1. EXECUTIVE SUMMARY

 This summary presents a brief summary of the Dolomite Mine located at village:Malegaon, Tehsil: Sausar, Dist: Chhindwara, Madhya pradesh.  M/s Vasudha Minerals & Chemicals , Nagpur, M.S. is holding mining lease over an area of 3.084 Ha in village Malegaon of Chhindwara district, M.P. from a period of 20 years with effect from 26 January 2006 to 26 January 2026.  The actual production of ore during last 5 years has been 50,800 tonnes as against 1,66,665 tonnes i.e. it has been lower by 1,16,000 tonnes approximately  It is proposed to produce 34337 TPA Dolomite.  The Mining Plan was prepared under Rule 22 of MCR 1960 over an area of 3.084hectares in village Malegaon of Sausar Tahsil of Chhindwara District of Madhya Pradesh and approved by the Controller of Mines, (Central Zone) Indian Bureau of Mines, Nagpur vide letter No. CNW/DOL/MPLN-251/NGP dt 25/05/2007.  The region has good deposits of Dolomite of area is SMS grade and is being dispatched to steel plants like Bhilai, NECO, Smelters in Drug, Nagpur, and such other small steel units in Madhya Pradesh, Chhattisgarh and Maharashtra which are about 300 km from mine head.  Looking at the market demand for Dolomite ore modified mining with a rated capacity of 34337 TPA has been submitted to IBM for approval.  The applied M.L. area over 3.084 hectares is covered within the Survey of Toposheet No. 55 K/14 on a scale of 1:50,000 and it lies latitude and longitude of the center is 21030’36.26”N and 78055’38.20”E.  M/s Vasudha Minerals & Chemicals has initiated all the necessary steps for increase in the production of Dolomite from Malegaon Dolomite Mines.  The lease area as a high relief on eastern boundary pillars and slopping towards Western, NE and North. The highest contour is 355 m and lowest contour is 334 m.  During the first 5 years of mining plan, the applicant has drilled one borewell for drinking water adjoining NW corner of the area, where dolomite was encountered to more than 90 meters. No additional exploration. There has proposal of one borehole in last Scheme of Mining, which has not been carried out. Mine Production as per Approved Mining Plan: the mining was proposed by opencast method by forming 3x3m. size. The removal of OB (soil) and mining of dolomite would be simultaneous.

 The sequence of unit operations in open cast semi mechanized mining consists of removal of soil and waste material i.e. overburden and dumping at suitable site, fragmentation of mineral from in-situ formation, excavation, sizing and sorting, loading and hauling and some other miscellaneous work. Removal of soil and waste material will carried out using shovel dumper combination and production of Dolomite ore by manual means. Drilling of shot holes and blasting would be carried out by engaging private licensed agency.  The Dolomite mine will be developed as Opencast semi- Mechanized Mine for the production of Dolomite @ 34337 TPA. It is also proposed to obtain recovery of ore from old dumps. Commercially exploitable Dolomite deposits occur in this proposed mining lease.  While mining the dolomite, the waste material likely to be generated as shale chips and chert boulder sand are sorted. The 10% waste from ROM is separately stacked as reject dumps.

 The water requirement of the project is estimated to be 25 m3/day of the water is required for drinking/domestic purpose. Water requirement for dust suppression (within the lease and outside the lease in nearby villages), plantation will be met from mine water and from rainwater collected in mining pit.  The power requirement will be met from adjoining from State electricity board.  Ground water table is expected to be at more than 20-25 m depth from surface level.  The mining will be carried out as per the approved mining plan. During Mining Plan period, the mining operation will be done by development of semi-mechanized opencast method. The plantation program will be taken up in the areas in future in a systematic manner and plantation will be carried out, starting with soil binding grasses and shrubs followed by larger trees species. Local varieties of plants shall be given predominance along with introduction of some exotic species.  Uncontaminated topsoil, will be meticulously removed and transported to the non mineralized zone for future plantation.  Estimated project cost is Rs.40 Lacs. The capital budget for environmental protection measure is estimated to be Rs.2 Lacs per annum.  In addition there are various places of worship/ tourist place and historical places exists in 15 Km radius of the project, but these are located more than 10 km radius  There is no National Park, Wildlife sanctuary, defense installation or sensitive area located within 15 km radius of the mine.

