POTENTIAL JOINT DEVELOPMENT SITES North Hollywood: 17.40 Acres Universal City: 12.00 Acres Metro Orange Line Sepulveda Station: 12.48 Acres Chatsworth Metrolink Station: 12.00 Acres Metro Gold Line Eastern Extension: Various Parcels Taylor Yard: 23.00 Acres Blue Line Artesia Station 6.4 acres Bus Divisions (Div. 7; El Monte) Metro Orange Line Balboa Station 2.2 acres Vermont/Beverly 0.5 acre Vermont/Sunset 0.7 acre North Hollywood Station Metro Red Line Site Description The project site consists of two separate parcels adjacent to Metro Red Line North Hollywood Station: • Parcel 1 is located east of Lankershim Boulevard and bounded by Cumpston Street on the north, South Chandler Boulevard on the south and Fair Avenue on the east. It consists of approximately 10.45 acres and is currently used for the North Hollywood Station entrance, a 14-bay bus layover site and a 1,101-space auto parking surface lot. •Parcel 2 is located west of Lankershim Boulevard and bounded by South Chandler Boulevard on the north, Bakman Avenue on the west and Weddington Avenue on the south. It is approximately 1.8 acres and currently serves Metro construction-related uses. Though not directly connected to Metro Red Line, this parcel can be directly linked to the station through an existing knockout panel. North Hollywood Station Metro Red Line Zoning • Parcel 1: C2-2D-CA • Parcel 2: C4-2D-CA • Parcel 3: PF • Parcel 4: C21a Area Context Located in the North Hollywood Redevelopment Project Area Major projects in the area include: • NoHo Academy completed in 1991 - a mixed-use project including an eight-story office and retail building, the Academy of Television Arts and Sciences entertainment complex, and a 250-unit multi-family residential project • NoHo Commons - a 23-acre mixed-use project consisting of approximately 1.2 million square feet (sf) including 810 residential units, 228,000 s.f. of retail and restaurant space, 200,000 s.f. of office space and 3,461 car parking spaces. • East Valley High School. Existing land uses surrounding Metro Rail Station and Commercial Core Area include single and multi- family, medium to high-density residential neighborhoods, regional and local parks, public facilities, extensive commercial, institutional, and industrial uses, and the NoHo Arts and Entertainment District. North Hollywood Station Metro Red Line Metro Property Map North Hollywood Station Metro Red Line Facilities Map Universal City Station Metro Red Line Site Description Metro properties at the Universal City Station consists of approximately 12 acres bounded by the Hollywood 101 Freeway on the west and north, Lankershim Boulevard on the south, and Bluffside Drive and Weddington Park on the east. The site is currently used for Metro Red Line Universal Station portal, a bus layover and a 519-space surface park-and-ride. Metro property is located mostly along Lankershim Boulevard, a six-lane thoroughfare that provides immediate access to the site. Zoning • Parcels along Lankershim Boulevard: C2-1 • Parcels along Weddington Park and Bluffside Drive: R4-1 Area Context A key feature of Metro site is its favorable location and proximity to major entertainment venues in Southern California. It is located immediately next to the Universal Studios and conveniently close to other entertainment industry headquarters in the surrounding cities of Burbank, Glendale, Studio City, and Hollywood. • Freeway and public transportation access further enhance the attractiveness of this site for business and pleasure travelers as well as potential residents who prefer proximity to the entertainment industry. Universal City Station Metro Red Line Property Map Sepulveda Station San Fernando Rapidway Site Description The Sepulveda Station is the 5th station of the San Fernando Valley Metro Rapidway Project, currently under construction and scheduled for operation in the summer of 2005. The Transitway will extend transit service from Metro Red Line at the North Hollywood Station to Warner Center through a dedicated busway on Metro-owned right-of-way. The proposed project is located on a 12.45-acre site that is currently designed as a surface park-and-ride lot with 1,210 parking spaces. Metro property is the bigger parcel in a block bounded by Sepulveda Blvd., Erwin St., San Diego Freeway, and Metro right- of-way. The parcels on both sides of Metro property are privately-owned. Zoning Z1-Limited Manufacturing Census Tract 1288.000 Sepulveda Station San Fernando Valley E/W Transitway Chatsworth Station Metrolink Site Description Site is part of a larger Metro-controlled property jointly purchased with the City of Los Angeles that includes Metrolink Station, a 375-space surface parking lot, and a combined childcare center/depot building that includes office spaces, a café, and a memorabilia hall. The proposed project consists of two parcels located on the northern and southern ends of the Chatsworth Metrolink Station. Both parcels are