Purpose To provide Council with an update on community development work being led or supported by Masterton District Council, and to provide the Council with the progress report from Connecting Communities Wairarapa against its key performance indicators (see Attachment 1). He Hiringa Tangata, He Hiringa Whenua Strategy He Hiringa Tangata, He Hiringa Whenua sets our long-term direction for Masterton/Whakaoriori across four areas: social, cultural, environmental and economic development. The premise of the strategy is to ensure we are focussing on the right things for our community. OUR PRIORITIES • Community led, Council • Iwi-Council Relationships supported • Language and Culture Opportunities for everyone • Pride in our place • Engaged communities • A Masterton District designed to maximise social wellbeing. 212 Community Led, Council Supported Skatepark Revamp The first consultation day for the Skatepark Revamp will be held on 11 September at 4pm at the Masterton Skatepark. The purpose of this consultation is for the designer, Rich Landscapes, to gain information and insight directly from the community who uses this space the most, before presenting concept ideas to the project team. This consultation is open to all interested community members. The ‘Masterton Skatepark Revamp’ Facebook page can also be used as a platform to share ideas to the designer. This page is monitored by community members who are a part of the Skatepark Project Team. Community Led Development The Community Development Advisor (CDA) continues to support our district’s key community led groups in their endeavours: • Riversdale Ratepayers Association – Work is underway exploring recycling bins similar to those at Castlepoint. The community carried out a working bee at the Upper Loop Track on 20 July 2019 involving around 10 volunteers. Work included installing handrails, digging steps, and installing boards and pipes. Work on the steps is still to be completed. • Castlepoint Ratepayers and Residents Association (CRRA) – The CDA attends the annual general meeting and provides support as needed by the group. CRRA continue to work very self-sufficiently on their aspirations. • Upper Plain Neighbourhood Planning Group – The group is set to tackle its first project. They are looking to create a native corridor from the Tararua ranges into the town. This planting season they have identified an area at the end of Skeets Road often used by people to access the river. They are looking to plant roughly 200 natives which are being supplied by Council. Refer to Connecting Communities Wairarapa’s August update for further details. • Solway Neighbourhood Planning Group – Please refer to Connecting Communities Wairarapa’s August update. • Eastside Community Group (ECG) – Work on Cameron Crescent Reserve has involved a reserve clean-up including rock and rubbish removal. A planting day was held on 8 August 2019 where 20 kowhai trees were planted by east-side youth, personnel from the East-side Community Group and Council staff. The next steps for 2019 include completion and erection of carved Pou, bollard installation, ground levelling, grass sowing, and working with the east-side community for further revegetation work and fencing projects. The Colombo/Church traffic island is on track for completion by the end of 2019. 213 • Lansdowne Residents Association (LRA) – The last planting day for 2019 is Sunday 25 August 2019 and will focus on the Fourth Street entrance to the Lansdowne Trails. The Department of Conservation provided a BBQ as a thank you to all the volunteers who have helped this year. This work was led by the Lansdowne Residents Association and supported by MDC, resulting in thousands of native plants going into the ground in public spaces in Lansdowne. A program of work for more native plantings is being developed for next planting season. The LRA is exploring hiring a project manager for the work which would help improve outcomes and alleviate some of the workload for volunteers. This project manager would work closely with MDC’s Parks and Open Spaces team. Supporting the aspirations of Lansdowne around continuing to improve the First Street area, the long-awaited tables and chairs have been installed. The placement and style were decided upon jointly by Council and the LRA. Initial feedback has been very positive from the neighbourhood as well as the businesses located on the street. Youth-Led Social Enterprise Staff have made a connection with Stories Espresso Bar in Wellington. Stories shares a lot in common with the goal of the young people for their youth café in Masterton. Learning from the team that set up Stories will be invaluable. A meeting in Wellington will be organised for the near future. Opportunities for Everyone Birth to Earth This year's event will be held at 10.00am on 21 September 2019 at the Henley Lake Placenta Garden. Iwi have recommended that this event is moved to coincide with Matariki from 2020. Recreation Aotearoa - Big Day Out On 11 October 2019 a group of sport and recreation community leaders from around the wider Wellington/Manawatu region will attend the Recreation Aotearoa Big Day Out. The October event will be hosted by Masterton District Council. This will be an interactive session that provides us with a chance to share recent experiences and challenges within our sport and recreation spaces. Programmed locations are the Trust House Recreation Centre/Pool Upgrade, Queen Elizabeth Park, Skate Park Revamp, Sports Bowl, Colombo Road Netball Courts and the Central Wairarapa BMX Track. LeadHERship Conference The first Wairarapa LeadHERship conference was held in July at the Carterton Events Centre, providing 35 young women with an intensive two days of leadership training and networking. 214 Over the two days, workshops were held on wellbeing, goal-setting, mental health, and confidence as well as physical activities such as yoga, Pilates and dance. Marie-Claire Andrews attended the wananga as a guest speaker. Local young professionals Elizabeth Eneliko, Chloe Bryan, Emily Ireland, and Kerewai Tatana headed a panel Q&A session which discussed their personal journeys with a focus on wellbeing, confidence, and how 'failure' has impacted their path. We had fantastic feedback from the young women involved. Some of the words they used to describe this opportunity included exciting, enthusiastic, privileged, eye-opening, amazing, community, inviting, inspiring, and comfortable. One young woman said that her key learning was "It doesn't matter who you are, anyone can be a leader!" Positive Ageing The strategy was launched on 13 August 2019 at the Carterton Events Centre. The Wairarapa Positive Ageing Strategy launch event was attended by the Honourable Tracey Martin (Minister for Seniors), local MPs, Wairarapa mayors, councillors, council staff and contributors to the Strategy from the Wairarapa community. The Strategy is designed for cross-council participation and is partially funded help by the Office for Seniors. It is based on the World Health Organisation Age-Friendly cities guidelines and aligns with the Office for Senior’s best practice. A coordinator working across the Wairarapa region is being employed to assist with the development and implementation of the strategy’s action plan. 2019 Community Events Fund At the Extraordinary Community Wellbeing Committee meeting on 24 July 2019, 25 Events Fund applications were deliberated on for allocation of a grant from the 2019 budget. A total of $106,900 was provided to 22 applications with three declined. Payments of the grants will be made on receipt of a signed Funding Agreement with Council and will be paid in the month prior to each event throughout the year. Creative Communities Scheme Round One of the 2019/20 funding year closed on 16 August 2019. Seven applications have been received requesting $12,620 in funding. There is $10,955 available for allocation. The Committee will be meeting on 29 August discuss the applications and hear from the applicants supporting these. Masterton Arts Fund Round One of the 2019/20 funding year closed on 16 August 2019. Four applications have been received requesting $16,720 in funding. The total funding for the year is $12,000.
