Hong Kong Email: [email protected] Dear Mr Cheung, Information on Agenda Item “Working Arrangements and Labour Benefits for Government Outsourced Workers Performing Cleansing Duties in Public Toilets” I refer to your letter to the Director of Food and Environmental Hygiene on 17 May 2019. I am authorised to reply as follows. (a) The Food and Environmental Hygiene Department (FEHD) will roll out comprehensive refurbishment or facelifting works for 240 public toilets in the coming 5 years from 2019-20 to 2023-24 at an estimated capital expenditure of $600 million, and work out the list of these public toilets with regard to their maintenance conditions and utilisation rate. The Department is planning to commence refurbishment or facelifting works for about 40 public toilets in 2019-20. Further details such as the location and geographical distribution, as well as the estimated cost of the works of these toilets will be available at a later stage. 1 (b) Currently, 264 public toilets managed by FEHD are provided with attendant services and 231 of them are provided with attendant rooms. The current situations of public toilets under FEHD are at Annex. FEHD is reviewing the facilities in the attendant rooms of public toilets. If circumstances permit, the Government will install power sockets, oscillating fans, exhaust fans, etc. in existing attendant rooms to improve their environments. FEHD is working closely with the relevant departments for follow up, with a view to implementing the enhancement measures as soon as practicable. In addition, FEHD will as far as possible make available attendant rooms and improve facilities for toilet attendants in new public toilets, or when public toilets are reprovisioned or refurbished. Power sockets, lockers, oscillating fans as well as ventilation, lighting and exhaust fans will be installed in attendant rooms where facilities for the attendants to take rest and change clothes will also be provided. In general, toilet attendants work on day and evening shifts at different working hours at a maximum of not exceeding 10 hours per shift per day. If FEHD staff find or 2 suspect any contractor who has contravened the Ordinance during their routine inspections, the case will be referred to the Labour Department for follow-up actions. If a contractor is convicted of breaching the Ordinance, FEHD may terminate its contract. In addition, FEHD has specified in its new contracts that the contractor’s lacking or failing to provide sufficient drinking water for its employees shall constitute a blatant default. If the contractor contravenes the clause, FEHD may issue a notice of blatant default to the contractor with deduction of monthly payment of service charge without prior warning For enquiries, please contact the undersigned.     INTRODUCTION 1) Background In many people’s minds, Hong Kong is the “Pearl of the Orient” and a compact cosmopolitan city of skyscrapers and shopping arcades. Whether it is the foreign tourists or the locals, they always envision activities like shopping and sightseeing as the tourists’ ultimate activities. Renowned landmarks like the Peak and Tsing Ma Bridge are seen as the must-goes and final stops on their itineraries. However, few seem to realize the city has its peculiar and exotic side. With its rich cultural diversity, more than 260 outlying islands, 100 walking trails, 4 marine parks, Hong Kong promises wonderful landscapes, dramatic and stunning rock formations, craggy mountains, quaint villages, inviting flora and fauna, abundant cultural heritage which cater for not only the interests of the shoppers but also the most adventurous explorers. It is well worth the efforts to explore these charming rural retreats in Hong Kong. The aim of this project is to examine these adventurous places in Hong Kong. As there are many hotels tourists can choose from in Tsim Sha Tsui, we will start our exploration of these adventurous places from there. 1 B) Definitions and our understanding of Adventure Tourism Definitions According to the information given by Queensland Tourism Board, adventure tourism can be classified into two main categories, namely i) Hard adventure tourism ii) Soft adventure tourism There is a distinction between the two kinds of adventure tourism. For hard adventure tourism, it combines a unique experience in an outdoor setting with excitement and a degree of risk. It frequently demands physical exertion as well as a level of skill.
