SECTION IV - ONTARIO REGULATION 166/06, AS AMENDED PERMIT APPLICATION 10.1 IS A MAJOR APPLICATION - REGULAR Applications that involved a more complex suite of technical studies to demonstrate consistency with policies; applications that cover a significant geographic area (e.g. subdivisions, stormwater management ponds), extensive modifications to the landscape, major infrastructure projects, emergency infrastructure works, resolution of violations/after the fact permits, trail construction. 10.1 CITY OF VAUGHAN 11 813229 ONTARIO LTD. To change a building or structure so that it alters its use or potential use, increases its size or increases the number of dwelling units and site grade on Part Lot 19, Concession 8, (9732 Highway 27), in the City of Vaughan, Humber River Watershed as located on the property owned by 813229 Ontario Ltd. The purpose is to permit development within a Regulated Area of the Humber River Watershed to facilitate minor grading works and interior and exterior modification and renovations to an existing restaurant (formerly the Salty Dawg) at 9732 Highway No. 27, in the City of Vaughan. The grading works include a new septic system as well as a comprehensive planting plan which includes new trees and shrubs. 10.2 STANDARD DELEGATED PERMITS 15 Standard Permits, including Emergency Infrastructure Works permissions, are implemented by Planning and Development Division staff and are received monthly by the Executive Committee. Standard Permits , including Emergency Infrastructure Works permissions, are subject to the authorization of designated staff appointed as Enforcement Officers, as per Authority Res.#A198/13, #A199/13 and #A103/15, respectively. All standard and emergency infrastructure works are non-complex permissions consistent with TRCA approved policies and procedures and issued for a time period of two years of less. 2 11. CFN 56096 ____________________________________________________________________________ KEY ISSUE Acquisition of property located east of Church Street North and north of Rossland Road West, in the Town of Ajax, Regional Municipality of Durham, under the “Greenlands Acquisition Project for 2016-2020,” Flood Plain and Conservation Component, Duffins Creek watershed. RECOMMENDATION THE EXECUTIVE COMMITTEE RECOMMENDS THAT 11.2 hectares (27.8 acres), more or less, of vacant land, located east of Church Street North and north of Rossland Road West, said land being Part of Lot 14, Concession 3, designated Parts 1-4 on 40R-8952 Save And Except Part 1 On Plan 40R-24996 and Save And Except Part 1 on draft-M-Plan by J.D. Barnes Limited, Reference No. 14-25-888-05, dated September 28, 2017; and Blocks 4-5 on draft M-Plan by J.D. Barnes Limited, Reference No.14-25-888-03, dated September 15, 2017, in the Town of Ajax, Regional Municipality of Durham, be purchased from Cougs (Workman’s) Ltd.; THAT the purchase price be $2.00; THAT Toronto and Region Conservation Authority (TRCA) receive conveyance of the land free from encumbrance, subject to existing service easements; THAT the firm Gardiner Roberts LLP, be instructed to complete the transaction at the earliest possible date. All reasonable expenses incurred incidental to the closing for land transfer tax, legal costs, and disbursements are to be paid by TRCA; AND FURTHER THAT authorized TRCA officials be directed to take the necessary action to finalize the transaction, including obtaining any necessary approvals and the signing and execution of documents. BACKGROUND Resolution #A161/15 at Authority Meeting #8/15, held on September 25, 2015, approved the Greenlands Acquisition Project for 2016-2020. Negotiations have been conducted with Ian McCullough, Vice President of Land Development, Coughlan Homes, acting as agent for the owner. Access to the subject lands will be achieved through its frontage on Church Street North. Attached is a sketch illustrating the location of the subject lands. 4 Item 7.1 RATIONALE The subject lands fall within TRCA's approved master plan for acquisition for the Duffins Creek watershed as outlined in the approved Greenlands Acquisition Project for 2016-2020. Through the review of the Plan of Subdivision 18T-95036, TRCA staff established the limits of the open space land. TAXES AND MAINTENANCE Based on TRCA's preliminary review of the environmental criteria for lands that are eligible to receive a property tax exemption under the provincial Conservation Land Tax Incentive Program, it would appear that the subject property should be eligible for a tax exemption. While it is expected that the subject parcel of land will not significantly impact TRCA’s maintenance costs at this location, an assessment of the aggregate acquisitions in the area will be undertaken and the results will be integrated into TRCA’s land management program and associated budgets. RECOMMENDATION THE EXECUTIVE COMMITTEE RECOMMENDS THAT WHEREAS Toronto and Region Conservation Authority (TRCA) is in receipt of a request from Davpart Inc. for TRCA to enter into an exchange of lands with Davpart Inc., the owner of 111-117 Whitburn Crescent, City of Toronto, in order to resolve an existing encroachment on the adjacent TRCA-owned lands; AND WHEREAS it is in the best interest of TRCA in furthering its objectives as set out in Section 20 of the Conservation Authorities Act to cooperate with Davpart Inc., in this instance and proceed with the land exchange; THEREFORE LET IT BE RESOLVED THAT TRCA enter into an exchange of lands with Davpart Inc. on the following basis: 1. Executive Summary The Ministry of Transportation has convened a Fare and Service Integration (FSI) Provincial-Municipal Table that includes representatives of all transit agencies and aims to improve connections and the customer experience for inter-municipal transit travel. The Toronto Transit Commission (TTC) has engaged a consultant team to develop an agency-driven FSI model to present to the Provincial-Municipal Table in partnership with surrounding transit agencies including MiWay. Currently MiWay, along with several other 905 agencies, are prohibited from providing local service within City of Toronto, resulting in TTC providing duplicate service for their residents. In addition, transit fares are not integrated between the TTC and MiWay.     THE CORPORATION OF THE CITY OF MISSISSAUGA BY-LAW NUMBER 212-2005 A By-law to Re-divide the Wards of the City of Mississauga WHEREAS Section 222 of the Municipal Act, 2001 S.O. 2001, c. 25, as amended, provides that a municipality may pass a by-law dividing or re-dividing the municipality into wards; AND WHEREAS the City of Mississauga has experienced significant population growth particularly in the northwest area of the municipality and Council for The Corporation of the City of Mississauga has resolved to amend the composition of council by adding two councillors to the current compliment of nine councillors, for a total of eleven councillors, and in addition maintaining the head of council; AND WHEREAS it is desirable to re-divide the City of Mississauga into eleven wards, and in this regard a public meeting was held on May 30, 2005; NOW THEREFORE the Council of The Corporation of the City of Mississauga ENACTS as follows: 1. The wards described in Schedule “A” and shown in Schedule “B”, attached hereto, are established for the City of Mississauga. 2. Schedules “A” and “B” attached hereto form an integral part of this by-law. 3. Subject to subsection 222(9) of the Municipal Act, 2001, S.O. 2001, c. 25, as amended, this By-law shall come into force in accordance with such date as determined under subsection 222(8) of the Municipal Act, 2001, S.O. 2001, c. 25 as amended.
