you that Tidal Lagoon Swansea Bay Limited (the "Applicant") of The Lyppiatts, 15 Lansdown Road, Cheltenham, Gloucestershire GL50 2JA proposes to apply to the Secretary of State for Energy and Climate Change under section 37 of the Planning Act 2008 for a development consent order (the "Application"). The Applicant has commenced pre-application consultation under section 42 of the Planning Act 2008. You are being served with this notice and the preliminary environmental information enclosed with this notice because you are a prescribed consultee within Section 42 of the Planning Act 2008 and Regulation 3 Infrastructure Planning (Applications: Prescribed Forms and Procedure) Regulations 2009, and in accordance with Regulation 11 Infrastructure Planning (Environmental Impact Assessment) Regulations 2009. The proposed Application relates to the construction and operation of a tidal powered generating station on the seabed south of and connecting to Swansea Docks between the dredged channels of the Rivers Tawe and Neath (the "Project"). The Project is a Nationally Significant Infrastructure Project under section 14 of the Planning Act 2008. The proposed development consent order will authorise: construction and operation of hydro turbines and their housing with a nominal generating capacity of 240MW; construction and dredging for a lagoon including around 9.5km of new sea wall and related facilities impounding around 11.5km2 of seabed/foreshore; electricity transmission infrastructure required for the export of electrical power via Baglan Substation in the County Borough of Neath Port Talbot including cables laid offshore and onshore, electricity step-up facilities and other electricity transmission facilities; the compulsory acquisition of land including rights in or over land required for the purposes of the Project, or to facilitate or incidental to the Project; and development including plant, equipment and buildings comprised in the Project including: construction sites, lay-down areas, working areas and temporary works and structures; site access, internal site roads, vehicle parking; landscaping; EJR/EJR/343641/1/UKM/51102886.1 1 [STATUTORY CONSULTEES] tourism, recreation, sporting and visitor amenities and facilities comprised in the Project; navigational lighting and safety warning systems; operation and control facilities; foul drainage provision and surface water management systems; permanent and/or temporary changes to the highway network for the Project and other access facilities; the application and/or disapplication of legislation relevant to the Project including inter alia legislation relating to the compulsory acquisition of land; and such ancillary, incidental and consequential provisions, permits or consents as are necessary and/or convenient. The Project is an environmental impact assessment development. Accordingly, the Applicant has made preliminary environmental information available in the form of the enclosed Preliminary Environmental Information Report, and a Non-Technical Summary. The objectives of this study were to: Understand current and future carbon profile for the Borough Identify carbon reduction and renewable energy opportunities Help set appropriate policy and targets where appropriate Consider full sustainable design and construction standards Enable mechanisms for delivery The focus of the study will be set out how the Core Strategy can be delivered in a more sustainable, carbon efficient way, which meets the requirements of PPS1, specifically: “Planning authorities should have an evidence‐based understanding of the local feasibility and potential for renewable and low carbon technologies, including micro‐generation, to supply new development in their area.” Analysing Swale’s policy direction, and physical and delivery context provided us with the necessary understanding of the Borough’s current circumstances and expected growth scenarios. Armed with this knowledge, we have identified the locally specific needs for policies and actions as outlined in the diagram below. Much of the work outlined applies across the UK, in those policy areas where Government’s responsibilities extend across England, Northern Ireland, Scotland and Wales. However, many other aspects of policy highlighted in the document are devolved, in differing settlements, to the administrations in Northern Ireland, Scotland and Wales. File Ref EN010026 The application, dated 22 March 2013, was made under section 37 of the Planning Act 2008 (as amended). The applicant is DONG Energy Burbo Extension (UK) Ltd. The application was submitted to the Planning Inspectorate on 22 March 2013. It was accepted for examination on 19 April 2013. The examination of the application began on 26 September 2013 and was completed on 26 March 2014. The application site is located in Liverpool Bay, some 12 km offshore from Point of Ayr (Flintshire / Sir y Fflint, Wales), 7 - 11 km from the north coast of the Wirral peninsula (Wirral, Merseyside) and 8.5 km from Crosby beach (Sefton, Merseyside). The application site adjoins the south- western boundary of the constructed and operational Burbo Bank Offshore Wind Farm. The development proposed comprises the construction and operation of the Burbo Bank Extension Offshore Wind Farm, with up to 69 wind turbine generators and associated offshore infrastructure with a maximum installed capacity (as amended) of 259 MW in an offshore array over a sea area extending to some 40 km2.
