 102 MINUTE 82 CODE OF CONDUCT TRAINING E-mail received from the Monitoring Office, BCBC, advising that provision of 2 training courses will be available; dates to be confirmed. RESOLVED: To await information. 103 MINUTE 85 GWYL MAESTEG FESTIVAL 2017 Several letters received during the month thanking the Council for hosting a successful Festival and thanking everyone involved behind the scenes and the organisers; which included letters from The Worshipful the Mayor, Councillor Pam Davies and Consort, Caerau Senior Citizens, Staff of Tynant Nursing Home, Chairman of Merthyr Mawr Community Council, Maesteg Hospital Staff and League of Friends, Llynfi Valley Amateur Dramatic Society, Dance Colloboration. RESOLVED: To note the information. 104 MINUTE NUMBER 90 FINANCIAL APPLICATIONS Letters of thanks received from: Marie Curie Cor Meibion Male Voice Choir The Samaritans RESOLVED: To note the information. 105 LIST OF PAYMENTS FOR THE MONTH OF JULY 2017 RESOLVED: That the List of Payments made by the Council during the month of July 2017; copy of which had been circulated to Members, be accepted, confirmed and signed by the Mayor. CORRESPONDENCE 106 CAERAU MINEWATER HEAT PROJECT EXHIBITION Documentation received from Bridgend County Borough Council’s Sustainable Development Team regarding the above arranged for Tuesday, 11th July at St Cynfelyn’s Church Hall, Cymmer Road, Caerau, Maesteg, CF34 0PT. An opportunity to as questions about the project, and to see some exhibits relating to energy use. The Clerk advised sent to Councillors for their information. RESOLVED: To confirm action taken and information noted. 107 THE BATTLE OF PASSCHENDAELE – “THE VALLEY REMEMBERS” On request of Maesteg Branch of the British Legion the following information was forwarded to Councillors: Special Concert and Memorial Service to be held at Our Lady & St Patrick’s Catholic Parish, Maesteg, to commemorate and remember those 32 men of the Llynfi Valley who died at the Battle of Passchendaele, Belgium. Saturday, 15th July 2017, 6.30 for 7 pm. 1917-2017 Exhibition to commemorate and remember the heroes of this horrific Battle, at the Council Offices, July 17th extended to the 2nd August 2017. To date over 170 family members /members of the public have visited the Exhibition. Many touched by the information and history provided. On Monday, 31st July at 11 am, the day the Battle commenced a Century ago, a service of remembrance at the War Memorial will be held. Three poppy wreaths will be laid in memory of the men who never came home. A Wreath will be taken to Langemark and laid on behalf of the Irish Regiment on Friday, 18th August 2017.