2. INTRODUCTION OF THE PROJECT / BACKGROUND INFORMATION.

i) Identification of Project and Project Proponent

 M/s Vasudha Minerals & Chemicals , Chhindwara, M.P. is holding mining lease over an area of 3.084 hectares in village Malegaon of Chhindwara district, M.P. for a period of 10 years with effect from 23 January 1996 to 22 January 2006. The tenwal by 20 years was granted by Govt. of M.P. vide letter no. 360/2006 112/2dt. 13/09/2007.  Mining lease for Dolomite ore over an area of 3.084 Hectares in village: Malegaon , District: Chhindwara, M.S. Vasudha Minerals & Chemicals, Chhindwara vide Govt. of Madhya Pradesh vide letter no. order No. 360/2006 112/2dt. 13/09/2007 for a period of 20 years. The said lease was executed by the lessee on 23/01/1996.  Environmental Clearance for this mine has to be obtained under EIA Notification 2006.

ii) Brief description of nature of the project  M/s Vasudha Minerals & Chemicals has proposed expansion in production from existing mine at village: Malegaon, Tehsil: Sausar, Dist: Chhindwara, Madhya pradesh.  The Mining Plan was prepared under Rule 24 A of MCR 1960 over an area of 3.084 hectares in village Malegaon of Sausar tahsil of Chhindwara District of Madhya pradesh and approved by the Controller of Mines, (Central Zone) Indian Bureau of Mines, Nagpur vide letter No. CNW/DOL/MPLM-251/NGP dt 15/05/2012. This Mining Plan is valid up to 5 years i.e. up to March ending 2017.  The mining lease was granted to M/s Vasudha Minerals from 23/01/1996 to 22/01/2006 for 10 years. The renewal by 20 years was granted by Govt. of Madhya Pradesh vide letter no. 360/2006 dt.13.09.2007.

iii) Need for the project and its important to the country and or region. Dolomite is one of the major mineral deposits occurring in the Indian sub-continent. It has played a great role in development of civilization and industrialization. The occurrence of Dolomite ore in the proposed area is proved by the way of exploration and its production has important role in the steel industries. The M.L. area over 3.084 Ha is covered within the Survey of India toposheet No. 55 K/4. The capacity of the proposed Dolomite mine to cater the need of Dolomite plant is 34337 MTPA. The region, where the project is situated is mostly dependant on agriculture and other mining industry. The development of mining

in the area is directly and indirectly going to contribute in increasing employment, infrastructure, communication, and socioeconomic infrastructure.

iv) Employment Generation (Direct and Indirect) due to the project.

The mine will directly employ about 20 workers. There will be also employment generation in secondary and tertiary sectors. It is proposed to employ the local population wherever

possible in the proposed project activities.

3. PROJECT DESCRIPTION

i) Type of project including interlinked and Interdependent project, if any. The proposed enhance of production of Dolomite by opencast/underground mining and dump mining @ 34337 MTPA by opencast mine. There is no interlinked project with this mine.

ii) Location (map showing general location, specific location, and project boundary & project site layout) with coordinates. Figure 1 gives the general and specific location of Malegaon Dolomite Mines. The lease area is about 62 km from Nagpur via Saoner by NH-7 for Malegaon village, there is bifurcation from Kelvad and it is connected by tar road and party by murrum road. The lease is located about 7 km north east of Kelvad Township.

The area proposed for mining lease is 62 Km. away from head quarter. It falls in Survey of India Toposheet no. 55 K/4. The latitude and longitude of the center is 21030’36.26”N and 79055’38.20”E.

Map 1 gives the project boundary of 3.084 Ha on Surface Plan and showing geographical teachers of the mining lease area. The coordinates of the boundary are given in Annexure 2.

iii) Details of alternate sites considered and the basis of selecting the proposed site, particularly the environmental consideration gone into should be highlighted. Mining is a site specific and has to be undertaken at the place of the occurrence of the mineral and hence no alternative sites explored.

iv) Size or magnitude of operation. The proposed mining Lease Area is 3.084Ha with Production capacity of Dolomite 34337 MTPA.

v) Project description with process details (a schematic diagram/ flow chart showing the project layout, components of the project etc. should be given). Geology of the area as dealt in mine plan has been considered for the study and relevant portions are reproduced below  Regional Geology : The regional geological picture as per GSI District Resource Map of Chindwara, has been the famous Sausar series with manganese ore. However there has been the following rock type of gnessic complexat bottom followed by Tirodi group and Sausar group of rocks of Proterozoic to Palaeo Meaxozoic age. The Lohangi and Chorbaoli Formations are prevailing. There has been no dolomitic formation indicated in rock types, however marble, calc granite are indicated under Lohangi and Chorbaoli formations. The stratigraphic sequence is as below.

