    RESEARCH PAPER SERIES, 2013–14 4 APRIL 2014 South Sudan crisis Nicole Brangwin Foreign Affairs, Defence and Security Executive summary • In mid-December 2013, the newly formed country of South Sudan erupted into violence, creating a significant humanitarian crisis. • Violence spread rapidly across the country, mainly along ethnic lines, and thousands were killed. • The United Nations Mission in the Republic of South Sudan (UNMISS) came under attack with two Indian peacekeepers killed. • The UN Security Council adopted a resolution on 24 December 2013 to significantly increase the military and police contribution to UNMISS. • Australia contributes military and police personnel to UNMISS and recently provided additional support through strategic airlift operations. • Despite a peace agreement being reached on 23 January 2014, which included terms for a ceasefire, the violence continues. • Since the crisis started, 709,000 people have been internally displaced and 249,000 have sought refuge in neighbouring countries. • Peace negotiations backed by the UN and the African Union are ongoing, but are yet to produce a sustainable solution to the crisis. The kitchen staff of the Club did an excellent job in the preperations of the food and the ladies from the To- ronto RSL Women’s Auxiliary and their volunteers did an excellent job of de- livering it to the people there for breakfast. I would like to thank all those in- volved outside of the ladies that assisted in the day to make it the success that it was.

Air Force is currently planning for force extraction. Operation Cathedral is the ADF contribution in support of the Papua New Guinea elections. Cessation of this operation is expected in August 2012, so planning is well underway for withdrawal of resources. This will be the last operational mission for the C-130-H Hercules Transport aircraft. Operation Resolute is the ADF’s contribution to the whole- of-government effort to protect Australia’s borders and offshore maritime interests. It is the only ADF operation that currently defends homeland Australia and its assets. 2012 has witnessed an increase in operational tempo and areas of interest which has required Air Force to respond with operation of our P3-C Orion Long-Range Maritime Patrol aircraft from various locations.

Prior to 2006 the international community’s main concern focused on possible tensions in East Timor’s relations with Indonesia. Now the main threat to East Timor is internal strife resulting from weak, or collapsed, state institutions, rivalries among elites, a poor economy, unemployment, and east-west tensions within the country. The reintroduction of peacekeeping troops and a United Nations mission, the flow of revenue from hydrocarbon resources in the Timor Sea, and upcoming elections may help East Timor move towards more effective and democratic government. East Timor could potentially gain significant wealth from energy resources beneath the Timor Sea. With the help of a transitional United Nations administration, East Timor emerged in 2002 as an independent state after a long history of Portugese colonialism and, more recently, Indonesian rule. This followed a U.N.-organized 1999 referendum in which the East Timorese overwhelmingly voted for independence and after which Indonesian-backed pro-integrationist militias went on a rampage. Under several different mandates, the United Nations has provided peacekeeping, humanitarian and reconstruction assistance, and capacity building to establish a functioning government. Many challenges remain, including the need for economic development and sustained support by the international community. Congressional concerns focus on security and the role of the United Nations, human rights, and East Timor’s boundary disputes with Australia and Indonesia.

    1 Time to move on in the defence policy debate Mark O’Neill Paul Dibb has been an important participant in the Australian defence policy debate. His ideas were influential in the 1987 Defence White paper, ‘Defence of Australia.’ (Department of Defence, 1987). Whether you are a proponent or opponent, the ‘Defence of Australia’ has long set the parameters for the defence policy debate in Australia. It institutionalised the concept of ‘strategic geography’ as the force structure determinant for the Australian Defence Force (ADF). However, it is time for the policy debate to move on and look beyond the primacy previously accorded to strategic geography. Put simply, the reality of today’s security environment no longer fits the theory that underpinned the ‘Defence of Australia.’ In his recent article ‘Is strategic geography relevant to Australia’s current defence policy?’ in the Australian Journal of International Affairs (Dibb, 2006) Dibb seeks to re-affirm the importance of strategic geography to the defence policy debate. Three key problems arise from this attempt: First, the article’s strong support for the re- establishment of the link between strategic geography and force structure ignores the reality of defence operational activity over the last two decades. Secondly, the article does not correctly situate the role of geography and the national interest in strategy formulation. Finally, the analysis of Australia’s involvement in past conflicts, the term ‘expeditionary’ war and the decision to update the Army’s tanks is flawed. Discontinuity between policy and practice The year 1987 was significant militarily because it saw Australia’s first serious effort to mount a major military operation since the end of the Vietnam War – an attempt to assist Australian citizens in Fiji after that nation’s coup.
