INTRODUCTION 1.1 This paper, which is presented on behalf of the 54 African States, provides Africa’s strategy for sustainability of air transport, based on the harmonization of the authorization and designation of airlines based in line with a common set of criteria and the need for flexibility in order to facilitate Airline access to international capital markets. The common set of criteria is based on the YD eligibility criteria. 1.2 This provides eligible airlines with the possibility to gain access to the international capital market, and also encourage cooperation via consolidation, mergers and acquisition as well as cross border investments. 1.3 With globalization and liberalization of the industry, in particular airline privatization, alternative ownership and control models have emerged. The ICAO proposed clause for the designation of carriers however seem to be the most favoured (CONF/5-2003). The proposed clause permits designation subject to the requirement of incorporation, principal place of business and effective regulatory control as attributed to the designating State. 1.4 In practice, States have considerable latitude and discretion in the interpretation -

NOTICIAS DEL RESUMEN DE PRENSA EL DIRECTOR FINANCIERO DE PLUS ULTRA YA QUEBRÓ UNA AEROLÍNEA EN VENEZUELA HACE TRES AÑOS 24/03/2021 Alejandro Delgado presidió Santa Bárbara Airlines (SBA), una aerolínea venezolana que quebró en 2018. Otros dos directivos de esta aerolínea también trabajan ahora en la empresa rescatada por el Gobierno VozPópuli Los gestores de Plus Ultra, la aerolínea rescatada por el Gobierno con préstamos por valor de 53 millones de euros, acumulan un historial de fracasos empresariales, con la quiebra de Air Madrid y también de otras compañías venezolanas, según ha podido saber Vozpópuli. Según ha podido saber este periódico, el directivo venezolano saltó del 'barco' a finales de 2017, cuando ya existían rumores de quiebra y apenas seis meses antes de la disolución definitiva de SBA. Delgado es el máximo responsable de las finanzas de Plus Ultra desde enero de 2021, hace apenas tres meses. No obstante, aterrizó en la aerolínea en noviembre de 2017, cuando abandonó SBA, ocupando el puesto de gerente general adjunto. En la aerolínea Santa Barbara también asumió varios puestos desde su llegada en 2009 como coordinador de planificación y presupuesto. En 2014 ascendió a vicepresidente ejecutivo de la compañía y ya en 2015 tomó los mandos como presidente ejecutivo de la empresa.