Local Geology of the Mine: the lease area is almost entirely covered by dolomite from top of hillocks down the pit working and ground level. There is a thin soil cover of 1m on pit tops and could be seen in pit section and NE and southern part of area, at present non-mining areas shows soil cover. the pit section shows the following sequence. Soil ---- 1m Chert boulders Dolomite ----- from top to hills to ground level, below soil Phyllites Layers------very thin

 Reserves : Total recoverable reserves available in the area are as under;

 There is every possibility of increase in the reserves due to dipping ore body and continuation further towards strike direction due east which has not been taken in to account for the present. This would also be proved by further drilling some more boreholes in the dip and strike direction.

 Quality of Dolomite :

CaCO3 - 52.58 to 53.84%

MgCO3 - 42.22 to 44.03%

SiO2 - 1.28 to 1.63% Lo - 45.52 to 46.58%

Mining Method:

The mining activities will be commenced by opencast method.

Year wise production;

As the Dolomite produced from this area is not for captive use, production of Dolomite would be sold to different consuming industries. The proposed production during the modification period of mining plan during the year 2011-12 to December 2015-16 is given below;

At present the working is in progress in one large pit by developing the complete section of ore body by removing the overburden by shovel dumper combination by OTFM means and production, sorting etc. is by manual means.

Considering the proposed production the pit configuration would be as shown in the Conceptual Section given at Map-4 and development plan and proceed further towards south in depth and eastwards along the strike direction to achieve the required production.

Conceptual plan: The mining operation by means of opencast method will be continued Conceptual plan at the end of the 20 year and at the end of lease period is prepared.

At the end of first five years: At the end of first five years, about 17000 m2 area would be covered under mining pit. Total, 2500 m2 of area will be required to accommodate 16738 m3 of waste rock and waste material from ore zone will be generated, keeping in view the production target of about 34337 tonnes yearly during the modified plan period up to 2016- 17. The ore to overburden ratio will be 1:9.5

Area covered under plantation considering 25 plants per year would be about 1125 m2 along the southern boundary of lease area in barrier zone of 7.5 M.

The details of production & development, afforestation etc. during the modified mining plan period is tabulated below;

At the end of Conceptual period: After taking the production of about 50,800 tonnes during the modified plan period from the estimated quantity of 1,66,665 tonnes about 1,15,865 tonnes of Dolomite ore remain to be exploited from the proved, probable and float ore reserves will be available as on 01.04.2017. The area will be further explored by drilling and the reserves will be re- assessed in the year 2015-16 but considering the present reserves about 17000 M2 area would be covered under mining pit and 2500 M2 area would be required to accommodate the waste rock and waste material. As these dumps would be utilized for reclamation of mined out land during the conceptual period the dumping pattern would be simple.

The ultimate pit limit has been shown in the conceptual section and UPL depth would be 333 mRL. For plantation 1125 m2 area would be required considering 25 plants per year up to this plan period and 1125 m2 in the conceptual period i.e. up to the next scheme period considering the present estimated reserves and proposed production of about 34337 tonnes annually.

Post Mining Land use pattern: The waste material generation would be about 90% of the total excavation including overburden and soil cover. These wastes would be used for reclamation of worked out are in future. Most of the area worked out would be reclaimed with slight depression. Over this reclaimed land plantation will be carried out to enhance the environment.

Final slope of faces: Final slope of faces: before closing and reclaiming the mined out land would be 90 % so that maximum ore can be recovered. Ultimate dump capacity & its design.

Marketing /End Use : Dolomite of area is SMS grade and is being dispatched to steel plants like Bhilai, NECO, Maharashtra Smelters in Drug, Nagpur, Chandrapur and such

other small steel units in Madhya Pradesh, Chhatishgarh and Maharashtra which are about 300 km from min head.

 Mine Drainage There is no water regime near to these mines and there are no chances of any flooding, etc. The rain water as on date run down from the natural slopes. There may be some accumulation of water in rain season; these waters will be pumped outside lease area by suitable capacity pumps of 5HP.

From the hydrological conditions prevailing in the surrounding area the water level in the proposed area is about 20-25 mt. below the general ground surface as such the problem of mine drainage would not be faced while mining of Dolomite up to 7.5 mts. depth. Generally the parent rocks phyllite and quartz mica schist are not good aquifer hence the seepage of underground water in the mining pit will be less.

