Thank you for appointing EAS Transport Planning Ltd to provide highways advice in response to planning application for a maintenance and long-term storage access to the north-west of the development site to the south of the B556.

The site is located immediately to the south of the B556, to the west of and north of Ridge and Shenley. The site lies within the administrative boundaries of District Council (the local Planning Authority, hereinafter referred to as ‘HDC’) and Hertfordshire County Council (‘HCC’, as the local highways authority and statutory consultee).

A Location Plan is contained within Appendix AA.

The Proposed Scheme

It is proposed to provide a maintenance and long-term storage area to serve the attenuation pond attributed to the residential development off Rectory Road. Due to the significant level difference between the residential site area and the attenuation pond area, it will be necessary to access this maintenance/storage area directly off B556.

The proposed access is in the form of a bell-mouth junction measuring 5m wide with 4.5m kerb radii on either side.

The maintenance/storage area is to be used for servicing of the pond as well as some long-term storage (mostly to serve the maintenance of the same pond itself). The trip generation related to the use of the site will therefore be very minimal, in the order of once or twice a month, and will have negligible impact on the local traffic levels.

The proposed access onto the B556 is shown within the architectural proposal contained within Appendix BBB.B

The Existing Site and the Surrounding Areas

The site is currently an undeveloped parcel of land.

In the vicinity of the residential site, there are a number of private residential houses and a primary school. These are accessed off Rectory Lane, which joins B556 approximately 300m to the east of the proposed maintenance/storage access.

The B556 is an unrestricted single carriageway, where the local applicable speed limit is therefore of 60mph.

The site is fronted by a 2m wide verge and a footway which crosses to the opposite side of the road circa 100m to the east of the proposed access. Considering the limited development locally, this footway

typically serves pedestrians on longer walks, rather than for local access, as no shops are available within 2km from the site.

It is noted that the site will not be used by sustainable modes of travel as this will only be accessed very irregularly for servicing and long-term storage purposes only, which can only be undertaken through the use of large vehicles. There are therefore no additional requirements for sustainable travel infrastructure at this location.

The Proposed Site Access

The maintenance area will require servicing about once a month, using an 11m rigid vehicle. A Swept Path Analysis exercise showing this vehicle entering and egressing the site in forward gear was therefore undertaken.

This swept path analysis exercise is shown within AppendixAppendix CCC.C

A review of the local highway land ownership was also undertaken, and it is noted that the access will lie within highway boundary and as such would be subject to a S184/S278 Application should planning permission be granted.

A map of the highway land ownership is contained within Appendix DD.

The junction visibility splay was also reviewed as part of this access review. It is noted that the full 2m x 215m, as required by the Design Manual for Roads and Bridges is available in both directions.

The junction visibility drawings are contained within Appendix EE.

The access was further analysed through a Stage 1 Road Safety Audit exercise, which noted that left-in/ left-out manoeuvres by HGVs will likely require the overrunning of the opposite lane, which would be considered to be a safety issue, even for such an irregular use.

It is therefore agreed with the Auditors that such movements by large vehicles are restricted through the use of a Servicing Management Plan, which will be provided to servicing drivers, who will be asked to approach the site from the west, and undertake a right-turn movement to drive into the site, when using 11m long HGVs. It is also proposed that on exiting the site, the drivers also continue travelling on the eastbound lane, avoiding a left-turn out of the site.

Furthermore, the Road Safety Auditors proposed the introduction of warning signage for drivers approaching from either direction, to highlight the potential for slow moving HGVs turning in and out of the site.

The Road Safety Audit and the Designer’s Response document are contained within Appendix FF.

Summary and Conclusions

EAS Transport Planning has been appointed to provide highways advice in relation to the proposed access into the maintenance area to the north of the residential development off Rectory Lane. Due to topographic arrangement between the two parcels of land, it is proposed that the maintenance area takes access off the B556, which is closer in level with the proposed maintenance/storage site.

The proposed 5m wide access will enable an 11m long rigid HGVs to enter and exit the site in forward gear, entering and exiting the site from the eastbound lane only (right-in/right-out manoeuvre). A Servicing Management Plan is proposed to be developed following the granting of planning approval, to outline these access arrangement requirements.

Concluding, in terms of highways, it is noted that this proposed access can be made safe for use by 11m HGVs and be policy compliant.

