Sha Tin District Athletics Athlete Selection Organised by the Sha Tin District Council Co-organised by the Leisure and Cultural Services Department and Sha Tin Sports Association 【Prospectus】 1. Purpose : To select in an open manner those athletes who meet the eligibility requirements to represent the Sha Tin District Council (DC) in the competitions of “The 6th Hong Kong Games” (HKG). 2. Introduction to : The HKG is a major multi-sport event held biennially with the 18 DCs as the HKG participating units. The objectives of the HKG are to provide districts with more opportunities for sports participation, exchanges and co-operation, to encourage active public participation in sports, and to strengthen the public’s sense of belonging to the district they live in. Scheduled for 23 April to 28 May 2017, the 6th HKG will cover 8 sports, namely the athletics, badminton, basketball, futsal, swimming, table tennis, tennis and volleyball. (For details, please visit www.hongkonggames.hk) The divisions, events and quotas for the 6th HKG Athletics Competition are as follows: i) Division and Event: Division Men’s Division Women’s Division Event Individual Events: 100 m 200 m 400 m vents 800 m E 1500 m 5000 m Track Track 100 m Hurdles － 0.84 m 110 m Hurdles 1.067 m － s High Jump (Starting height: 1.50 m) (Starting height: 1.20 m) Long Jump vent E Shot Put 7.26 kg 4 kg Javelin 800 g 600 g Field Discus 2 kg 1 kg Team Events: 4 100 m Relay 4 400 m Relay ii) Quota: (a) Individual Events: Each district may nominate a maximum of 2 athletes 1 per event; and each athlete may enter a maximum of 3 events, i.e. either 2 track and 1 field events or 2 field and 1 track events (excluding relay events). (b) Team Events: Each district may nominate a maximum of 1 team per event, and each team shall consist of 4 to 6 athletes. 3. Enrolment : From 21 December 2016 to 6 January 2017 Period 4. Eligibility : i) Participa nts must be born in or before 2007, but those who take part in the Requirements 5000 m event must be born in or before 2001, and must be holders of valid Hong Kong Permanent Identity Cards, or holders of valid Hong Kong Identity Cards who have resided in Hong Kong for 3 years or more. (Holders of Hong Kong Identity Cards must produce records, such as One-way Permits and passports, showing their arrival in Hong Kong before March 2014 to prove that they have resided in Hong Kong for 3 years or more.) . ii) Participants must reside within the “district boundary” of Sha Tin District and have valid proof of place of residence. The valid proof of place of residence accepted by the HKG includes: (a) a statement (such as a rates demand note, bill for electricity or water charges, monthly bank statement, mortgage statement or telephone bill) issued by a public utility company or commercial organisation or bank within the latest 3 months; or (b) a declaration of place of residence issued by the Home Affairs Department; or (c) a tenancy agreement; or (d) a student handbook showing proof of place of residence (if a student handbook cannot be produced, the documents stated in (a) to (c) above bearing the name(s) of the participant’s parent(s) together with the participant’s birth certificate may be provided). Note: The district boundaries of the 18 Districts are defined in the maps showing the Constituency Boundaries for the District Council Election. (For details, please visit the website of the Electoral Affairs Commission at www.eac.gov.hk.) Student hostels and athlete hostels are not regarded as the place of residence. iii) Those athletes who participated or will participate in the athletics competitions of the Olympic Games (excluding the Summer Youth Olympic Games), the Asian Games, the National Games of the People’s Republic of China, the World Championships (excluding the World Youth Championship) or the Asian Championships (excluding the Asian Youth Championship), or the Asian Indoor Athletics Championships or the IAAF World Indoor Championships between 2014 and 2017 are not eligible to participate in the athletics competition of the HKG. Note 1: Those athletes who participated or will participate in any events of the above-mentioned competitions which fall under the four categories defined by the IAAF (i.e. track and field, road running, cross-country and race walking) are not eligible to participate in the athletics competition of the HKG. Note 2: In the event that an athlete, who has already enrolled in the HKG, is nominated by the relevant national sports association to participate in any of the competitions specified in Paragraph 4(iii) above after 2 the team leaders’ meeting of the relevant HKG competition is held, he/she may continue to take part in the HKG. iv) Serving professional athletics athletes are not eligible to participate in the athletics