50993 Public Policy Text 25/7/07 1:47 PM Page 44 PUBLIC POLICY VOLUME 2 NUMBER 1 2007 44 – 57 Deregulating Australia's Wheat Trade: from the Australian Wheat Board to AWB Limited Geoff Cockfield University of Southern Queensland Linda Courtenay Botterill The Australian National University In 2006 in Australia there was an inquiry into allegations of kickbacks being paid to the former Iraqi regime by the grain trading company AWB Limited. The inquiry and its aftermath provided an opportunity for proponents of unregulated trade in wheat to press for the removal of the AWB’s control of export sales. This article is a review of the history of the development and dismantling of wheat marketing regulation in Australia, treated as a case study to illustrate two things: the shift in the prevailing values in Australian agricultural policy over the last 35 years; and the way in which legislative cycles, reviews, institutional change and particular events provide opportunities for policy advocates to press for change, in this case over at least 40 years. It is argued here that the dominant paradigm for trading agricultural commodities shifted from one based on agrarian collectivism and sectoral stabilisation to a less regulated system with the focus on the values of efficiency and competitiveness. In November 2005 the Australian Government established an inquiry with the powers of a Royal Commission headed by Terence Cole to investigate allegations that the corporation AWB Limited1 (formerly the statutory authority Australian Wheat Board) had made payments to Saddam Hussein’s regime in Iraq through a Jordanian-based transport company in order to secure wheat sales, accusations originally raised by the UN Oil-for-Food inquiry headed by Paul Volker. -

Geoffrey Trenorden ii Abstract As argued throughout this thesis, in his personification of the federal story, if not immediately in his formulation of its paternity, Deakin’s unpublished memoirs anticipated the way that federation became codified in public memory. The long and tortuous process of federation was rendered intelligible by turning it into a narrative set around a series of key events. For coherence and dramatic momentum the narrative dwelt on the activities of, and words of, several notable figures. To explain the complex issues at stake it relied on memorable metaphors, images and descriptions. Analyses of class, citizenship, or the industrial confrontations of the 1890s, are given little or no coverage in Deakinite accounts. Collectively, these accounts are told in the words of the victors, presented in the images of the victors, clothed in the prejudices and predilections of the victors, while the losers are largely excluded. Those who spoke out against or doubted the suitability of the constitution, for whatever reason, have largely been removed from the dominant accounts of constitution-making. More often than not they have been ‘character assassinated’ or held up to public ridicule by Alfred Deakin, the master narrator of the Conventions and federation movement and by his latter-day disciples. -

PALASZCZUK’S SECOND YEAR AN OVERVIEW OF 2016 ANN SCOTT HOWARD GUILLE ROGER SCOTT with cartoons by SEAN LEAHY Foreword This publication1 is the fifth in a series of Queensland political chronicles published by the TJRyan Foundation since 2012. The first two focussed on Parliament.2 They were written after the Liberal National Party had won a landslide victory and the Australian Labor Party was left with a tiny minority, led by Annastacia Palaszczuk. The third, Queensland 2014: Political Battleground,3 published in January 2015, was completed shortly before the LNP lost office in January 2015. In it we used military metaphors and the language which typified the final year of the Newman Government. The fourth, Palaszczuk’s First Year: a Political Juggling Act,4 covered the first year of the ALP minority government. The book had a cartoon by Sean Leahy on its cover which used circus metaphors to portray 2015 as a year of political balancing acts. It focussed on a single year, starting with the accession to power of the Palaszczuk Government in mid-February 2015. Given the parochial focus of our books we draw on a limited range of sources. The TJRyan Foundation website provides a repository for online sources including our own Research Reports on a range of Queensland policy areas, and papers catalogued by policy topic, as well as Queensland political history.5 A number of these reports give the historical background to the current study, particularly the anthology of contributions The Newman Years: Rise, Decline and Fall.6 Electronic links have been provided to open online sources, notably the ABC News, Brisbane Times, The Guardian, and The Conversation. -

However it is highly relevent to the 6 countries of the Coral Triangle. Project Summary (from Proposal) This report presents the threats that climate change poses to the Coral Triangle according to 2 different scenarios, in order to build support for the goals of the Coral Triangle Initiative. Summary of Accomplishments The report was released in Manado, Indonesia in May 2009 at the World Oceans Conference. The report received a very high level of publicity, both amongst the media and amongst the delegates at the conference. The number of media articles generated by the r eport was documented to be approximately 950 with coverage spread globally, and the report was launched by the Indonesian Minister for Climate Change and Environment. Since the launch the report has been regularly referenced by decision makers, scientist s and community based organisations and has been regularly used to guide thinking about the impacts of climate change across the Coral Triangle and what form the response to the impacts should take. Lessons Learned The report was conceived, researched, written and produced over a period of approximately four months. -

Questions & Answers & Tweets Jock Given & Natalia Radywyl Abstract This article reports on the integration of Twitter messages into the live television broadcast of the Australian Broadcasting Corporation’s (ABC) weekly public affairs discussion program, Q&A. The program first went to air in May 2008; Twitter integration began two years later. Twitter integration is an evolving example of ‘participation television’, but not one that involves the kind of remote- control/set-top-box interactivity that digital television promised. Q&A integrates broadcast and online content in a way the program makers thought would serve the animating purpose of the television program: to increase public engagement in politics. It is an attempt to use the internet to make television better rather than to concede its eclipse, by marrying brief fragments of online speech with the one-way, single-channel authority of a television program broadcast live across a nation by a public service broadcaster. The research draws on data about Twitter use supplied by the ABC and its contractor TweeVee TV, OzTAM television ratings data, interviews and email correspondence with ABC staff and others conducted by the two authors between June and October 2011, and observations on the making of the episode of the show in Sydney on 29 May 2011. The Constitutional Conventions and Constitutional Change: Making Sense of Multiple Intentions
Harry Hobbs and Andrew Trotter* THE CONSTITUTIONAL CONVENTIONS AND CONSTITUTIONAL CHANGE: MAKING SENSE OF MULTIPLE INTENTIONS ABSTRACT The delegates to the 1890s Constitutional Conventions were well aware that the amendment mechanism is the ‘most important part of a Cons titution’, for on it ‘depends the question as to whether the state shall develop with peaceful continuity or shall suffer alternations of stagnation, retrogression, and revolution’.1 However, with only 8 of 44 proposed amendments passed in the 116 years since Federation, many commen tators have questioned whether the compromises struck by the delegates are working as intended, and others have offered proposals to amend the amending provision. This paper adds to this literature by examining in detail the evolution of s 128 of the Constitution — both during the drafting and beyond. This analysis illustrates that s 128 is caught between three competing ideologies: representative and respons ible government, popular democracy, and federalism. Understanding these multiple intentions and the delicate compromises struck by the delegates reveals the origins of s 128, facilitates a broader understanding of colonial politics and federation history, and is relevant to understanding the history of referenda as well as considerations for the section’s reform. For further information contact the UOW Library: [email protected] Menzies and Howard on themselves: Liberal memoir, memory and myth making Abstract This article compares the memoirs of Sir Robert Menzies and John Howard, as well as Howard's book on Menzies, examining what these works by the two most successful Liberal prime ministers indicate about the evolution of the Liberal Party's liberalism. Howard's memoirs are far more 'political', candid and ideologically engaged than those of Menzies. Howard acknowledges that politics is about political power and winning it, while Menzies was more concerned with the political leader as statesman. Howard's works can be viewed as a continuation of the 'history wars'. He wishes to create a Liberal tradition to match that of the Labor Party.
