The site is located immediately to the south of the B556, to the west of South Mimms and north of Ridge and Shenley. The site lies within the administrative boundaries of Hertsmere District Council (the local Planning Authority, hereinafter referred to as ‘HDC’) and Hertfordshire County Council (‘HCC’, as the local highways authority and statutory consultee). A Location Plan is contained within Appendix AA. The Proposed Scheme It is proposed to provide a maintenance and long-term storage area to serve the attenuation pond attributed to the residential development off Rectory Road. Due to the significant level difference between the residential site area and the attenuation pond area, it will be necessary to access this maintenance/storage area directly off B556. The proposed access is in the form of a bell-mouth junction measuring 5m wide with 4.5m kerb radii on either side. The maintenance/storage area is to be used for servicing of the pond as well as some long-term storage (mostly to serve the maintenance of the same pond itself). The trip generation related to the use of the site will therefore be very minimal, in the order of once or twice a month, and will have negligible impact on the local traffic levels. The proposed access onto the B556 is shown within the architectural proposal contained within Appendix BBB.B The Existing Site and the Surrounding Areas The site is currently an undeveloped parcel of land. In the vicinity of the residential site, there are a number of private residential houses and a primary school. These are accessed off Rectory Lane, which joins B556 approximately 300m to the east of the proposed maintenance/storage access. The B556 is an unrestricted single carriageway, where the local applicable speed limit is therefore of 60mph. The site is fronted by a 2m wide verge and a footway which crosses to the opposite side of the road circa 100m to the east of the proposed access. Considering the limited development locally, this footway EAS is a Trading Name of EAS Transport Planning Ltd Registered in England and Wales No.5751442 typically serves pedestrians on longer walks, rather than for local access, as no shops are available within 2km from the site. It is noted that the site will not be used by sustainable modes of travel as this will only be accessed very irregularly for servicing and long-term storage purposes only, which can only be undertaken through the use of large vehicles. There are therefore no additional requirements for sustainable travel infrastructure at this location. The Proposed Site Access The maintenance area will require servicing about once a month, using an 11m rigid vehicle. A Swept Path Analysis exercise showing this vehicle entering and egressing the site in forward gear was therefore undertaken. This swept path analysis exercise is shown within AppendixAppendix CCC.C A review of the local highway land ownership was also undertaken, and it is noted that the access will lie within highway boundary and as such would be subject to a S184/S278 Application should planning permission be granted. A map of the highway land ownership is contained within Appendix DD. The junction visibility splay was also reviewed as part of this access review. It is noted that the full 2m x 215m, as required by the Design Manual for Roads and Bridges is available in both directions. The junction visibility drawings are contained within Appendix EE. The access was further analysed through a Stage 1 Road Safety Audit exercise, which noted that left-in/ left-out manoeuvres by HGVs will likely require the overrunning of the opposite lane, which would be considered to be a safety issue, even for such an irregular use. It is therefore agreed with the Auditors that such movements by large vehicles are restricted through the use of a Servicing Management Plan, which will be provided to servicing drivers, who will be asked to approach the site from the west, and undertake a right-turn movement to drive into the site, when using 11m long HGVs. It is also proposed that on exiting the site, the drivers also continue travelling on the eastbound lane, avoiding a left-turn out of the site. Furthermore, the Road Safety Auditors proposed the introduction of warning signage for drivers approaching from either direction, to highlight the potential for slow moving HGVs turning in and out of the site. The Road Safety Audit and the Designer’s Response document are contained within Appendix FF. Summary and Conclusions EAS Transport Planning has been appointed to provide highways advice in relation to the proposed access into the maintenance area to the north of the residential development off Rectory Lane. Due to topographic arrangement between the two parcels of land, it is proposed that the maintenance area takes access off the B556, which is closer in level with the proposed maintenance/storage site. The proposed 5m wide access will enable an 11m long rigid HGVs to enter and exit the site in forward gear, entering and exiting the site from the eastbound lane only (right-in/right-out manoeuvre). A Servicing Management Plan is proposed to be developed following the granting of planning approval, to outline these access arrangement requirements. Registered in England and Wales No.5751442 Concluding, in terms of highways, it is noted that this proposed access can be made safe for use by 11m HGVs and be policy compliant. We have been in our new offices now for just over a year during which time we have seen greater use of the chamber by members of the public - Sawbridgeworth Allotment Association was one of the first organisations to hold its AGM in the council chamber; Leventhorpe School is another regular user along with the Hailey Centre for some of its extended activities.

Inventory compiled: LAccession 162] March 1968 D/ECb Introduction This collection consists of deeds incident to the conveyance of the vhole of the Hoddesdon Brewery and all its licensed houses in 1866 and titl e deeds of some of those houses and of others that were acquired later. The expansion of Hoddesdon Brewery dates from its purchase by William Whittingstall from Rene Briand in 1781. From that date til l his death in 1803, rfhittingstall systematically enlarged the brewery*s commercial outlets by buying up a number of public houses in the surrounding district. Messrs. John Christie and George Cathrow bought the property from Vhittingstall's executors and at the death of Cathrow in 1842 it was sold privately to a new partnership of Messrs. Peter Christie, John Back and Robert Hunt. After Peter Christie's death and when 3ack and Hunt had retired to their country estates, the firm was conveyed in 1866 to Charles Peter Christie. On his death in 1898 it was turned into a public company which 30 years later was absorbed by the Cannon Brewery of London, later controlled by Taylor, Valker and Co. and now by the Ind Coope combine.
