Kampala, Uganda – One Stop Youth Resource Centre Profile: Kampala, Uganda – One Stop Youth Resource Centre Location: Kampala, Uganda Partners: City of Kampala, UN-HABITAT Donors: Government of Norway Theme: Youth Empowerment; Sustainable Urbanization Introduction zThis presentation is an overview on the status of Kampala One Stop Youth Centre. It highlights what has been achieved, the role of partners and the implementation design of the project. Areas of Intervention zEmpowerment through Entrepreneurship zReproductive Health zGovernance and Advocacy zInformation and Communication Technology zEnvironment and Conservation zSports and Culture zResearch Location zThe centre is located at Kabalagala near Kampala International University on a 2 acre piece of land that belongs to the youth of Kampala. zKCC will construct a storey building to allow integrated services be accessed by young people. zConstruction process has started zA container has been acquired, partitioned, windows and doors fixed. Programme design zThe programme is designed based on the seven thematic areas and activities defined for each area of intervention. zImplementation will be through committed partners zThe centre will act as the implementing tool. zSome activities will be implemented at the centre whereas others outside but within the divisions of Kampala Implementation Methodology zA baseline survey from respective thematic areas will be conducted to identify the needs of young people. zBased on the baseline status survey results, the project will design a proposed set of activities to suit the needs of young people. zYouth participation is emphasized at all levels Activities so far zStakeholders’ Planning Workshop – October 2006 zRegional Partners Planning Workshop – February 2007 zRecruitment of a UNV zDevelopment of the project document zDrafting of the Memorandum of Understanding Activities cont’d zBaseline survey on entrepreneurship zDissemination workshop held August 2007 zWebsite development zProcurement of office furniture and equipments zStakeholders mobilization (meetings with youth leaders and partners) Activities cont’d zDevelopment and publishing of centre brochures zStakeholder mobilisation (meetings with youth leaders and partners) zDevelopment of a centre logo zAcquisition of a computer Partners zKCC: 100,000,000 to construct KOSYC zUN-HABITAT: US$200,000 zUNIDO: Take up Empowerment through Entrepreneurship thematic area. zUNFPA: Reproductive Health zSchoolnet Uganda: 20 computers to establish a digital resource centre Partners cont’d zUYDEL: Reproductive health, drug and substance abuse prevention, entrepreneurship, sports and culture. zNational Youth Council: Governance and advocacy zKKL: Sports and culture zYouth Alive Uganda: Sports, music and drama. Involvement of youth leaders/groups zCreation of awareness among stakeholders zMore partners have come on board i.e Rubaga Youth Development Association, Youth Alive, Kampala Kids League Opportunities zPolitical will. The project has support from the Ministry of Gender, Labour and Social Development, especially from the Minister for Youth and Children Affairs zYouth issues are now a priority in the country. (Existence of youth structures at national and district levels (NYC, Youth MPs, KDYC). zSupport and willingness/positive attitude of both the beneficiaries and the implementing partners about the project. zThe knowledge and skills among young people. Challenges and constraints zGeneral delay of implementation zHigh expectations from both partners and the beneficiaries. zDelay in signing of MOU zFailure of KCC to recognize project ownership. zLimited resources from partners especially KCC, the major implementing partners Funding gap zOur budget has a gap US$100,000 Centre users zThe centre is for young people between the age bracket of 15 – 30 years. zAll young people without discriminating shall have equal access to service regardless of their sex, origin and religion. Staff training needs zProject management zMonitoring and Evaluation zICT skills zBasic accounting skills Work in progress zSigning of a Memorandum of Understanding between partners. zClearing/grading of the compound zConstruction of waterborne toilets zElectricity connection zFencing of the land Cont’n zDevelopment of the website zLaunching of the centre zKampala Kids League are developing a work plan for sports. However, the school has land which can be used to establish a fully-fledged compass. The school lacks several amenities and if many of these would be rectified, there is a very big likelihood that education standards in the Community and the area would improve greatly. The area is a heavily populated urban informal settlement place characterized by substandard housing and low standards of living. These communities are defined by high level of poverty, low income, inadequate living conditions and sub-standard facilities. Other characteristics are: • Inadequate access to safe water • Inadequate access to sanitation and other infrastructure • Poor structural quality of housing • Overcrowding It is essential that at least 60 percent of the urban population lives in slums of which Kikubamutwe located in Kabalagala is one of them.

    FOREWORD This Slum Settlement Profile comes at an opportune time – a time when the city of Kampala is experiencing unprecedented growth in the history of Uganda. This growth and expansion is visible through the mushrooming of informal settlements across the different divisions of Kampala, especially in the low-lying areas of the city. This expansion has definitely exerted enormous pressure on land, with the poor occupying open spaces and the rich pushing the poor out of settlements for commercial and more formalised developments. The urban infrastructure (services and utilities) has not been spared as many residents demand for better quality water, sewer/ sanitation facilities, electricity, roads, security, and proper solid waste management systems. While the city still grapples with serving the existing communities, there are thousands that are flocking to the city in search of employment opportunities and better services. The invisible challenge for both the city and the communities has been lack of data/ information concerning the informal settlements, leading to a very wide gap between the plans and the priorities for the slum residents. The variables looked at in this Slum Profile include, among other factors, Security of Tenure, Housing, Water and Sanitation, Economic Activities, Accessibility, Drainage, and Solid Waste Management. Perhaps, the most outstanding and profound aspect is that this Slum Profile is not a collection of information from lawyers, teachers, doctors, or academicians, but rather ideas from the real slum dwellers who interface with the day-to- day challenges of slum life. OVERVIEW OF COVID-19 - THE NEW VARIANT STRAIN The Ministry of Health is closely followingthe global trends of a new variant strain (501. V2) of SARSCoV-2that has been reported in the United Kingdom, other parts of Europe and now South Africa and Nigeria. It has been shown to spread much faster but so far no evidence of high severity than the first strain. So far, we know that the new variant strain is spreading faster than what we experienced in the 1st wave. It is important to note that this new variant strain has NOT been reported in Uganda. The Ministry of Health working with regional partners, Africa CDC through Uganda Virus Research Institute (UVRI)will start genome surveillance for the new strain to determine its prevalence in the country. However, we know that the transmission of the virusxand the control measures remain the same as the virus in the 1st wave. i.e. Consistent mask use, social distancing and good hand hygiene. Traffic congestion in Kampala city is fast growing due to a combination of poor roads network, uncontrolled junctions, and insufficient roads capacity which is out of phase with the increasing traffic (vehicular and pedestrian) on Kampala roads. This congestion results into higher vehicle operating costs, long travel times and poor transport services. The overall city aesthetics and quality of life is highly compromised by the dilapidated paved roads and sidewalks, unpaved shoulders and unpaved roads which are sources of mud and dust that hovers over large sections of the City. 1.2. The Government of Uganda through Kampala Capital City Authority (KCCA) with support from the African Development Bank intends to improve mobility in Kampala City through improvement of selected road links and Junctions/intersections. The selected junctions/intersections are to be signalized while the selected roads are to be dualled or reconstructed or upgraded to paved standard. 1.3. The National Environmental Act, CAP 153 requires that an Environmental Impact Assessment (EIA) is undertaken for all projects that are listed under the third schedule of the Act with a view of sustainable development. The proposed project is one of the projects listed under Section 3 (Transportation) of the Schedule. Therefore, to fulfill legal requirements an EIA has been conducted for the proposed project as part of the consultancy services for the preliminary and detailed engineering design of selected road links and junctions/intersections to improve mobility in Kampala City under the Second Kampala Institutional and Infrastructure Development Project.
