Established by the residents of South Yarra in 1969 DOMAIN PARKLANDS MASTER PLAN Deadline for feedback: 28 October Your feedback, using the CoM website, must be received by 28 October The Domain Parklands is a patchwork of beautiful parks and gardens, made up of nearly 123 hectares. It includes some of the city’s favourite destinations, including the Royal Botanic Gardens, Shrine of Remembrance, Sidney Myer Music Bowl, Government House, Alexandra Park, Alexandra Gardens, Queen Victoria Gardens and the Kings Domain (from the CoM website) The City of Melbourne has, after much work over the past 2-3 years, prepared a Masterplan which sets out its vision for the Domain Parklands for the next 20 years: . what will it look like . how will it be used . how will it cope with the increasing pressures, etc Here are links to the Master Plan for you to read: draft Domain Parklands Master Plan participate.melbourne/[email protected] www.melbourne.vic.gov.au :in Search- Domain Parklands Master Plan NB: there are hard copies at CoM libraries if you wish to view them there It is important that we, residents of South Yarra, understand what Council has in mind for the future of this extremely valuable area for South Yarra and Melbourne as it will impact our lives. It is important that council receives your comments, views and input before the Masterplan is finalized. Your feedback, using the CoM website, must be received by 28TH October. It is a long document and perhaps the simplest way to understand what is proposed is to read pages 39 to 54. The plan that is most directly important for us is: Precinct 5 Domain South on page 54 which deals with the area opposite Domain Village. You will see that significant changes are proposed – picnic areas and BBQ’s, fitness equipment and additional planting of trees and understory which may include native species. Precinct 4 Visitor Precinct includes Dallas Brooks Drive MSYRG strongly encourages you to consider these issues and provide Council with your own views by 28 October; feedback is best done via the website but CoM will accept all ways of feedback The more feedback that is received will ensure that the Council must include South Yarra residents input into these plans MSYRG will also be giving feedback Michael Butcher President, Melbourne South Yarra Residents Group Inc [email protected]. .

The online survey via Council’s Have Your Say website haveyoursay.portphillip.vic.gov.au was open from Tuesday 24 July to Tuesday 14 August 2018. On-ground intercept surveys were also conducted in two locations in the Domain Precinct from 2 to 3 August 2018. A total of 453 survey responses were received, comprising 213 Domain residents, 170 Domain employees and 70 Port Phillip residents. A total of 133 people registered to receive ongoing updates about the project. The independently facilitated workshop was held on Tuesday 28 August, with 14 people attending alongside representatives from Council and landscape architects HASSELL. Participants were highly engaged throughout the workshop, indicating a high level of interest in the project. An illustrator captured the discussions and resulting themes visually and in real time. The engagement explored various themes and topics, including priorities for public spaces, services, amenities, transport and access.

    ROYAL EXHIBITION BUILDING AND CARLTON GARDENS Another two diagonal avenues intersect the site, radiating from the central section of the gardens on Carlton Street, to the two southern entry points. The avenue on the east side is planted with Plane trees (Platanus x acerifolia). Near the Works Depot, in the avenue’s most northern extent, the trees are planted at wide spacings. This may have been a realisation of John Guilfoyle’s 1916 proposal to remove every second plane tree from the South Garden Plane Tree Avenue. It is unclear when the removal was to take place. The plane tree avenue referred to may have been that in the North Garden and not the one in the South Garden. In the southern section the trees are closely spaced, forming a denser over canopy and providing a stronger sense of enclosure. The avenue on the opposite diagonal on the west side of the gardens is planted with Grey Poplars (Populus x canescens) also reaching senescence. A replanting on the south-west side of this avenue with poplars occurred in 2006. The avenue’s integrity is strongest near Carlton Street where the trees are regularly spaced and provide good canopy coverage. 4.4.5 North Garden Boundary Trees The layout of the North Garden in the 1890s was primarily based on extensive avenue plantings crossing the site, with little in the way of other ornamentation. Individual specimen trees were mainly planted around the perimeter of the site, forming loose boundary plantations. The spaces between the avenue plantations remained relatively free of in-fill plantings, with expanses of turf being the primary surface treatment in these areas.

    National Heritage Assessment of St Kilda Road and Environs, Melbourne The National Heritage List Australia’s National Heritage List comprises places of outstanding heritage significance to Australia. Currently there are over 100 places of outstanding heritage value in the list, including the Sydney Opera House, Port Arthur Historic Site, Budj Bim National Heritage Landscape, Cheetup Rock Shelter, the Great Barrier Reef, and Yea Flora Fossil Site. Many places within Melbourne are already recognised in the National Heritage List, including the Royal Exhibition Building, Sidney Myer Music Bowl, Rippon Lea House and Gardens, and Flemington Racecourse. Emergency listing and assessment of St Kilda Road and Environs On 13 February 2017 the Minister for the Environment and Energy, the Hon Josh Frydenberg MP, included St Kilda Road and Environs in the National Heritage List using the emergency provisions of the Environment Protection and Biodiversity Conservation Act 1999. The Australian Heritage Council is now required to give the Minister an assessment to demonstrate and confirm whether the place meets any of the National Heritage criteria. The Minister is then able to make a decision on whether the place should remain listed. This needs to occur within 12 months of the emergency listing or the listing will lapse. What would National Heritage listing mean? National Heritage listing is an acknowledgement of the importance of a place. It does not change land tenure or ownership. If included in the National Heritage List, the National Heritage values of the listed place will be protected under the Environment Protection and Biodiversity Conservation Act 1999 (EPBC Act).
