    Statute Law Repeals: Consultation Paper Repeal of Turnpike Laws SLR 02/10: Closing date for responses – 25 June 2010 BACKGROUND NOTES ON STATUTE LAW REPEALS (SLR) What is it? 1. Our SLR work involves repealing statutes that are no longer of practical utility. The purpose is to modernise and simplify the statute book, thereby reducing its size and thus saving the time of lawyers and others who use it. This in turn helps to avoid unnecessary costs. It also stops people being misled by obsolete laws that masquerade as live law. If an Act features still in the statute book and is referred to in text-books, people reasonably enough assume that it must mean something. Who does it? 2. Our SLR work is carried out by the Law Commission and the Scottish Law Commission pursuant to section 3(1) of the Law Commissions Act 1965. Section 3(1) imposes a duty on both Commissions to keep the law under review “with a view to its systematic development and reform, including in particular ... the repeal of obsolete and unnecessary enactments, the reduction of the number of separate enactments and generally the simplification and modernisation of the law”. Statute Law (Repeals) Bill 3. Implementation of the Commissions’ SLR proposals is by means of special Statute Law (Repeals) Bills. 18 such Bills have been enacted since 1965 repealing more than 2000 whole Acts and achieving partial repeals in thousands of others. Broadly speaking the remit of a Statute Law (Repeals) Bill extends to any enactment passed at Westminster. Objectives The purpose of the excursion is to examine a classic section that documents the major environmental shift from terrestrial to marine rocks caused by the Rhaetian transgression, as well as the Triassic-Jurassic boundary, and to sample the rich fossil faunas, and espe- cially the Rhaetian bone beds. Risk analysis Low tides are essential for the excursion to Aust Cliff. Tides rise very rapidly along this section of coast (with a tidal range of about 12 m) and strong currents sweep past the bridge abutment. Visitors should begin the excursion on a falling tide. If caught on the east side of the bridge abutment when the tide rises, visitors should continue east along the coast to the end of the cliff where a path leads back to the motorway service area. In addition, the entire section is a high cliff, and rock falls are frequent, so hard hats must be worn. The Manor Farm section lies inland and is lower, so hard hats are less necessary.

The Chairman noted that it was a slip of the tongue calling the Annual Parish Assembly and AGM and accepted his mistake. The Clerk noted that the monthly meeting minutes of Parish Council Meetings can’t be published until approved by the Parish Council, in the case of the April meeting minutes they were due for consideration at this meeting by the Parish Council, the Clerk admitted that due to his own work load the March minutes had not yet been presented to the Parish Council, and that the February minutes had been queried at a previous meeting, and only that evening were they due to be represented to the Parish Council for consideration. The Clerk also noted that the minutes for the 2017 APA had been prepared by him prior to the 2018 APA and paper copies were available at the meeting, the minutes were published on the website for consideration by parishioners as it is for them to call for the minutes and approve them – the mistake that the Clerk made was not to label the minutes as draft.
