HEART OF BORNEO (HoB) TECHNICAL SPECIAL MEETING (PREPATORY COMMITTEE MEETING), 20th September 2011 THE 5th HEART OF BORNEO (HoB) TRILATERAL MEETING, 21st - 23rd September 2011 Balikpapan - East Kalimantan, Indonesia "Sustainable Tourism: When Nature and Culture Blends" Introduction The fifth Heart of Borneo (HoB) Trilateral Meeting will be held in Balikpapan on 21 – 22 September 2011. Indonesia as a host country propose that a technical special meeting (Preparatory Committee Meeting) be held directly prior to the main meeting on 20th September 2011 in order to further prepare the documentation and to make the meeting effective so we can achieve better results of the trilateral meeting. The meeting will be attended by delegates from Brunei Darussalam, Indonesia and Malaysia and some observers. There are several pending issues from previous meeting which need to be considered and decide at the upcoming trilateral meeting. These issues include those derived from the newly agreed HoB Institution and Modalities which need further action, namely consideration on the establishment of a technical committee to study the needs and possibility to develop Permanent Secretariat of HoB and establishment of several technical committees, such as on GIS and Sustainable Financing. It has been among the awareness by the three countries that HoB has agreed the Strategic Plan of Action (SPA) to guide the implementation of the initiative on the ground. It is necessary that joint activities by three countries and/or individual actions by country should be undertaken to implement the SPA on the ground level. Therefore this meeting is the perfect place where each country can share or propose any activity within the scope of HoB. Objective The specific objectives are: - To discuss some pending issues such as HoB branding (logo) and HoB forest carbon, secretariat, and technical committees on GIS and sustainable financing - Share or propose initiatives and actions within the scope of HoB - Report of each country's progress after the 4th HoB Trilateral Meeting Venue Novotel Hotel Jl. The purpose of this study is to (1) investigate the picture of tourism potential in Balikpapan Bay; (2) analyze the concept of sustainable tourism development in Balikpapan Bay; (3) examine the direction of sustainable tourism management policies in Balikpapan Bay as a leading tourist destination. The study method uses a mixed method approach. The results of the study revealed that the Balikpapan Bay area has the potential to be an ecotourism-based tourist area with the presence of marine ecosystems, coral reefs, mangrove forests, duyung (mermaid)/ dugong (dugong dugon), and the existence of 250,000 inhabitants of Balikpapan Bay, 80 percent of whom are fishermen.