competition of the HKG. Professional athletes are those who are employed under a full-time paid contract by any institution or company as an athlete, excluding the full-time athletes who are undertaking training and receiving subvention or subsidy offered by the government or relevant organisations (such as the Hong Kong Sports Institute, the Sports Federation & Olympic Committee of Hong Kong, China, and national sports associations). v) Participants must hold one of the following recognised competition results/qualifications for individual events (Note: The height of the hurdles for hurdle events and the weight of equipment for throwing events must be the same as the specifications for the equipment of the 6th HKG) in order to participate in this selection: (a) The 5th HKG Athletics Competition (b) District Age Group Athletic Meets organised by the Leisure and Cultural Services Department (LCSD) in 2016 (c) Pre-season Trial cum Athletics Relay Carnival 2016 (d) Hong Kong Athletics Series 2016 (Series 1 to 4) (e) Hong Kong Junior Age Group Athletic Meet 2016 (f) IAAF World Athletics Day 2016 (g) Inter-Secondary Schools Athletics Competitions held by the Hong Kong School Sports Federation in 2016 (h) TCAA Age Group Athletics Meet 2016 (i) USFHK 55th Annual Athletic Meet (j) Hong Kong Athletic Championships 2016 (k) Hong Kong Inter-City Athletics Championships 2016 (l) WAC Annual Challenge 2016 (m) The 70th SCAA Inter-School Athletics Meet (n) Other local events organised by the Hong Kong Amateur Athletic Association (HKAAA) in 2016 (o) Top 10 athletes in the Hong Kong rankings (open and youth divisions) of the HKAAA (as on the latest ranking lists to be released by the end of 2016) (If the participants’ results in 100 m, 200 m, 100 m hurdles and 110 m hurdles events are hand-timed, 0.24 second will be added to their results as a standard for selecting district athletes for the 6th HKG.) vi) Participants must meet the eligibility requirements (i) to (v) mentioned above. If it is found that any participant fails to meet the eligibility requirements, furnishes false information, or has participated in the athlete selection of more than 1 district, he/she will be immediately disqualified with all his/her selection results cancelled. vii) All participants must sign the “Declaration by Participant” before taking part in this selection. For participants aged under 18, the Declaration must be signed by his/her parent or guardian. viii) The Organiser reserves the right to forbid any participant from taking part in this selection. 5. Fee : Free of charge 3 6. Enrolment : i) Enrol ment in person Methods and Participants should submit the duly completed “Enrolment Form” together Points to Note with the “Declaration by Participant” and proof of recognised competition results/qualifications in person or by a representative to the Sha Tin District Leisure Services Office (STDLSO) (office hours: 8:30 a.m. to 6:15 p.m. from Monday to Friday; closed on Saturdays, Sundays and General Holidays) of the LCSD or any of the LCSD sports centres in Sha Tin District (office hours: 7:00 a.m. to 11:00 p.m. from Monday to Sunday) within the enrolment period stated in Paragraph 3 above. The originals or copies of the identity cards (please refer to Paragraph 4(i) herein) and proof of place of residence (please refer to Paragraph 4(ii) herein) of the participant are required for verification of eligibility when the enrolment form is submitted. ii) Enrolment by post For enrolment by post, please send the duly completed “Enrolment Form” together with the “Declaration by Participant”, copies of the identity cards (please refer to Paragraph 4(i) herein), proof of recognised competition results/qualifications and proof of place of residence (please refer to Paragraph 4(ii) herein) of the participant, and a stamped self-addressed envelope with “Enrolment for Sha Tin District Athletics Athlete Selection of the 6th Hong Kong Games” clearly marked on the outside, to the Sha Tin District Leisure Servcies Office (address: Unit 1207-1212, Level 12, Tower 1, Grand Central Plaza, No. 138 Sha Tin Rural Committee Road, Sha Tin) of the LCSD within the enrolment period stated in Paragraph 3 above. (The day of receipt of the form by the Organiser will be regarded as the receipt date.) iii) All information provided in the enrolment form must be true and correct. Participants should notify the Sha Tin District Leisure Services Office of the LCSD (Telephone No.: 2634 0111) immediately of any change of residential address during the selection process, otherwise the participants will be regarded as furnishing false information. If a participant is no longer a resident of Sha Tin District because of moving to another district during the selection period, he/she will be disqualified.

