The result of the conference was the participation of 56 authors from 7 countries (China, Russia, Uzbekistan, Kazakhstan, Azerbaijan, Tajikistan, Kyrgyzstan). This conference was a result of the serious interest of the world academic community, the state authorities of China and the Chinese Communist Party to preserve and strengthen international cooperation in

Kristiina Silvan MARCH 2020 279 MANAGED LEADERSHIP SUCCESSION IN KAZAKHSTAN A MODEL FOR GRADUAL DEPARTURE? • In March 2019, Kazakhstan’s authoritarian leader, Nursultan Nazarbayev, stepped down after three decades of rule and yielded power to his nominated successor, Kassym-Zhomart Tokayev. However, Nazarbayev has paradoxically remained the most powerful political actor in Kazakhstan. • Kazakhstan’s model of gradual leadership succession could serve as an example to authoritarian states around the world, but it is particularly significant in the post-Soviet context. • Institutional and constitutional changes that took place in the 1990s were aimed at concentrating power in the presidency. • Modifications initiated by Nazarbayev in the 2000s and 2010s sought to weaken the Kazakh presi- dency while strengthening power vested in himself personally, in order to ensure the continuation of a political status quo and his family’s well-being after the transfer of power. • Despite the careful preparation and Tokayev’s relatively smooth ascension to power, it is still too early to evaluate the success of the transfer due to the vast powers retained by Nazarbayev. The transition of power in Kazakhstan remains an ongoing process and, as such, unpredictable. The project was conceived as an export scheme, in spite of the fact that the neighboring countries – the EU members Lithuania and Poland – have rejected offers to import electricity from the Baltic NPP. 3 According to independent public opinion polls, the majority of local citizens oppose the Baltic NPP and prefer non-nuclear options of development. 4 Their voice has, however, been ignored and the Kaliningrad regional government, in fact, had to abandon plans to develop wind power in the region when the construction of the NPP commenced. A large number of local citizens were not allowed to participate in the official public hearings of this project and “Rosatom”, the company which is implementing the project, has refused to hold additional public hearings, even in areas which will be directly affected by the project. 5 There have also been numerous public protests in the region since the construction of the Baltic NPP started. The poor safety record of the Russian nuclear industry is widely known, as well as its complete failure to clean up radioactively contaminated territories inside of Russia.

Yemelianova Centre for Russian, European and Eurasian Studies, Birmingham University, UK [email protected] Abstract The article analyzes the social, political, and symbolic functions of Islam in contemporary Uzbekistan, Kazakhstan, Kyrgyzstan, Turkmenistan, and Tajikistan. Over many centuries, Central Asians developed a particular form of Islam based on a productive and fluid synergy among Islam per se, their tribal legal and customary norms, and Tengrian and Zoroastrian beliefs and practices. It is characterized by a high level of doctrinal and functional adaptability to shifting political and cultural environments, the prevalence of mystical Islam (Sufism) and oral, rather than book-based, Islamic tradition. These qualities have defined distinctive Islamic trajectories in post-Soviet Central Asia, which differ significantly from those in other Muslim-majority countries and in Muslim communities in the West. At the same time, the common Eurasian space and lengthy shared political history of Central Asians and other peoples of Muslim Eurasia are also reflected in the considerable similarities in their Islamic trajectories. August 1994 In his address to the Polish Sejm last week in Warsaw President Clinton pledged to support the fledgling democracies of Central and Eastern Europe through a three-prong policy of "supporting democracy, advancing free markets and meeting new security challenges." Clinton described the looming security challenge in Europe as a struggle against "would-be dictators and fiery nationalists . promoting ethnic and racial hatred, promoting religious divisions and anti- semitism and aggressive nationalism." From these sources arise those challenges that threatens the sovereignty, independence, and territorial integrity of the states of Central and Eastern Europe as they go about the business of building democracies and free-market economies. Clinton declared: "No democracy in this region should ever be consigned to a gray area or a buffer zone, and no country should have the right to veto, compromise or threaten democratic Poland's or any other democracy's integration into Western institutions, including those that ensure our security." 1 This position assumes that consignment of a state or states to a gray area is a function of the actions of another power. But the question of internal stability, i. e., the degree of popular support that the state or states enjoy from their populations and their commitment to the maintenance of their nation's independence, can be a function of internal factors tied to a complex set of circumstances.

    Asia Swimming Federation Annual Report 2015 INTRODUCTION By completion of 2015, we are pleased to say that AASF achieved goals and took one more step ahead. The Meetings, programmes and events were organized perfectly and the highlight of this year was the 8th Asian Age Group Championships in Bangkok, Thailand. The quality of the competitions, the hospitality of the host and the presence of Federations (more than 30 countries) were remarkable and magnificent. Khalid B. Al Sabah President At the beginning of the year, the Executive Board Members gathered in Kuwait to consider the events and discuss about the important issues The year was also marked by conducting other competitions: 6th Asian Diving Cup and Asian Water Polo Championship. The level of professionalism of these events has completely improved and we observed great competitions in Malaysia and China. One of the other important meetings was the General Assembly which conducted in Kazan and on the sideline of FINA World Championships where 36 National Federations attended the meeting. These successes could not have been possible without the commitment and support from our National Federations around the Asia.
