According to media and informant reports, untold thousands of Uyghurs and other Muslims have been and are being detained in clandestine political re-education facilities, with major implications for society, local economies and ethnic relations. Considering that the Chinese state is currently denying the very existence of these facilities, this paper investigates publicly available evidence from official sources, including government websites, media reports and other Chinese internet sources. First, it briefly charts the history and present context of political re-education. Second, it looks at the recent evolution of re-education in Xinjiang in the context of ‘de-extremification’ work. Finally, it evaluates detailed empirical evidence pertaining to the present re-education drive. With Xinjiang as the ‘core hub’ of the Belt and Road Initiative, Beijing appears determined to pursue a definitive solution to the Uyghur question. Since summer 2017, troubling reports emerged about large-scale internments of Muslims (Uyghurs, Kazakhs and Kyrgyz) in China's northwest Xinjiang Uyghur Autonomous Region (XUAR). By the end of the year, reports emerged that some ethnic minority townships had detained up to 10 percent of the entire population, and that in the Uyghur-dominated Kashgar Prefecture alone, numbers of interned persons had reached 120,000 (The Guardian, January 25, 2018).

Xinjiang Security Measures and Conflict During the Commission’s 2016 reporting year, central and re- gional authorities continued to implement repressive security measures targeting Uyghur communities in the Xinjiang Uyghur Autonomous Region (XUAR). In October 2015, Yu Zhengsheng, a member of the Standing Committee of the Communist Party Cen- tral Committee Political Bureau, said authorities should focus on counterterrorism in order to achieve stability in the XUAR.1 Re- ports from international media and rights advocates documented arbitrary detentions,2 oppressive security checkpoints 3 and pa- trols,4 the forcible return of Uyghurs to the XUAR from other prov- inces as part of heightened security measures,5 and forced labor as a means to ‘‘ensure stability.’’ 6 Meng Jianzhu, head of the Party Central Committee Political and Legal Affairs Commission, repeat- edly stressed the need for authorities to ‘‘eradicate extremism,’’ in particular ‘‘religious extremism,’’ in the XUAR in conjunction with security measures.7 The U.S. Government and international ob- servers have asserted that XUAR officials have justified restric- tions on Uyghurs’ religious freedom by equating them with efforts to combat extremism.8 The Commission observed fewer reports of violent incidents in- volving ethnic or political tensions in the XUAR in the 2016 report- ing year than in previous reporting years,9 though it was unclear whether less violence occurred, or Chinese authorities prevented public disclosure of the information. However, the report also includes significant new perspectives on the work, because the continuation of the project has made it possible to begin making some anticipated comparisons among commemorations, identifying changes and continuities in relation to the previous year’s data. As a result, the interpretations that are inferred in the present study have greater analytical depth, thanks to expanded sampling capability. At the wider European level, the prominent commemorative dates captured in the report are Holocaust Remembrance Day (27 January) and Europe Day (9 May). As noted in the previous report, the two dates in question are stable, annual events, so the monitoring of their evolution is easier than tracking one-off events like centenaries or other anniversaries. Also, at the specifically Spanish level, data were again collected on the commemoration of the Second Spanish Republic (14 April). It is necessary once again to recall that the anniversary of the proclamation of the Second Spanish Republic is not recognised by the Spanish state as an official holiday. However, the anniversary has remained deeply rooted in popular memory for generations, making the event an example of informal remembrance kept alive by popular initiative without any planning support from the state executive (though sometimes with backing at the municipal level or from some political parties).

In recent years we have seen booksellers abducted, democracy activists denied the right to stand in elections, elected lawmakers thrown out of the Legislative Council, and student protest leaders imprisoned. With the 19th Chinese Communist Party Congress bringing back echoes of a Maoist past, and the British human rights activist Benedict Rogers denied entry into Hong Kong on direct orders from Beijing, I decided to travel to Hong Kong to better understand the situation. This report contains my reflections on my recent visit to Hong Kong in November. I met with fellow legislators, legal experts and political activists in Hong Kong. The visit highlighted that the rights enshrined in Hong Kong’s Basic Law and the Sino-British Joint Declaration appear under threat in the following areas: Rule of Law in Hong Kong • Senior international lawyers engaged in Hong Kong assured me that the rule of law remains intact • in the city, and that judges retain their objectivity.     China’s Response to the Coronavirus Pandemic: Fighting Two Enemies Eva Pils 2020-05-25T13:03:57 Autocratic crisis management as model? In many countries around the world, the coronavirus outbreak may have increased the risk of democratic retrogression, as a result of proto-autocratic emergency responses to the public health crises unfolding in their societies. In China, autocracy is already well-entrenched. From the perspective of the Chinese Communist Party, indeed, its handling of the pandemic has been a global model teaching us that China’s governance system is better suited to deal with crises than liberal democracies with their complex constraints on emergency powers. But the reality of China’s coronavirus experience raises distinctive legal-political concerns. The Party has used its vast and concentrated power to fight not only the virus, but also domestic critics of its response, including medical professionals, journalists, human rights activists, a constitutional law professor, and citizens simply speaking up via the social media because they were engaged, or enraged, or both. The fight against one of these ‘enemies’, inevitably, has affected that against the other. To understand this correlation, it is necessary to recall how China’s public health emergency unfolded. It is now believed that the global coronavirus crisis started in November 2019, when the first infections were recorded in Wuhan, an 11 million city in Hubei Province, central China. As the dangerous nature of the new disease unfolded in the following weeks, local and central authorities came under rising pressure to acknowledge the problem; but instead, they suppressed its discussion by healthcare workers even after taking some initial measures to contain and study the outbreak.
