Chapter 1 Policy Agenda Introduction During the past year, in keeping with the new philosophy of governance stated by the Chief Executive in her first Policy Address and based on the principles of “Innovative, Interactive and Collaborative”, the current-term Government is striving to rebuild mutual trust with different sectors and has implemented a series of people-oriented measures to build a better and more harmonious Hong Kong. In the second Policy Agenda of the current-term Government, we have set out 244 new initiatives and 470 on-going initiatives. Apart from allocating resources for improving people’s livelihood, we will continue to perform the Government’s roles as “facilitator” and “promoter”. On the one hand, we will reinforce and enhance the advantages of traditional industries such as finance, transportation, logistics, tourism and professional services. On the other hand, we will promote innovation and technology so as to inject new impetus into the economy. With the commissioning of the Hong Kong Section of the Guangzhou-Shenzhen-Hong Kong Express Rail Link on 22 September 2018, Hong Kong has been connected to our country’s highly efficient and accessible transport network and brought closer to other cities in the Guangdong-Hong Kong-Macao Greater Bay Area (Greater Bay Area). We will seize this opportunity to identify 1 breakthroughs in the development of our local economy, livelihood and youths. On enhancing governance, we recognise that many major issues require the holistic steer of the senior leadership in the Government in formulating forward-looking and inter-departmental strategies. As such, we have established the Chief Executive’s Council of Advisers on Innovation and Strategic Development and the Steering Committee on Innovation and Technology, both chaired by the Chief Executive, for promoting development of the economy and innovation and technology in Hong Kong. To build an inclusive society and cater for the needs of various community groups, the Youth Development Commission and the Commission on Children, both led by the Chief Secretary for Administration, were set up in the first half of 2018. Meanwhile, the Commission for the Planning of Human Resources and the Steering Committee on Ethnic Minorities Affairs, also chaired by the Chief Secretary for Administration, have initiated their work. The Financial Leaders Forum with the Financial Secretary at the helm has also commenced studies on different issues on financial development. Furthermore, the current-term Government has re-organised the Innovation and Technology Bureau and the Efficiency Unit, and reallocated the legal aid policy portfolio to the purview of the Chief Secretary for Administration’s Office. The newly set up Policy Innovation and Co-ordination Office (PICO) is also playing an active role in assisting the Chief Executive in driving policy innovation and co-ordinating various cross-bureau policy research and projects. As for economic development, we will leverage our advantages under “one country, two systems” and, with the staunch support of the Central Government, actively participate in the Belt and Road

    LC Paper No. CB(2)2086/01-02(01) Legislative Council Panel on Constitutional Affairs Composition of the Second Term District Councils Purpose This paper sets out the Administration’s proposals relating to the composition of the second term District Councils (DCs). Background 2. According to Schedule 1 to the District Councils Ordinance (Cap.547), there shall be 18 districts, and the area for each district is delineated in a map deposited in the office of the Director of Home Affairs. Schedule 2 provides that a DC should be established in each of the 18 districts. Schedule 3 sets out the composition of the 18 DCs. Schedules 1, 2 and 3 are at Annex A. 3. Pursuant to section 18 of the Electoral Affairs Commission Ordinance (Cap. 541), for the second term DC elections to be held in late 2003, the Electoral Affairs Commission (EAC) has to make recommendations on constituency boundaries to be submitted to the Chief Executive on or before 27 November 2002. Before finalising the recommendations, the EAC will conduct a one-month public consultation in September 2002 to solicit public views on its draft proposals. 4. In making its recommendations on District Council Constituencies (DCCs), section 20 of the Electoral Affairs Commission Ordinance provides that the EAC should – - 2 - (a) have regard to the community identities and the preservation of local ties as well as physical features such as size, shape, accessibility and development of the relevant area; (b) ensure that the population in each constituency is as near the population quota as practicable (the population quota, by definition, means the total population of Hong Kong divided by the total number of elected members to be returned in a particular election); and (c) where it is not practicable to comply with the requirement at (b), ensure that the extent of each constituency is such that the population in that constituency does not exceed or fall short of the population quota by more than 25%.

    Sha Tin District Tennis Athlete Selection Competition Organised by the Sha Tin District Council Co-organised by the Leisure and Cultural Services Department and Sha Tin Sports Association 【Prospectus】 1. Purpose : To select in an open manner those athletes who meet the eligibility requirements to represent the Sha Tin District Council (DC) in the competitions of “The 6th Hong Kong Games” (HKG). 2. Introduction to : The HKG is a major multi-sport event held biennially with the 18 DCs as the HKG participating units. The objectives of the HKG are to provide districts with more opportunities for sports participation, exchanges and co-operation, to encourage active public participation in sports, and to strengthen the public’s sense of belonging to the district they live in. Scheduled for 23 April to 28 May 2017, the 6th HKG will cover 8 sports, namely the athletics, badminton, basketball, futsal, swimming, table tennis, tennis and volleyball. The events and quotas for the 6th HKG Tennis Competition are as follows: (1) Individual Events: (a) Men’s Singles; (b) Men’s Doubles; (c) Women’s Singles; (d) Women’s Doubles; (e) Mixed Doubles.
