Among these 16 applications, 1 was approved, 1 was approved with conditions, 1 was referred to EE&CA, 6 were rejected and 7 were withdrawn in this report period from April 2005 to March 2006 (as incorporated in the table in paragraph 2 above). 1

4. At the meeting on 28 June 2005, Members reviewed the principles for vetting new applications and applications for extension of existing projects and decided that -

(i) new applications or applications for extension of existing projects should set out how long the projects would take to become self-sustained;

(ii) applications for extension of existing projects should show enhancement/ improvement in different aspects such as cost-effectiveness, modes or scope of recovery, quantity and types of recyclables, diminishing reliance on ECF funding support without compromising the performance of the projects;

(iii) the reliance on souvenir as a means to provide incentive to participants should be gradually reduced;

(iv) no funding would be given for opening ceremony for an extension project;

(v) a maximum of 2 workers would be funded for the operation of each mobile collection station;

(vi) recipient organizations must ensure that their recyclables would not be dumped in landfills; and

(vii) recipient organizations should keep the capital equipment in good condition after completion of their projects until demanded to return them by the Secretariat.

5. The WRPVSC also revised the current level of support for expenses of some of the expenditure items in a bid to have more effective control of the resources.

Advice Sought