The mine water due to seepage and the rain water accumulated during monsoon in the pits would be pumped out by means diesel operated pump and drained out through gravity drainage.

vi) Raw material along with estimated quantity, likely source marketing area of final products, mode of transport of raw material and Finished product. Material will be transported mostly by road from the mine to the consumer industries as it is economical and speedy for short distances.

vii) Resource optimization / recycling and reuse envisaged in the project, if any, should be briefly outlined. Not envisage in this project.

viii) Availability of water its source, Energy / power requirement and source should be given. The water requirement of the project is estimated to be 25 m3/day of the water is required for drinking/domestic purpose. Water requirement for dust suppression (within the lease and outside the lease in nearby villages), plantation and vehicle washing will be met from mine water and from rainwater collected in mining pit. The power requirement will be met from MSEB grid.

ix) Quantity of waste to be generated (liquid and solid) and scheme for their Management /disposal. There is no liquid effluent generation from the proposed mine. There will be hardly any waste rock during the mining. If at all any waste material/rock is encountered during mining upto ultimate depth, the quantity the same will be negligible. It will be dumped on the non mineralized area and shall be biologically reclaimed. x) Schematic representation of the feasibility drawing which give information of EIA purpose. The EIA will include an assessment of the potential impacts envisaged as an effect of the project, during the operation of the mine. The assessment will be based on a

consideration of the individual components of the project.

4. SITE ANALYSIS i) Connectivity.

The lease area is about 54 km from Nagpur via Saoner by NH-7 for Malegaon village, there is bifurcation from Kelvad and it is connected by tar road and party by murrum road. The lease is located about 7 km north east of Kelvad Township. ii) Land use and Land ownership.

The proposed area is a more or less plain terrain gently slopping in nature. The general slope of the surrounding area is towards south-west direction, The general ground level of 334 m MSL. The surface map showing contours is enclosed as Map 2.

iv) Existing land use pattern (agriculture, non-agriculture, forest, water bodies (including area under CRZ), shortest distances from the periphery of the project to periphery of the forest, national park, wild life sanctuary, eco sensitive areas, water bodies (distance from the HFL of the river), CRZ. In case of notified industrial area, a copy of the Gazette notification should be given.

v) Existing Infrastructure. Water supply in most of the villages is available. Latrine facility, Waste Water disposal, garbage disposal were available is some villages. While educational facilities & health facilities are available in most of the villages. There is well established road connection. vi) Soil classification. Soil is the most important feature of physiography, the formation of which largely depends upon the topography rock types and drainage. The cropping pattern in the area is governed by the thickness of soil mantle, its texture and constancy. The soils of Sausar tehsil are of various types. Each type covering a well-defined tract which displays cropping pattern of totally different level. The soil of the tehsil is well defined and conductive for growing crops of various kinds. The numerous varieties of soils known by many local names they are grouped under the representative classes.

vii) Climatic data from secondary sources. The climate of the area is tropical. The rainfall data has been collected from Chhindwara Tehsil Office. The temperature and humidity has been collected from Nagpur Meteorological Station. The climate of this district, which is similar to neighboring districts of north Deccan, is characterized by a hot summer and general dryness except during the southwest monsoon season. The cold season from December to February is followed by the hot season from March to May. The period from June to September is the southwest monsoon season and October and November form the post monsoon period.

Rainfall : The normal annual rainfall at Sausar is 1090 mm. it is reported that July and August are the rainiest months in the area.

Temperature : The trend of temperature of the area shows that hot season commences by about the beginning of March when temperature begins to rise rapidly. May is the

hottest month when the mean daily minimum temperature is about 250C with the onset of monsoon season in the middle of June; day temperature drops appreciably and throughout the monsoon season. (June September) the weather is pleasant. After withdrawal of monsoon by the middle of October, both day and night temperature decreases progressively. January is usually the coldest month of the year, with the mean daily minimum temperature is about 120C, the minimum temperature during winter may sometimes come down to 70C or below.

Humidity : The relative humidity is generally high i.e. about 90% in the monsoon of July, August and September. The area frequently comes under the grip of heat waves from the west and north during the months of April and May and the relative humidity in the afternoon during the passage of such dry heat waves fall below 20%

Winds : Winds are generally light to moderate with some increase in speed in the latter part of the summer season and the monsoon months. During the monsoon season winds are mostly from directions between southwest and northwest. In the period from October to December the winds are mainly northerly to northwesterly in the mornings and northeasterly to easterly in the afternoons. In January winds from directions between north and northeast are common in the mornings and from northeast, east and southeast in the afternoons. While the winds in the mornings in February and March are as in January, the afternoon winds become variable. In the rest of the summer season winds are mostly from directions between west and northwest. viii) Social Infrastructure available. Education : Education is a basic requirement for every human being. The governments should utilize its entire recourses in a rational manner to encourage people to become literate to some extent since educated persons are assets ho help in proper development of the country. In the Sausar Tehsil, there are number of primary, middle and Higher secondary school and colleges.

Hospital : There are number of Hospital, dispensaries, primary health centre and Sub primary health centre available in that tehsil.

