    The Home Office and Public Disturbance, c.1800-1832 Nathan Ashley Bend Submitted to the University of Hertfordshire in partial fulfilment of the requirements of the degree of PhD. May 2018 ii Abstract This thesis examines the role of the Home Office in the machinery of order from c.1800-1832. It combines institutional enquiry with the study of popular protest by examining protest from the viewpoint of the Home Office. It looks at how the growth of the Home Office was stagnated due to efforts to economise, and how it transformed its systems to make them more efficient in response to peaks of administrative work caused by popular tumult. The different roles that each person performed in the Home Office is outlined, and by doing so the pivotal role of the permanent under- secretary of state, who remains underrepresented in histories of protest, is exposed. It also looks at what powers the home secretary had at his disposal, and how they were used to repress food riots, the Luddite disturbances, the movement for parliamentary reform, the Swing riots, political agitation leading to the Great Reform Act, and trade unions. It compares the different approaches of home secretaries and argues that although the use of powers was generally guided by established precedent, others such as domestic espionage were more divisive, and were influenced by the personality and experience of the home secretary. The thesis also examines the relationships between the Home Office hierarchy and government departments with authorities in the provinces. This thesis brings together all the available records which relate to the Home Office as an institution and those which relate to public disturbance.

    THE HAMPSHIRE CRICKET SOCIETY Patrons: John Woodcock Frank Bailey Shaun Udal NEWSLETTER No. 321 – NOVEMBER 2012 Wednesday 14 November 2012 – Meeting The Society is delighted to welcome Richard Scott to this evening’s meeting. Though his career with Hampshire was a brief one, he was one of the most popular players to appear for the County. He was a rarity, joining the staff after eye-catching performances in club cricket and for Dorset in Minor Counties cricket. RICHARD JAMES SCOTT was born in Bournemouth (which was then in Hampshire) on 2 November 1963. He made his debut for both Dorset and Hampshire 2nd XI in 1981, but was not taken onto the County staff until 1985. An aggressive left-handed opening batsman he played his first match for Hampshire at Lord’s in the Sunday League the following season. Little could he have known that he would become such an influential figure at Middlesex some twenty-five years later. The start to his first-class career in 1988 was somewhat traumatic, as he failed to get off the mark in his first three championship innings. However, he was not the first batsman, or the last, to struggle against John Lever or Devon Malcolm. However, 58 against Sussex at Eastbourne in his third match saw him on his way and three weeks later he recorded his maiden century with 107 not out against the Sri Lankans at Southampton. His most famous innings for the County, however, was a sensational Sunday League hundred against Yorkshire at Northlands Road in 1989. As Hampshire chased 180 for victory, he came to the wicket after three wickets had fallen for only 24 runs.

He previously addressed the Society at Portsmouth Rugby Club in October 1998. On that occasion, he captivated his audience with his informed account of Lancashire League cricket, especially during the Golden Age of the 1950s and 1960s, when the most famous names in the world of cricket came to ply their trade in the two Leagues. Our speaker enjoyed a 46 year playing career in the Lancashire League, first with Todmorden, birthplace of the immortal Derek Shackleton, and then with nearby Walsden. He is now Cricket Chairman of Walsden Cricket and Bowling Club and President of the Central Lancashire League – quite an honour for a Yorkshireman! He was clearly an outstanding cricketer in his playing days, once hitting Gary Sobers for two sixes in an over. He is now an acclaimed After Dinner Speaker. Besides cricket, his other subject is Industrial Archaeology.
