Legislative Council Panel on Constitutional Affairs Composition
LC Paper No. CB(2)2086/01-02(01) Legislative Council Panel on Constitutional Affairs Composition of the Second Term District Councils Purpose This paper sets out the Administration’s proposals relating to the composition of the second term District Councils (DCs). Background 2. According to Schedule 1 to the District Councils Ordinance (Cap.547), there shall be 18 districts, and the area for each district is delineated in a map deposited in the office of the Director of Home Affairs. Schedule 2 provides that a DC should be established in each of the 18 districts. Schedule 3 sets out the composition of the 18 DCs. Schedules 1, 2 and 3 are at Annex A. 3. Pursuant to section 18 of the Electoral Affairs Commission Ordinance (Cap. 541), for the second term DC elections to be held in late 2003, the Electoral Affairs Commission (EAC) has to make recommendations on constituency boundaries to be submitted to the Chief Executive on or before 27 November 2002. Before finalising the recommendations, the EAC will conduct a one-month public consultation in September 2002 to solicit public views on its draft proposals. 4. In making its recommendations on District Council Constituencies (DCCs), section 20 of the Electoral Affairs Commission Ordinance provides that the EAC should – - 2 - (a) have regard to the community identities and the preservation of local ties as well as physical features such as size, shape, accessibility and development of the relevant area; (b) ensure that the population in each constituency is as near the population quota as practicable (the population quota, by definition, means the total population of Hong Kong divided by the total number of elected members to be returned in a particular election); and (c) where it is not practicable to comply with the requirement at (b), ensure that the extent of each constituency is such that the population in that constituency does not exceed or fall short of the population quota by more than 25%. -

Over the years, appointed members and other members of the DCs have made significant contributions to community work. 1.2 Since the first term of the DCs, the number of elected seats has undergone an increase in each term which was in line with the population growth. In the first term of the DCs of the HKSAR, there were 390 elected seats. Such seats have been increased to 412 in the fourth term which commenced operation from 1 January 2012. This offers more opportunities for persons interested in serving the community to join the DCs through election. 1.3 In respect of constitutional development, the Legislative Council (“LegCo”) enacted the Chief Executive Election (Amendment) Ordinance 2011 and the Legislative Council (Amendment) Ordinance 2011 on 3 March and 5 March 2011 respectively setting out specific details for selecting the Chief Executive (“CE”) and for forming the LegCo in 2012. -

Sha Tin District Tennis Athlete Selection Competition
Sha Tin District Tennis Athlete Selection Competition Organised by the Sha Tin District Council Co-organised by the Leisure and Cultural Services Department and Sha Tin Sports Association 【Prospectus】 1. Purpose : To select in an open manner those athletes who meet the eligibility requirements to represent the Sha Tin District Council (DC) in the competitions of “The 6th Hong Kong Games” (HKG). 2. Introduction to : The HKG is a major multi-sport event held biennially with the 18 DCs as the HKG participating units. The objectives of the HKG are to provide districts with more opportunities for sports participation, exchanges and co-operation, to encourage active public participation in sports, and to strengthen the public’s sense of belonging to the district they live in. Scheduled for 23 April to 28 May 2017, the 6th HKG will cover 8 sports, namely the athletics, badminton, basketball, futsal, swimming, table tennis, tennis and volleyball. (For details, please visit www.hongkonggames.hk.) The events and quotas for the 6th HKG Tennis Competition are as follows: (1) Individual Events: (a) Men’s Singles; (b) Men’s Doubles; (c) Women’s Singles; (d) Women’s Doubles; (e) Mixed Doubles. (2) Team Events: (a) Men’s team event consists of 2 matches of singles and 1 match of doubles. (b) Women’s team event consists of 2 matches of singles and 1 match of doubles. (3) Quota: (a) Individual Events: Each district may enter a maximum of 2 athletes/2 teams (2 athletes in each team for doubles events) in each event. (b) Team Events: Each district may enter a maximum of 1 team (4 to 8 athletes in each team) in each event.