Transport : The transport facilities in the tehsil are well developed and wide spread. State or national highway link most of the urban areas.

Communication: Communication facilities go a long way in information collection and its dissemination in an effective and speedy manner. In the modern society, the roll of the

5. PLANNING BRIEF i) Planning Concept (type of Industries, facilities, transportation etc) Town and country planning/ Development authority Classification.

The mining will be carried out as per the approved mining plan. During Mining Plan period, the mining operation will be done by development of mechanized opencast method. The statutory provisions for the development of mine shall be followed to ensure safe mining practices and conservation of mineral. During the course of mining protection and conservation of natural resources and protection of environment will be ensured. ii) Population Projection.

The mine will provide direct employment to nearly 20 workers. The local persons will be given preference in employment for mine and Dolomite plant as per their eligibility. Necessary training will be given to train the unemployed youths of the nearby villages. The indirect employment opportunities will automatically created with the click of Dolomite plant and mining industry in the region.

iii) Land use planning (breakup along with green belt etc.).

The landuse for the mining lease will be strictly followed as per the approved mining plan.

iv) Assessment of Infrastructure Demand (physical & social). The proposed mining will require roads for the transport of the mineral besides it will require manpower to operate the proposed mine.

v) Amenities/Facilities. These include community toilets, drinking water facilities like public stand posts.

6. PROPOSED INFRASTRUCTURE

i) Industrial area (processing area). No processing of Dolomite is proposed.

ii) Residential Area (Non processing Area). None

iii) Green Belt. It is proposed to undertake plantation of local tree species within these leases also.

iv) Social Infrastructure. Under Corporate Social Responsibility (CSR) the felt needs of the nearby villages are identified and accordingly social infrastructures are developed as per the CSR policy of the Govt. of Madhya Pradesh.

v) Connectivity (Traffic and Transportation Road/Rail/Metro/Water ways etc.) Well established

vi) Drinking Water management (Source & Supply of water)

Drinking water for the workers will be met from the borewell within the mining lease. Drinking water arrangement for the nearby villages under Corporate Social Responsibility (CSR) will be also made.

8. PROJECT SCHEDULE & COST ESTIMATES

The capital budget for environmental protection measure is estimated to be Rs.40 Lacs . Environment Management Plan is given in Annexure-3.

i) Likely date of start of construction and likely date of completion (Time schedule for the project to be given.)

The mining operations shall be carried out after obtaining all statutory permissions and shall be carried out as per approved mining plan.

ii) Estimated project cost along with analysis in terms of economic viability of the project.

The estimated project cost is Rs. 40.00 Lacs.

The cost of production of Dolomite is estimated to be Rs 1200/- per tonne while the sale value of the saleable Dolomite at the current price is around Rs 1800/- per tonne. Hence the project is economically viable.

9. ANALYSIS OF PROPOSAL FINAL RECOMMENDATIONS i) Financial and social benefits with special emphasis on the benefit to the local people including tribal population, if any, in the area.

The liberalization of the Indian economy has catapulted the Indian industry into new realms of development through global thinking and related progress. The policies of Government on economic development have given various subsidies like slashing import duties and provisions for the Indian industry to grow indigenously, also there are clearly spelled guidelines for environmental management. The project under consideration aims to contribute in the national objective of economy and ecology developing hand in hand. The region, where the project is situated is mostly dependant on agriculture forest and mineral resources where Dolomite has a major share. The development of mining in the area is directly and indirectly going to contribute in increasing employment, infrastructure, communication, and socioeconomic infrastructure. It is proposed to employ the local population wherever possible in the proposed project activities directly or indirectly. The proposed Dolomite mine would naturally have implications on the neighborhood with reference to socio-economic aspects of society, environmental attributes such as land, water, air, aesthetics, flora and fauna. In assessing the environmental impact, collection, collation and interpretation of baseline data is of prime importance. Environmental impact analysis and assessment, which is required for every industrial project, should preferably be carried out at the planning stage itself.

In compliance with the environmental procedure the environmental clearance application is made. Necessary scientific studies will be undertaken as per the guidelines set by the Ministry of Environment and Forests (MoEF) and prescribed Terms of Reference. The suggestions/recommendations of all the experts, competent authorities, and government officials are being sought for the impacts of the proposed project. Views and guidance of the local residents, community based organizations, social organizations are extremely important in order to devise a full proof Environment Management Plan for the proposed mining project and also mitigate the damages caused due to the project. Allocation of necessary funds, manpower and machinery will be made to for the protection and conservation of all the components of environment. It is ensured that all mandatory clearances will be sought from respective competent authorities before operating the proposed Dolomite Mine.
