MARGINALLY MODERATELY SEVERELY HUMANITARIAN RESPONSE PLAN 2017 REACH ASSESSMENT - FSC FINDINGS General • Considered population: 6,500,000 • IDPs: 1,000,000, mainly remaining in Donbass, Kharkivska and Kyiv city. • IDPs intention to return: 1/3, mainly Donetsk • Severe food insecure: 1% General findings - Consumption

• Food expenditure: 51% (same as for the rest of Ukraine). • Female headed hh are more prone to food insecurity. • Utility prices have increased 27% Markets • Markets are functioning • Food basket prices: National average 646 UAH. – Luhansk GCA 633 NGCA 730 (13% higher). – Donetsk GCA 661 ( 2% higher) NGCA 866 (34% higher). • The most expensive item is meat, taking from 12 to 19% of the price full food basket; followed by dairy products. • Main request of food items: meat, dairy, animal protein. General - income • Households with income per person below minimum average wage: 46% – expenditure for food is 60% of the income. Remaining: less than 600 UAH on average

• 44% of HH have elders (above 60 y.o.) – 38% are below the minimum average wage. • 20% of HH with people with disabilities. General - income • 28% of ND and 37% of IDPs: no income over the last 30 days • Main source of income: pensions (38% of HH) • 67% of HH receive social benefits (81% IDPs and 60% ND). • For those receiving pensions, average of 2,300 UAH x HH. • Social benefits for IDPs: average 1,430 UAH. • 30% IDPs HH receiving pensions AND social benefits (average social income 3,850 x HH) General findings - Agriculture
