RESUME OF BUSINESS TRANSACTED DURING THE SEVENTEENTH SESSION OF THE TWELFTH KERALA LEGISLATIVE ASSEMBLY The summons dated January 24, 2011 for the Seventeenth Session of the Twelfth Kerala Legislative Assembly was issued to the Members on January 24, 2011. The session commenced at 9 a.m. on Friday, February 4, 2011 and adjourned sine-die at 10.05 a.m. on Thursday, February 24, 2011. The House met on the following days viz., February 4, 7, 8, 9, 10, 14, 16, 17, 18, 21, 22, 23 and 24 (13 days of sittings). The House transacted business for 65 hours and 51 minutes. Governor’s Address : The Governor Shri R. S. Gavai addressed the Members of the Legislative Assembly at 9 a.m. on February 4, 2011. The discussion on the Motion of Thanks to the Governor’s Address commenced on February 7, 2011 with Shri P. Jayarajan moving the following motion :— “ 2011 s^{_p-hcn 4-˛mw XobXn Kh¿Æ¿ tIcf \nb-a-k-`mwK-ß-tfmSv sNbvX {]kw-K-Øn\v \nb-a-k-`mw-K-߃ Kh¿Æ¿°v \µn tcJ-s∏-Sp-Øp-∂p.” The discussion on the Motion of Thanks lasted for 3 days, viz. February 7, 8 and 9, 2011. The motion was adopted on February 9, 2011. The House devoted 11 hours and 54 minutes for the discussion on the Motion of Thanks and 47 Members including Chief Minister and Ministers participated in the discussion. On February 16, 2011, the Speaker reported to the Assembly the Governor’s Reply to the Motion of Thanks adopted by the House. Obituary Reference : On February 24, 2011, the Speaker made references on the demise of A. P. Hamza, Former Member of Kerala Legislative Assembly, Pala K. M. Mathew, former Member of Parliament, Aranmula Ponnamma, Cine artist, Olympian Suresh Babu, Sportsman and K. P. Padmanabhan, former Secretary of Kerala Legislative Assembly. Reference regarding accident at Karikkakam : On February 18, 2011, the Speaker made a reference regarding the bus accident at Karikkakom, Thiruvananthapuram whereby a school bus plunged into the Parvathi Puthanar causing the death of 5 children and an ayah on 17th February, 2011. KNPP. 394/2011. 2 On the above two occasions as a mark of respect to the deceased, the members stood in silence for a while. Sakthan Questions : Details regarding the number of questions received, number of questions answered on the floor of the House etc. are given in Appendix I Correction of answer to Starred Questions : On February 8, 2011, corrected answer to item No. (a), (b) and (c) of Starred Question No. 186 dated 29-12-2010 was laid on the Table by the Minister for Home, Vigilance and Tourism. On that day itself corrected answer to item (d) of Starred Question No. 58 dated 22-12-2010 was laid on the Table by the Minister for Fisheries and Registration corrected answer to Unstarred Question. Correction of answer to Unstarred questions : On February 8, 2011 corrected answers to item (d) of Unstarred Question No. 510 dated 22-12-2010 and item (a) of Unstarred Question No. 511 dated 22-12-2010 were laid on the Table by the Minister for Fisheries and Registration. Laying of the statement under Rule 47 (2) : On February 24, 2011 Minister for Industries and Minister for Finance laid on the Table the statements under Rule 47 (2) Adjournment Motion : During the Session 9 notices of Adjournment Motion were received. Out of which one was allowed to be raised as submission and one was not allowed to be presented. For the remaining 7 notices consent was withheld. Details of adjournment motions in respect of which consent was withheld after hearing the views of the Ministers concerned on the floor of the House are given in Appendix II. 3 Calling Attention : During the session 21 statements were made by Ministers under rule 62, details of which are given in Appendix III.
