The Hampton Roads Community Action Program (HRCAP) is a non-profit community action agency that has been serving residents in southeastern Virginia since 1965. The agency provides services in the areas of education, employment, emergency assistance and housing that enable low-income individuals and families to escape the grip of generational poverty and find a path to self-sufficiency and prosperity. HRCAP operates multiple programs in five cities (Chesapeake, Hampton, Newport News, Norfolk, and Portsmouth) including a Veteran homelessness prevention initiative and one of the largest Head Start programs in Virginia. Due to the impact of COVID-19, we are unable to have an in-person event this year. We would like to acknowledge our outstanding 2020 honorees for their contributions to our communities. They exemplify the spirit of community action and are worthy of the honor received. We thank our sponsors at every level for sharing and supporting our vision to foster self-su ficiency through educational, social, and economic development. Their support during the current national crisis helped HRCAP to continue to meet the needs of our clients. White Van Noland, Chairperson CEO HRCAP Board of Directors HRCAP 2020 HONOREES NATALE CHRISTIAN Natale Christian is the Executive Director of the Hampton-Newport News Community Services Board. Christian is the first female, and the first African American, to serve as Executive Director of the behavioral health agency that serves over 13,000 individuals annually, has 850 employees, and a $65 million budget. As a Licensed Professional Counselor, she has over 39 years of experience in the Behavioral Health field. Christian was recently appointed by Governor Ralph Northam to the Substance Abuse Services Council and serves on many committees including the State Supreme Court Advisory Drug Court Committee. Christian received her bachelor’s degree in Psychology at Howard University and earned her master’s degree in Psychology at the New School for Social Research in New York. She is a graduate of the University of Virginia’s Sorensen Political Leadership Program and a graduate of the Hampton Roads CIVIC Leadership Institute. WILLIAM DOWNEY William Downey is Chief Executive Officer for Riverside Health System. Under his leadership, Riverside Health System has completed several major renovations and expansions, including the $90 million expansion of its flagship Riverside Regional Medical Center in Newport News, and a $50 million renovation and expansion of Riverside Walter Reed Hospital in Gloucester. Downey served as Board Chair for several organizations including the Virginia Hospital and Healthcare Association, An Achievable Dream, and the Virginia Living Museum. He is a Fellow in the American College of Healthcare Executives. In 2018, Downey was recognized at the 50th annual Peninsula Humanitarian Awards presented by the Peninsula Chapter of Virginia Center for Inclusive Communities (VCIC). Mr. Downey received his bachelor’s degree from James Madison University and his master’s in health administration from the Medical College of Virginia (Virginia Commonwealth University). CHARLIE HILL Charlie Hill retired from his position as Executive Vice President, Human Resources of Landmark Media Enterprises (formerly) Landmark Communications, Inc. His retirement ended more than 40 years of progressive leadership and management experience in the media, chemicals (BASF), telecommunications (Western Electric--Ma Bell), shipbuilding (Newport News Shipbuilding), and business services (Metropolitan Washington Board of Trade) industries. A champion of servant leadership, Hill founded the Charlie Wyatt Hill "Servant Leader" Scholarship and the Hill Leadership Institute at Virginia State University. He is also the Co-founder of the Hampton Roads Prostate Health Forum and the Community Free Clinic of Newport News. In addition, Hill has been an engaged member of the Omega Psi Phi Fraternity, Inc. for more than 54 years and the 100 Black Men of America, Inc. for more than 29 years. He is a Life Member of the NAACP and has served as a Trustee and Elder of Carver Memorial Presbyterian Church in Newport News, VA. Mr. Hill is the recipient of numerous awards, including the City of Hampton Distinguished Citizen Award, Hampton University Presidential Citizenship Award Citation, and the Hampton Roads Volunteer Achievement Award for Outstanding Community Service. Hill received his bachelor’s in economics from Virginia State University and his MBA from Hampton University. He is also a graduate of the CIVIC Leadership Institute. 2020 HONOREES FLORENCE KINGSTON Florence Kingston is the Director of Newport News Department of Development. A force in local and regional economic development for more than 40 years, she has overseen and negotiated many of the transformative projects that have shaped Newport News into a vibrant, business friendly city. She has worked on groundbreaking projects at City Center at Oyster Point, Canon Virginia, Inc. and Newport News Shipbuilding’s Downtown Apprentice School; as well as multi-million dollar agreements with international companies. Kingston serves on several councils to include the Hampton Roads Association for Commercial Real Estate, the Council of Development Finance Agencies, the Virginia Economic Developers Association, the Virginia Chamber of Commerce. In addition, she currently serves as the Secretary and Treasurer of the Economic Industrial Development Authority. Kingston is a proud graduate of the University of Virginia. JOHN KOWNACK John Kownack is the Director of Business Development at Hampton Roads Ventures, LLC. Prior to his current role, he served as the Director of the Norfolk Redevelopment and Housing Authority (NHRA) where he led revitalization efforts in Broad Creek and East Beach, two of the largest redevelopment projects in Norfolk’s history, and assisted in the rebranding of the Waterside District. Prior to NRHA, Mr. Kownack spent 19 years with the City of Norfolk as its Fiscal Division Manager — responsible for grants and capital project budgeting and management — and as Assistant Director of Human Services, responsible for administrative services, operations, and financial management. Originally from upstate New York, Kownack received his bachelor’s degree in Economics from the State University of New York at Albany and his master’s degree in Government from the College of William and Mary. ANGELA D. REDDIX Angela D. Reddix is the Founder, CEO, and President of ARDX, an award-winning, independent healthcare consulting organization. Dr. Reddix’s organization is committed to improving the lives of the most vulnerable populations by enhancing healthcare practices and exercising social responsibility. Reddix serves as a board member and trustee for various local organizations including the United Way of South Hampton Roads’ Foundation Board of Trustees and the YWCA Board of Directors to name a few. Reddix has received numerous awards including the 2018 Virginia Center for Inclusive Communities’ Humanities Award and the 2017 Women of Achievement Award, presented by Old Dominion University. Dr. Reddix received her bachelor’s degree in Business Administration and Marketing from James Madison University, a master’s degree in Organizational Development with a focus on training from Bowie State University, a graduate certificate in Healthcare Compliance from The George Washington University, and her Ph.D. in Business Administration from Oklahoma State University. JOHN KOWNACK John Kownack is the Director of Business Development at Hampton Roads Ventures, LLC.