1.0 INTRODUCTION

1.1 This report results from a Stage 1 Road Safety Audit carried out on the proposed site access for Ridge Hill Riding School located off B556 Ridge Hill, Shenley, Radlett. The audit was requested by EAS on behalf of Amara Property Investments.

1.2 The Scheme: Proposed maintenance access required at an undeveloped parcel of land to the south of the B556, in Shenley.

1.3 The Proposals:  4 metres wide access with junction radii of 4.5 metres.

1.4 The Road Safety Audit was undertaken during November 2020 in accordance with the scheme drawing and Road safety Audit Brief provided on the 24th November 2020 by the Design Organisation, EAS, on behalf of the Project Sponsor, Amara Property Investments. The Road Safety Audit comprised of an examination of the documents provided and a visit to site.

1.5 Visits to site were undertaken by the Audit Team on the 25th November 2020. During the site visits the weather was wet and driver visibility poor. The road surface was wet. Traffic along the B556 Blackhorse Lane was minimal. No pedestrians, cyclists nor equestrians were observed.

1.6 It should be highlighted that whilst the audit has been undertaken in accordance with the principle procedures laid out in GG119, due to the current COVID-19 pandemic and the present lockdown the Audit Team visited the site separately.

1.7 The Audit Team were not provided with any collision data for the area. Having retrieved collision data from CrashMAP it has been noted that there have been no collisions in the immediate vicinity of the proposals in the last ten (10) years.

1.8 The Road Safety Audit has been undertaken by an Audit Team whose qualifications and experience accord with the requirements of the Local Authority. The Audit Team consists of the following members:

1.9 The terms of reference of this Road Safety Audit are as described in GG119. This Road Safety Audit has been undertaken based on the Road Safety Audit Team’s previous experience and knowledge in undertaking Collision Investigation, Road Safety Engineering and Road Safety Audits. The scheme has been examined and this report compiled, only with regard to the safety implications for road users of the scheme as presented. It has not been examined or verified for compliance with any other standards or criteria. However, in order to clearly explain a safety problem or the recommendation to resolve a problem, the Audit Team may on occasion have referred to a design standard for information only. A technical audit has not been included. All comments and recommendations are referenced to the design drawings supplied with the Audit Brief and the location of road safety concerns raised have been illustrated adjacent to the items along with relevant photographs for clarity, where appropriate, as well as on the Location Plan attached at Appendix A2.

1.10 Recommendations made in this report are proportionate and viable suggestions for improvement to eliminate or mitigate, in accordance with GG119, and do not imply that a formal design process has been undertaken. There may be alternative methods of addressing a problem which would be equally acceptable in achieving the desired elimination or mitigation and these should be considered when the Design Organisation responds to this report.

1.11 The Designer Organisation Response to the RSA should be formally recorded and reported to the Overseeing Organisation and the RSA Team so that a record of the Audit process is contained in the As Built design pack to be provided and retained by the Overseeing Organisation on final completion. Any drawings or documents associated with the Design Organisation Response are listed at Appendix A3, if applicable.

2.1 The Audit Team have not been made aware of any other Road Safety Audits having been undertaken.

3.0 SAFETY ISSUES RAISED AT THIS STAGE 1 ROAD SAFETY AUDIT

3.1 GENERAL

3.1.1 PROBLEM Location: Both approaches Summary: Slow moving vehicles entering the junction may result obstruct the B556 Ridge Hill, resulting in rear end shunts due to unexpected slowing.

The Audit Team note that the Auto Tracking provided details that a large HGV type vehicle turning right into the access and turning right out of the access. No left turn manoeurve has been shown. There is a concern that driver may attempt to turn left in/left out and may not be able to do so without entering the opposing lane. Approaching drivers may not anticipate this temporary obstruction resulting in last minute slowing and potential rear end shunts if a secondary vehicle is following behind.

RECOMMENDATION It is recommended that a left turn out/left turn in Auto Tracking is detailed on the drawings. If deemed that the vehicle cannot enter the access without entering the opposing lane that it is recommended that a larger junction radius is introduced so larger vehicles can enter the junction more fluidly. If a vehicle cannot exit the junction and turn left without entering the opposing lane it may be beneficial to introduce a left turn ban to the junction.

3.2 SIGNING, LIGHTING AND CARRIAGEWAY MARKINGS

3.2.1 PROBLEM Location: Both approaches Summary: Slow moving vehicles exiting the junction may result obstruct the B556 Ridge Hill, resulting in rear end shunts due to unexpected slowing.
