About STIP Forum The Science Technology and Innovation Policy (STIP) Forum has been set up with the objective of promoting debate on various aspects of Science, Technology and Innovation Policy. The Forum would go beyond the disciplinary boundaries by taking into account the intersectionality of S&T and I. It aims to will also bridge the gap between the science and society for dissemination of scientific achievements as well as for generalising debate of societal aspirations and promoting responsible research and innovations. The monthly lecture series of public lectures has been launched to sensitize the public discourse on science, technology and innovation policy. Research and Information System for Developing Countries (RIS), The Energy Resources Institute (TERI), Centre for Science and Environment (CSE), Indo-French Centre for the Promotion of Advanced Research (CEFIPRA), Vigyan Prasar and India Habitat Centre (IHC) are the collaborating institutions.

About the speaker: Mr. Saurabh Kumar is an Indian Revenue Service officer of 1992 batch. He is an Electrical Engineer from Indian Institute of Technology (IIT) Kanpur and Masters in Public Policy from National Graduate Institute of Policy Studies, Tokyo, Japan. Currently, he is the Managing Director of the Energy Efficiency Services Limited (EESL). Prior to leading EESL, he worked in various capacities in , Ministry of Power, and Bureau of Energy Efficiency (BEE). At the Income Tax Department, Mr. Saurabh Kumar led one of the biggest anti-tax evasion search operation covering 30 cities and over 15 premises on a large industrial group of India which remains one of the most successful operations in the Department till date. In 2002, Mr. Saurabh Kumar joined the Union Ministry of Power, as Deputy Secretary in charge of the Budget and Finance wing with the task of appraising large power projects for government investments. He was Secretary of the Bureau of Energy Efficiency (BEE) during 2007-2010, the nodal central body for promoting energy efficiency in India as well as the core agency for the implementation of the National Mission on Enhanced Energy Efficiency under the Ministry of Power. He was instrumental in implementing one of the world’s largest CDM (Clean Development Mechanism) projects on efficient lighting. He is an authority on design and implementation of programmes and policies for promoting energy efficiency. Mr. Saurabh Kumar has developed a project on Unnat Jyoti by Affordable Appliances and LED’s for All (UJALA), Agricultural Demand Side Management Programme (AgDSM), Municipal Energy Efficient Pump Sets (MEEP) and Street Lighting National Programme (SLNP). Mr. Saurabh Kumar has also been in charge of several bilateral projects on energy efficiency with Japan, Germany, France, etc. He proceeded on a UN Deputation to Bangkok for 2 years and was handling environmental issues in Asia – Pacific region.

About the Chair: Shri Ashok Lavasa is an Indian Administrative Services officer of 1980 batch. He is currently the Election Commissioner of India, after superannuating from as the Finance Secretary of India. During 37 years of his long active service he held various crucial positions in in the Central Government and State Government of , namely, Principal Secretary and Financial Commissioner (Renewable Energy Sources, Power), Chief Coordinator (Industries), Resident Commissioner of Haryana, Managing Director of Haryana State Federation of Co-operative Sugar Hills (HSFCOSHL), Director of Haryana State Industrial Development Cooperation (HSIDC), Union Finance Secretary, Union Environment, Forests and Climate Change Secretary, Union Civil Aviation Secretary, Special Secretary in the Ministry of Power, Joint Secretary in the M/o Home Affairs and several other important positions.

Abstract of the Lecture Rapid development and diffusion of advanced and efficient technologies has become central to achieving policy goals of SDGs, climate change and inclusive growth. A range of barriers impede this policy imperative, starting from development of new technologies in lab to making them accessible to the end consumer. Adequate and timely availability of finance along with size of market can address many of the barriers faced in creating a reliable and viable supply chain of better products. This lecture will draw from the rich and growing experience of the Energy Efficiency Services Limited (EESL) with market creation through innovative financial models for rapid adoption of energy efficient products. It will illustrate how well defined roles of different actors with innovative business models can lead India on to a higher energy efficient path of development.
