Kolkata Police Notification to House Owners

In view of the situation prevailing in the areas of Police Stations specified in the Schedule appended to this order, it is apprehended that terrorist /anti-social elements may seek hideouts in the residential areas of the said Police Stations and there is every likelihood of breach of the peace and disturbance of public tranquility and also there is grave danger to human life and safety and injury to public property on that account.
And whereas it is necessary that some checks should be put on land lords/ tenants so that terrorist/anti-social elements in the guise of tenants may not cause riots and damage public property etc. and that immediate action is necessary for the prevention of the same.

Kolkata Police do hereby order that no land-lord/owner/person whose house property falls under the jurisdiction of area of Police Stations specified in the Schedule appended to this order, shall let/sublet/rent out any accommodation to any person unless and until he/she has furnished the particulars of the said tenant(s) as per Proforma in Schedule-11 to the Officer-in-charge of the Police Station concerned. All persons who intend to take accommodation on rent shall inform in writing in this regard to the Officer-in-Charge of the Police Station concerned in whose jurisdiction the premises fall. The persons dealing in property business shall also inform in writing to the Officer-in-Charge of the Police Station concerned in whose jurisdiction the premises fall about the particulars of the tenants.
This order shall come into force with effect from 01.03.2014 and shall be effective for a period of 60 days upto 29.04.2014 (both days inclusive) unless withdrawn earlier.

Any person contravening this order shall be punishable under Section 188 of the Indian Penal
Code.

O R D E R No. 34/RPT Dated-17/06/2021 WHEREAS,a large number of commercial places/ shops have come up in Kolkata which are popularly known as Cyber Café and a large number of people visit those to use the facilities available in such places including Internet access and E-mail facility; AND WHEREAS, there is reasonable apprehension that Criminals /Antisocial /Antinational elements may use these facilities to mislead the security/ investigating agencies, create panic in the public, endanger the security of VVIPs and Government Institutions, help in the anti-national activities thus directly affecting the security of the State; AND WHEREAS, I, SoumenMitra , Commissioner of Police, Kolkata being an Executive Magistrate for the Metropolitan area of Kolkata as well as in the district of South 24 Parganas (within the limits of the suburbs of Kolkata falling under Kolkata Police jurisdiction) as appointed and specially empowered by the State Govt. under the Notification No. 228- P.S. Cell/HR/O/3P-13/05(Pt.-II) dated 08/02/2021 read with the Notification No. 226- P.S. Cell/HR/O/3P-13/05(Pt.-II) dated 08.02.2021 and the Notification No. 229-P.S.Cell/HR/O/3P-13/05 (Pt.-II) dated 08.02.2021 read with the Notification No. 227-P.S.Cell/H.R./O/3P-13/05 (Pt.-II) dated 08.02.2021to act under the sub-section (1) of Section 144 of the Code of Criminal Procedure, 1973 (Act 2 of 1974 ), am of the opinion thatit is necessary to take speedy measures in this regard to prevent danger to human life or safety, to thwart/ prevent terrorist activities which may
