Sample resident letter re: Route 9A Repairs Our local senator David Carlucci (D -38th Senate District) is sponsoring a bill authorizing the NYS Department of Transportation to study proposed improvements of Route 9A. (The full text of Senate bill S7554 is here: https://www.nysenate.gov/legislation/bills/2019/s7554) The suggested improvements include guardrail installation, underpass renovations, and the fiscal, logistical, and environmental impact of such improvements in the towns of Ossining and Mount Pleasant. This study is a necessary next step for residents to benefit from badly needed upgrades to Route 9A. The bill also sets a timetable, requiring the Department of Transportation to report their findings to the governor and legislature within one year. The Briarcliff Manor Board of Trustees is asking all residents to send an email encouraging support, and passage, of this bill. Dear Chairman Kennedy, We applaud Senator David Carlucci’s bill S7554 to authorize a study of long overdue improvements to state Route 9A in Ossining and Mount Pleasant. Deficiencies in the road design, including low bridges and outdated on-ramp designs, make this roadway very dangerous. The undersized drainage structures under Route 9A result in flooding of residents’ homes. These conditions have led to an accident every three days along Briarcliff Manor’s two-mile stretch alone. Many drivers aware of the Route 9A issues detour onto our local side roads overwhelming our roadways, the congestion at the 9A/North State Road traffic light is extremely dangerous, and both create hazardous conditions for local traffic and pedestrians. As a resident of Briarcliff Manor, I encourage you to add NYS Senate bill S7554 to your next meeting agenda as well as support its swift passage. Without this emergency funding to Met Council and similarly situated organizations, food pantries across the state will shutter, unable to meet challenges in food supply and delivery that will grow more dire with every passing week. Four Met Council food pantries have already shuttered because of volunteer shortages. Wholesale food prices are increasing daily. Deliveries of food staples are being delayed or cancelled. Met Council is determined to remain open and continue serving 225,000 clients in need. But additional food supplies need to be purchased now. Additional storage space needs to be obtained now. Additional delivery staffing needs to be put in place now. There is no next month, next session or next year. We need to act now. Met Council is the largest provider of free kosher food in America through 16 Jewish Community Councils and 40 kosher food pantries covering all five boroughs. But Met Council will not be able to meet these needs without an immediate infusion of public support in the 2020/21 budget.

Puerto Rico missed a debt payment of $58 million, which became due August 1, 2015. Media outlets report the total debt ranging from $72 to $73 billion, which would be more than any United States government, except the states of California and New York. When Detroit entered into bankruptcy, its debt was estimated at $18 to $20 billion. We would not allow any other American government or municipality to linger in such a dire financial limbo. The magnitude of debt owed by the Commonwealth of Puerto Rico and its associated debt issuing authorities is at a critical juncture. Congress’ failure to address this crisis presents a substantial threat not only to the economy of Puerto Rico, but the United States economy as a whole. Treasury Secretary Jacob Lew recently announced his support of access to bankruptcy for Puerto Rico and bipartisan support is growing. In fact, Presidential candidates from both parties—Jeb Bush and Hillary Clinton—have both offered their support for this measure. We urge you to support bankruptcy for Puerto Rico, including but not limited to, the Commonwealth, the Puerto Rico Electric Power Authority and the municipalities.