    LC Paper No. CB(2)2086/01-02(01) Legislative Council Panel on Constitutional Affairs Composition of the Second Term District Councils Purpose This paper sets out the Administration’s proposals relating to the composition of the second term District Councils (DCs). Background 2. According to Schedule 1 to the District Councils Ordinance (Cap.547), there shall be 18 districts, and the area for each district is delineated in a map deposited in the office of the Director of Home Affairs. Schedule 2 provides that a DC should be established in each of the 18 districts. Schedule 3 sets out the composition of the 18 DCs. Schedules 1, 2 and 3 are at Annex A. 3. Pursuant to section 18 of the Electoral Affairs Commission Ordinance (Cap. 541), for the second term DC elections to be held in late 2003, the Electoral Affairs Commission (EAC) has to make recommendations on constituency boundaries to be submitted to the Chief Executive on or before 27 November 2002. Before finalising the recommendations, the EAC will conduct a one-month public consultation in September 2002 to solicit public views on its draft proposals. 4. In making its recommendations on District Council Constituencies (DCCs), section 20 of the Electoral Affairs Commission Ordinance provides that the EAC should – - 2 - (a) have regard to the community identities and the preservation of local ties as well as physical features such as size, shape, accessibility and development of the relevant area; (b) ensure that the population in each constituency is as near the population quota as practicable (the population quota, by definition, means the total population of Hong Kong divided by the total number of elected members to be returned in a particular election); and (c) where it is not practicable to comply with the requirement at (b), ensure that the extent of each constituency is such that the population in that constituency does not exceed or fall short of the population quota by more than 25%.

Over the years, appointed members and other members of the DCs have made significant contributions to community work. 1.2 Since the first term of the DCs, the number of elected seats has undergone an increase in each term which was in line with the population growth. In the first term of the DCs of the HKSAR, there were 390 elected seats. Such seats have been increased to 412 in the fourth term which commenced operation from 1 January 2012. This offers more opportunities for persons interested in serving the community to join the DCs through election. 1.3 In respect of constitutional development, the Legislative Council (“LegCo”) enacted the Chief Executive Election (Amendment) Ordinance 2011 and the Legislative Council (Amendment) Ordinance 2011 on 3 March and 5 March 2011 respectively setting out specific details for selecting the Chief Executive (“CE”) and for forming the LegCo in 2012.

    Sha Tin District Tennis Athlete Selection Competition

    Sha Tin District Tennis Athlete Selection Competition Organised by the Sha Tin District Council Co-organised by the Leisure and Cultural Services Department and Sha Tin Sports Association 【Prospectus】 1. Purpose : To select in an open manner those athletes who meet the eligibility requirements to represent the Sha Tin District Council (DC) in the competitions of “The 6th Hong Kong Games” (HKG). 2. Introduction to : The HKG is a major multi-sport event held biennially with the 18 DCs as the HKG participating units. The objectives of the HKG are to provide districts with more opportunities for sports participation, exchanges and co-operation, to encourage active public participation in sports, and to strengthen the public’s sense of belonging to the district they live in. Scheduled for 23 April to 28 May 2017, the 6th HKG will cover 8 sports, namely the athletics, badminton, basketball, futsal, swimming, table tennis, tennis and volleyball. (For details, please visit www.hongkonggames.hk.) The events and quotas for the 6th HKG Tennis Competition are as follows: (1) Individual Events: (a) Men’s Singles; (b) Men’s Doubles; (c) Women’s Singles; (d) Women’s Doubles; (e) Mixed Doubles. (2) Team Events: (a) Men’s team event consists of 2 matches of singles and 1 match of doubles. (b) Women’s team event consists of 2 matches of singles and 1 match of doubles. (3) Quota: (a) Individual Events: Each district may enter a maximum of 2 athletes/2 teams (2 athletes in each team for doubles events) in each event. (b) Team Events: Each district may enter a maximum of 1 team (4 to 8 athletes in each team) in each event.