approximately seven acres and located east of the active railroad corridor and west of the Brown Creek Channel. Parcel 1, the larger parcel, is approximately 5.23 acres and located immediately south of Devonshire Street. Parcel 2 is approximately 1.8 acres and located immediately north of Lassen Street, south of Metrolink Station’s southern park-and-ride. The Chatsworth Station is part of the Los Angeles regional commuter rail system, Metrolink. The station is located on the system’s Ventura County Line which operates 31 trains and serves approximately 4,047 riders a day. Chatsworth Station Metrolink Zoning The site is zoned PF-1-XL – PF. Parcel 1 fronts significant commercial uses along Devonshire Street and may be commercially improved under the City of Los Angeles C-4 (commercial) zoning designation. Parcel 2 fronts industrial uses along Lassen Street. Land uses on the property are also governed by the Devonshire/Topanga Corridor Specific Plan and the Chatsworth-Porter Ranch District Plan. •The Devonshire/Topanga Corridor Specific Plan regulates the use of the front portion of Parcel 1 up to a depth of 300 feet and allows commercial/industrial uses. •The Chatsworth-Porter Ranch District Plan designates the Parcel 1 for community commercial uses. The surrounding neighborhood is suburban in nature, with auto- oriented commercial/retail uses along the major arterial Devonshire Street. Some multi- family housing is located to the south of the station site. Chatsworth Station Metrolink Property Map First/Boyle Station Metro Gold Line Site Description Metro-owned property at this station consists of three parcels. The first parcel is approximately 1.5 acres and located across the street from the Gold Line’s first underground station, bounded by Boyle Ave, 1st Street and the 101 Freeway. The second parcel borders 1st Street and Bailey Street and contains the station entrance. This parcel is 1.29 acres and is located in the heart of Mariachi Plaza. The third parcel is across the street from the second parcel and is approximately 0.13 acres. These properties will be under construction as part of Metro Gold Line Eastside Extension. Construction of a new development on these sites could not occur until late 2008. The First/Boyle Station site’s salient demographic characteristics are described below: •A dense population of 16,801 (2000 Census Study) •91% of the residents are Hispanic. •17% of the housing are owner-occupied •83% of the housing are renter-occupied •71% of the housing inventory are more than 40 years old First/Boyle Station Metro Gold Line Zoning C2-1 Commercial CENSUS TRACT: 2060.400 and 2035.000 [Q]R4-1 Multiple Dwelling Area Context Located within the Adelante Eastside Community Redevelopment Zone, the 1st and Boyle Station sites surround Mariachi Plaza. A replica of traditional Mexican Plazas, the location celebrates the area’s musical and artistic traditions. 1st Street is lined with numerous shops and small restaurants, ranging from small family owned music and variety stores to sit down restaurants. White Memorial Medical facility sits north of the station site and is within walking distance. Multiple family and pockets of single-family dwellings also occupy the neighborhood. Significant structures include the 1st/Boyle hotel and the many Victorian style homes and historical structures. First/Boyle Station Metro Gold Line Station Portal First/Soto Station Metro Gold Line Site Description Consists of several parcels with combined area of approximately 1.08 acres. Soto Street cuts through the parcels, making it easy to group the properties into two clusters. The first group of parcels is just under one acre (.93) and is located on the southwest corner of 1st Street and Soto Street. The station entrance will be located there. An alley runs through the west portion of the property. The second property is across the street, on the southeast corner of 1st Street and Soto Street and abuts an alley on the east end of the property. These properties will be under construction as part of Metro Gold Line Eastside Extension. Construction of a new development on these sites could not occur until late 2008. The First/Soto Station site’s salient demographic characteristics are described below: •A dense population of 28,900 (2000 Census Study) •94% of the residents are Hispanic. •19% of the housing are owner-occupied •81% of the housing are renter-occupied •71% of the housing inventory are more than 40 years old First/Soto Station Metro Gold Line Zoning C2 Commercial CENSUS TRACT: 2043.000 and 2044.200 RD Restricted Density Multiple Dwelling Area Context Located within the Adelante Eastside Community Redevelopment Zone, the 1st and Soto property sits at the intersection of two commercial corridors. Soto Street is home to a number of thriving businesses and multi-family dwellings. 1st Street is lined with a combination of commercial activity, small family restaurants and public facilities.
